Institute Responds to DSD Consultation on Cathedral Quarter Masterplans

The Institute of Public Health welcomes the opportunity to respond to the following consultations on the regeneration of Belfast City Centre; A. Draft North East Quarter Masterplan Key Regeneration Principles and Concept Plan – February 2005B. Draft North West Quarter Masterplan Key Regeneration Principles and Concept Plan – February 2005 The Institute of Public Health is a cross border organisation funded by the Department of Health, Social Services and Public Safety in Northern Ireland and the Department of Health and Children in the Republic of Ireland (www.publichealth.ie). It aims to improve health and tackle inequalities in health across the island of Ireland. The Institute believes that one of the most effective ways of addressing inequalities in health across the island is to ensure that all Government Departments recognise the wider determinants which influence health and maximise opportunities within their policies to improve the health of the population.

IPH Response to Consultation on a Draft Dtrategy for Children

The Institute of Public Health welcomes the Consultation on a Draft Strategy for Children and Yung People in Northern Ireland. We believe that in addition to the human rights to which we are all entitled, children and young people constitute, in many instances, a vulnerable group within society and therefore special effort is needed to ensure that they are able to maximise their potential and live healthy, fulfilling lives.  In our response to the Consultation Document we will focus on how inequality impacts on children’s lives and how, as a consequence ways in which to combat inequalities need to be at the heart of a strategy for children. We will also highlight the potential for strengthening the strategy by increased cooperation with similar initiatives in the Republic of Ireland.

Proposed Sugar Sweetened Drinks Tax: Health Impact Assessment

The Institute of Public Health in Ireland (IPH) was requested by the Department of Health (RoI) to undertake a Health Impact Assessment (HIA) of a proposed tax on sugar sweetened drinks (SSDs) in 2012. The public health priority for this proposal was to consider the potential of such a tax to address the problem of overweight and obesity in Ireland. The HIA was overseen by the Special Action Group on Obesity (SAGO) and guided by a steering group. The HIA process involved a population profile, a stakeholder consultation event and a literature review. This information, paralleled by a modelling exercise undertaken by Dr. Mike Rayner and his team in the University of Oxford was presented to the steering group to inform their conclusions.

A Tobacco-Free Future - An all-island report on tobacco, inequalities and childhood 2013 reveals declines in smoking rates among both children and pregnant women over the past decade, both North and South of the border. This report published by the Institute of Public Health in Ireland (IPH) and the TobaccoFree Research Institute Ireland (TFRI), shows that while tobacco control measures are being successful, disadvantaged children are at particular risk of tobacco-related harms.

The Chronic Conditions Hub is a website that brings together information on chronic health conditions. It allows you to easily access, manage and share relevant information resources. The Chronic Conditions Hub includes the Institute of Public Health in Ireland’s (IPH) estimates and forecasts of the number of people living with chronic conditions. On the Chronic Conditions Hub you will find: - A Briefing for each condition - Detailed technical documentation - Detailed national and sub-national data that can be downloaded or explored using online data tools - A prevalence tool that allows you to calculate prevalence figures for your population data A stroke happens when blood flow to a part of the brain is interrupted by a blocked or burst blood vessel. A lack of blood supply can damage brain cells and affect body functions. IPH has systematically estimated and forecast the prevalence of stroke on the island of Ireland.   Epidemiology Age, family history, diabetes, high blood pressure, high cholesterol, smoking, unhealthy diet, physical inactivity and alcohol are the main risk factors for stroke. The World Health Organization estimates that stroke and cerebrovascular disease is responsible for 10% of all world deaths and is the second most common cause of death worldwide. Cerebrovascular diseases (ICD 10 codes I60-I69) were responsible for 7.2% of all deaths in the Republic of Ireland in 2009 and for 8.6% of all deaths in Northern Ireland in 2010.

Community Profiles Tool

The Community Profiles Tool can be used to develop local health and wellbeing profiles from over 200 health-related indicators compiled from a range of data sources. Users can create tables, maps and charts of health-related indicators, and integrate this with key public health documents from the Health Well website such as relevant interventions, policies, and evidence related to each indicator.

Comparison of IPH prevalence estimates with other survey-based estimates

The Institute of Public Health in Ireland publishes estimates and forecasts of the prevalence of chronic health conditions for national and subnational areas on the island of Ireland. The estimates and forecasts are based on statistical models of nationally representative health survey data that estimate the risk of having the condition. The risks of having the condition are then applied to population estimates and projections. The purpose of this document is to: 1. Compare IPH prevalence estimates with prevalence estimates from other health surveys on the island. 2. Highlight the methodological issues in comparing prevalence estimates from different surveys.

A palliative care needs assessment for children

The development of a children’s hospice is not seen as a priority by the respondents in this study, some of whom raised concerns regarding accessibility and cost. There is a degree of ambiguity however, regarding the role of ‘hospice’ in paediatric palliative care with some respondents associating it only with end-of-life care. There is a substantial need for ongoing education, training and development of healthcare professionals caring for children with life-limiting conditions. Palliative care services currently provided to children in Ireland with life-limiting conditions are seen to be inequitable, differing significantly according to diagnosis (malignant versus nonmalignant) and according to geographic location. This poses challenges, particularly for parents of children with non-malignant diseases. Both families and professionals often deem the physical environment for adolescents in hospitals unsuitable. The difficulties encountered in the transition from children’s services to adult services have been identified as an issue for adolescents. The provision of bereavement support varies between services. Professionals have identified the need for a broader range of bereavement services.

Employment & Retirement Among the Over 55s - Conference Proceedings

The Conference provided the opportunity for delegates to focus attention on issues of employment and retirement among older Irish people, issues such as preferences for work or retirement and barriers to staying in or returning to the workplace. It also afforded the opportunity to look at initiatives at the European level as well as recent developments in Ireland in relation to age discrimination, pension provision and lifelong learning initiatives Download the Report here

Towards a Society for All Ages: Conference Proceedings

The Conference provided the opportunity for delegates to explore issues relating to social inclusion of older Irish people, issues such as income, housing and health which have great impact on the quality of life of older people. It also afforded the opportunity to examine progress towards a society for all ages at the European level as well as in Ireland in relation to equality legislation, the National Anti-Poverty Strategy and pensions policy Download the Report here

Development of a Research Strategy for Nursing and Midwifery Research

  The Report of the Commission on Nursing recommended that the Nursing and Midwifery Policy Unit in the Department of Health and Children, in consultation with the appropriate bodies, should draw up a national strategy for nursing andmidwifery research. In response to the above the Chief Nurse at the Department of Health and Children convened a consultative committee, representative of those with a core interest in research to draft a research strategy for nursing and midwifery in Ireland Download the Report here

This statement represents one outcome of a series of workshops, in Newry, attended by senior nurses from the North and South of Ireland.
