Three applicants, A,B and C, all of whom had crisis pregnancies, brought proceedings against Ireland before the European Court of Human Rights claiming violations of Articles 2, 3, 8, 14 and 13 of the European Convention on Human Rights. 1.In its judgment delivered on 16 December 2010 the Grand Chamber determined that there had been no violation of the Convention in relation to the first and second applicants, Ms. A and Ms. B.2.The Grand Chamber determined that there had been a violation of Article 8 of the Convention in relation to applicant Ms. C . The Public Health Agency is advising that the plume of volcanic ash over the north Atlantic is not currently a risk to public health in Northern Ireland. The previous eruption of the Eyjafjallajokull Icelandic volcano in April 2010 had no impact on public health in the UK and a study of respiratory and related symptoms reported to GPs in the UK in 2010 showed no unusual increases during the period in which the volcanic dust from Iceland was present in the atmosphere.In view of the present dynamic weather conditions across the UK the PHA is liaising closely with health protection colleagues in England, Scotland, Wales and the Met Office in relation to the latest available scientific information on the volcanic ash.For more information visit www.hpa.org.uk

This report provides our advice to the Minister for Education and Science on the application for designation as a university made by Waterford Institute of Technology (WIT). WIT submitted an application for designation in February 2006. There is a statutory procedure for the creation of a new university under Section 9 of the Universities Act 1997. We were asked to advise the Minister on the merits of the submission in order for her to provide guidance to Government on whether such a formal statutory review should be initiated. It is not a straightforward task to advise on this case for several reasons. These include the facts that: the regulatory environment for Institutes of Technology has changed significantly since WIT made their application; and the designation of any IoT would potentially challenge the government’s current higher education policy. So our report has to range more widely than the merits of the WIT application, taken at face value.
