Before each census the CSO engages in an extensive public consultation process. Consultation on the content of Census 2011 took place in 2008 and the content has been agreed by the Government. The second phase of the consultation process sought the views of the public on the outputs that will be produced from the 2011 census. IPH responded to a series of CSO questions that were posted on the CSO website.

The Institute of Public Health in Ireland (IPH) aims to improve health on the island of Ireland by working to combat health inequalities and influence public policies in favour of health.  The Institute promotes cooperation between Northern Ireland and the Republic of Ireland in public health research, training and policy advice. IPH commends the Regional Development Committee on selecting sustainable transport as its subject for inquiry and welcomes the inquiry’s focus on identifying a move to more sustainable transport in Northern Ireland. The Institute of Public Health in Ireland (IPH) promotes co-operation between Northern Ireland and the Republic of Ireland. It aims to improve health by working to combat health inequalities and influence public policies in favour of health. IPH promotes co-operation in research, training, information and policy in order to contribute to policies which tackle inequalities in health. IPH welcomes the Food Standards Agency Strategy for 2010 to 2015 and the opportunity to comment on the publication. We restrict our comments to the “Healthy Eating for All” aspect of FSA’s purpose with particular reference to local development in Northern Ireland.

The aim of the consultation was to collect views on how the European Union can contribute to reducing health inequalities both within and between member states. The Institute of Public Health in Ireland (IPH) is an all-island body which aims to improve health in Ireland, by working to combat health inequalities and influence public policies in favour of health.  The Institute promotes co-operation between Northern Ireland and the Republic of Ireland in research, training, information and policy to contribute to policies which tackle inequalities in health. IPH acknowledges and appreciates the benefits of information sharing and joint action in relation to policy and practice between European countries and we are proud to have been the Irish/Northern Irish partner in several projects, most recently as Work Package Leader for DETERMINE, coordinated by EuroHealthNet and as collaborating partner for I2SARE, coordinated by Federation National des Observatories de Sante (FNORS).  Both projects are funded by the European Commission.

The Institute of Public Health welcomes the opportunity to respond to the following consultations on the regeneration of Belfast City Centre; A. Draft North East Quarter Masterplan Key Regeneration Principles and Concept Plan – February 2005B. Draft North West Quarter Masterplan Key Regeneration Principles and Concept Plan – February 2005 The Institute of Public Health is a cross border organisation funded by the Department of Health, Social Services and Public Safety in Northern Ireland and the Department of Health and Children in the Republic of Ireland (www.publichealth.ie). It aims to improve health and tackle inequalities in health across the island of Ireland. The Institute believes that one of the most effective ways of addressing inequalities in health across the island is to ensure that all Government Departments recognise the wider determinants which influence health and maximise opportunities within their policies to improve the health of the population.

Women's Aid responds to urgent need to provide vital support and accommodation to women and children experiencing domestic violence. This is their first BCPP project. It will provide a range of social and health information sessions to women, staff, volunteers and children while supporting the pharmacist to better understand the issues they are facing, developing a referral process and confidential service.

Legislation enacted on 1 April 2009 created a new Commissioning system with the establishment of a region-wide Health and Social Care Board, including 5 Local Commissioning Groups (LCGs), and a Public Health Agency. In line with Departmental direction and guidance the objectives of the new commissioning arrangements were to: - Approach the future delivery of Health and Social Care from a region-wide perspective focused on outcomes. - Ensure local sensitivity through the creation of five Local Commissioning Groups reflective of their areas. - Give appropriate weight to the public health agenda to ensure that commissioning reflects the drive to reduce health inequalities in our society and works in partnership with others to improve health and wellbeing. In this regard the legislation signalled a new way forward which would first be expressed in a Commissioning Plan for 2010/11 and beyond. This plan outlines how the Health and Social Care Board and the Public Health Agency are approaching that task. It is our aim that this plan is straightforward and written in a manner which will encourage public engagement and understanding. We wish to show clearly how the commissioning task is to be approached and to signal the decisions necessary to ensure the maintenance of a health and social care system in Northern Ireland which responds to the population it serves.

This Commissioning Plan describes the actions that will be taken across health and social care during 2013/14 to ensure continued improvement in the health and wellbeing of the people of Northern Ireland.The plan, developed in partnership by the Health and Social Care Board and the Public Health Agency, responds to the Commissioning Plan Direction published by the Minister for Health, Social Services and Public Safety on the 28 of January 2013. In doing so, it outlines a range of actions that have been developed in partnership with patients and the public which are driven by need, clear goals and budgetary transparency.
