Annual Report 2011 Undoubtedly, 2011 was a year of significant change in the health services. The general election brought a new Government and a new direction and policies in healthcare with a commitment to introduce Universal Health Insurance. The health system is being reformed so as to guarantee equal access to healthcare for all, achieved through a single-tier system enabling access based on need and not on ability to pay. Annual Output Statement 2012 For Health Group of Votes - 38 and 39

The overall aim of this Vote Group is to provide health and personal social services to improve the health and well being of the people of Ireland in a manner that promotes better health for everyone, fair access, responsive and appropriate care delivery and high performance. The money voted goes to the Department of Health (Vote 38), and the Health Service Executive (Vote 39). The Department of Health has responsibility for the overall organisational, legislative, policy and financial accountability framework for the health sector. The Health Service Executive is responsible for the management and delivery of health and personal social services within available resources. Click here to download

Action Report A, B, and C v. Ireland- Application no 25579/2005

Three applicants, A,B and C, all of whom had crisis pregnancies, brought proceedings against Ireland before the European Court of Human Rights claiming violations of Articles 2, 3, 8, 14 and 13 of the European Convention on Human Rights. 1.In its judgment delivered on 16 December 2010 the Grand Chamber determined that there had been no violation of the Convention in relation to the first and second applicants, Ms. A and Ms. B.2.The Grand Chamber determined that there had been a violation of Article 8 of the Convention in relation to applicant Ms. C . 2012 Progress Report of the National Drugs Strategy 2009 - 2016

The National Drugs Strategy 2009-2016 is to tackle the harm caused to individuals, families and communities by problem drug use and alcohol use through the five pillars of supply reduction, prevention, treatment, rehabilitation and research. Value for Money and Policy Review of Disability Services in Ireland - National Implementation Framework

The National Implementation Framework describes how the recommendations from the Value for Money (VFM) and Policy Review of the Disability Services Programme will be translated into concrete actions. It assigns responsibilities for those actions, and specifies timelines for their completion. It also identifies priorities and key performance indicators. Tobacco Free Ireland

The high levels of smoking in Ireland require a more concerted effort to support the continued development of a tobacco free society where people can live longer and healthier lives free from the detrimental effects of tobacco. The direction given in this policy report seeks to de-normalise tobacco within Irish society, reduce initiation rates, assist smokers to quit, protect non-smokers, especially children, from the effects of second-hand smoke, by building on a stable policy and legislative framework. The HBSC Ireland Trends Report 1998 - 2010

The HBSC is a cross-sectional study conducted in collaboration with the World Health Organization (WHO) Regional Office for Europe. It runs every 4 years and in 2010 there were 43 participating countries and regions collecting data on the health behaviours, health outcomes and contexts of children̢?Ts lives. The Irish survey has been carried out by the Health Promotion Research Centre, NUI Galway since 1998 and brings together all the data (relating to almost 40,000 Irish children) collected over this period to examine the key trends and patterns between 1998 and 2010. In terms of risky behaviour, the survey reports that in 2010 12% of Irish children said they were smoking compared to 21% in 1998. 28% reported that they had been drunk compared to 29% in 1998. 8% reported that they had used cannabis compared to 10% in 1998. In terms of positive behaviour, seat-belt wearing rates have doubled (82%) amongst children since 1998 and 33% reported that their health was excellent compared to 28% in 1998. The Efficacy of Minimum Unit Pricing, Fiscal and other Pricing Public Policies for Alcohol

This report was commissioned from CJP Consultants Limited by the Department of Health. It sets out the issues relating to hazardous and harmful consumption of alcohol in Ireland. It looks at the international experience and policy response;and makes recommendations about how the problems caused by hazardous alcohol consumption can and should be tackled in Ireland. Suboxone Feasibility Study

An Expert Group was established by the Department to examine the regulatory framework required to facilitate the availability of buprenorphine / naloxone or buprenorphine-only products as an alternative to methadone for the treatment of opioid dependency. The Group’s recommendations in relation to the future use of such products in Ireland, taking into account a report by Create Consultancy Ltd evaluating a feasibility study on their use in the Irish context, have been forwarded to the HSE with a request that the HSE revert to the Minister for Primary Care with proposals for the Recommendations’ implementation.
