This action plan focuses on three main areas: • reducing young people’s demand for alcohol by providing information, education and training to young people and their parents; •restricting the supply of alcohol via measures to reduce accessibility to alcohol (including how alcohol is priced, marketed, and promoted); and • providing treatment and support for those who require additional help. While the emphasis of this action plan is on young people, it recognises that their drinking patterns are very much influenced by modelling the drinking patterns of adults in our society, and it therefore contains actions that will impact on the entire population. Alcohol misuse - however you measure the cost, whether to the individual, the family, the community, the health service, or society as a whole - is one of the biggest public health issues facing Northern Ireland.

The evaluation was commissioned by the Department of Health and Children and undertaken by the Centre for Social and Educational Research, Dublin Institute of Technology. The content of the report relates from the Initiativeâ?Ts launch in July 1999 to June 2002.The Initiative sought to provide a range of additional support services for teen parents during pregnancy, until their children reached 2 years of age. As Minister for Children, I am pleased to publish this paper on young parents and education disadvantage, which has been commissioned as part of the evaluation of the Teenage Parents Support Initiative (TPSI). The aim of this paper is to identify and discuss key aspects of the policy landscape in relation to young parentsâ?T participation in education and to inform the work of the TPSI pilot projects. For all young people, education and training offers a possible route out of poverty, social exclusion and isolation. Research suggests that teenage parents represent a particularly vulnerable group within the education system and that difficulties in continuing formal education and in accessing relevant training opportunities are significant issues for young parents and their children. Apr 2000: Ms Anne Dunne appointed Chairman. Feb 2001: Public Notice published, setting out terms of reference of Inquiry and inviting submissions. Mar 2001: Terms of Reference and Interpretation Published. Contact invited. “Six months N/A. Now 18 months” Jun 2001: Department commenced Discovery. Aug 2001: Memorandum on procedures received in Department. Sept 2002: 18 months time-frame had expired. Minister requested a meeting with Ms Anne Dunne. This happened in early September – Minister requested a progress report. 2 Oct 02 Ms Dunne’s progress report received by Minister – although substantial progress no definitive timeframe for completion of her work – a lot more work outstanding. Co-operation forthcoming from all parties 16 Oct 2002: Minister’s meeting with Parents for Justice – he assured them of his commitment to resolve any difficulties, but they decided to withdraw from the Inquiry process 2004: Minister calls on PFJ to co-operate. Chairman informs Minister that she has sufficient involvement of parents to conclude her report. Minister expects paediatric report by the end of the year
