Post Mortem Inquiry - Progress Report To The Minister for Health and Children

The Inquiry is of the view that the Terms of Reference are wide ranging and comprehensive. The issue of organ retention is not one which may be examined properly in isolation and involves consideration of many issues,  most notably the legal context within which the matters arise. On being requested to complete an urgent report by the Minister for Health and Children the Authority undertook a preliminary review of the information known and drew up a series of questions for Our Ladyâ?Ts Hospital for Sick Children (OLHSC) in order to inform the writing of the report. A copy of the questions submitted to OLHSC is attached at Appendix 1. PDF 205kb

Building a Culture of Patient Safety - Report of the Commission on Patient Safety and Quality Assurance

The Commission on Patient Safety and Quality Assurance was established in January 2007 and reported to the Minister in July 2008. The report was considered by government in January 2009 which agreed the implementation process. The overall objective of the Commission was to develop clear and practical recommendations to ensure that safety and quality of care for patients is paramount within the healthcare system. The Commission’s report set out a wide range of policy measures that will drive the safety and quality agenda in Irish healthcare in the coming years. The establishment of the Commission was prompted by an increasing awareness of patient safety issues in general and high profile health service system failures at home and abroad and in particular by the Lourdes Hospital Inquiry. Annual Report to the Equality Commission 01-02 (PDF 103 KB)

The Department and its associated bodies are committed to jointly taking forward the Statutory equality obligations placed on them by Section 75 of the Northern Ireland Act 1998. This has involved collaboration in drafting and submitting their Equality Schemes and then in jointly conducting a 2-stage consultation exercise on the equality implications of our policies. Stage 1 papers were issued in November/December 2000 seeking views, amongst other things, on the equality implications of our policies, and a composite Stage 2 paper in April 2001setting out the conclusions reached on the screening of policies and proposals for an Equality Impact Assessment programme. åÊ

The Department of Health, Social Services and Public Safety is committed to report annually on progress towards implementing its statutory equality duties and related commitments set out in the Departments Equality Scheme. This Annual Report has been produced to meet the standards set out by the Equality Commission, and will assist the Commission in compiling its own annual report, as required by sub paragraph 5(1) (b) of schedule 8 to the Act. åÊ

The Department’s Equality Scheme makes explicit the Minister’s and top management’s commitment to fulfil the Department’s statutory equality duties. This commitment is integrated into the Department’s work and clearly seen in its planning processes. Objectives and targets relating to Section 75 obligations feature in the Department’s strategic and operational plans, and the annual business plans of Directorates and Branches. Officials, where appropriate, include specific equality related targets or actions in their personal objectives which are subject to appraisal in the annual performance review. åÊ

The Department’s Evaluation and Equality Unit provides advice and guidance to colleagues throughout the Department who are planning and undertaking reviews and evaluations of programmes, services and policies, and provides guidance and information to support the policy-making processes. In carrying out this function the Unit has continued to help colleagues to mainstream equality considerations into decision-making, reviews and evaluations from the earliest stages of these processes. åÊ

It outlines the further progress made during 2002 in achieving targets set out in the Priority Action Plan for 2002 and 2003 agreed between the Department of Health and Children and the Nursing Alliance. Report of The Commission on Nursing

Nursing and midwifery have been one of the cornerstones of the modern Irish health service. The quality of care and public satisfaction with the health service is often related to the quality of the nursing service. Irish nurses not only enjoy the confidence of patients and clients of the health service but have an international reputation for their professionalism and the excellence of their care. However, the health services are in a state of constant and rapid development in response to technological, social and economic changes both domestically and internationally. The Commission is recommending a new framework which will give a secure basis for the further professional development of nursing and midwifery in the context of  anticipated changes in the health services, their organisation and delivery. Implementation of Recommendations of The Commission on Nursing - First Annual Progress Report of Monitoring Committee

The focus of this first annual report is on the progress made during 2000 in implementing the recommendations contained in the priority Action Plan. However, the Monitoring Committee acknowledges that certain other key recommendations of the Commission were implemented in 1998/1999.
