On 5 June 2014, the European Union published its first report on the implementation of the UN Convention on the Rights of Persons with Disabilities (UN CRPD). This document follows the ratification of the Convention by the EU in 2010 and its obligation to prepare and submit a report on its actions to support the implementation of the Convention. In line with a commitment under the Programme for Prosperity and Fairness the Minister for Education and Science, Dr Michael Woods, established the Action Group on Access to Third Level Education, in September 2000, to advise the Minister on the development of a co-ordinated framework to promote access by mature and disadvantaged students and students with disabilities to third level education.

The aims of the CLAN survey were to establish a national student profile of lifestyle habits. The survey was undertaken by the Department of Health and Children among undergraduate full-time students during the academic year 2002/2003 in 21 third level colleges in Ireland. The results of the study showed that cannabis was the most common illegal drugs used by students, with 37% reporting that they had used in the past 12 months, and 20% during the past 30 days. Drug use in the student population was much higher than in the 2003 NACD drug prevalence survey. The survey also measured alocohol related harm, such as effects on study and financial probles.

Housing Strategy for People with a Disability 2011-2016 National Implementation Framework The Government's National Housing Strategy for People with a Disability was published in October 2011 by the Department of the Environment, Community & Local Government and the Department of Health. The strategy covers the period to 2016 and outlines the broad proposals and strategic objectives involved in effectively addressing the housing and related support needs of people with disabilities. The Implementation Framework develops the key actions from the Strategy and assigns responsibilities to stakeholders, within relevant timelines, and provides key performance indicators, as appropriate.
