This Report proposes a framework of mental health service delivery with the service user at its centre. The emphasis is firmly on recovery and on facilitating active partnerships between service users, carers and mental health professionals. Its recommendations are innovative and some of them are challenging. First Annual Report of the Independent Monitoring Group on “A Vision for Change” In January 2006, the Government adopted the Report of the Expert Group on Mental Health Policy "A Vision for Change"Âù as the basis for the future development of mental health services. In March 2006, the Minister of State at the Department of Health and Children, Mr Tim Oâ?TMalley, T.D., with special responsibility for mental health services, established the independent Monitoring Group to monitor progress on the implementation of the report recommendations. This is the Second Annual Report of the Independent Monitoring Group for A Vision for Change the Report of the Expert Group on Mental Health Policy. The Monitoring Group was established in March 2006 to monitor and assess progress on the implementation of A Vision for Change. In this Second Report, the Monitoring Group has found that by and large the recommendations in its first report were not addressed in 2007, although some have been prioritised for implementation in 2008. Sixth Annual Report of the Independent Monitoring Group for A Vision for Change – the Report of the Expert Group on Mental Health Policy – July 2012 This is the 6th Annual Report of the Independent Monitoring Group for A Vision for Change (IMG) and the final report of the Second Group. It is clear to the IMG that the implementation of A Vision for Change (AVFC) to date including 2011 has been slow and inconsistent. There is a continued absence of a National Mental Health Service Directorate with authority and control of resources. Such a body has the potential to give strong corporate leadership and act as a catalyst for change. The Programme for Government promises the most fundamental reform of our health services in the history of the State. Future Health – A Srategic Framework for Reform of the Health Service 2012 – 2015 details the actions that we will take to deliver on this promise. The need for change in the health service is unquestionable. The key element of the HSE South’s Programme is to enhance and develop community mental health services in Carlow, Kilkenny and South Tipperary, to enable the service user to remain in the community to the greatest extent possible. HSE South has prioritised the implementation of the change programme and has allocated more than €20m capital funding and over €1.75m revenue funding to support this comprehensive development programme. Speaking at the briefings Mr. Pat Healy, Regional Director of Operations, HSE South said, “When this plan is delivered, clients will have access to the highest standards of services in all three counties, which should significantly improve these clients’ treatment programmes and quality of life. The National Service Users Executive are supporting the change programme, which is of immense importance to HSE South. The programme heralds the enhancement and development of community mental health services, the closure of old long stay institutions, the separation of North and South Tipperary acute inpatient mental health services and development of appropriate acute inpatient services, for the extended catchment area, in line with the national strategy for mental health “A Vision for Change”. Cloughmills Incredible Edibles Project aims to reconnect people with each other, their community and the natural world by developing a sustainable, fair and healthy food system in Cloughmills. They aim to teach people where food comes from, appreciate seasonal diversity and environmental impacts of food, be confident in cooking and celebrate the role of food in our lives. They will improve diet related health, reduce impacts of food poverty, make their community more resilient, increase choices available to and skills within their community, maximise the impacts of every pound spent locally and develop a shared food vision. Â Food growing skills, communal and domestic using containers and permaculture/organic techniques; Foodscape the community – grow food in public spaces; Recruit ‘Fruit and Veg’ champions to support growing at home; ‘Share the Surplus’ – encourage and connect people with surplus produce to share. Cookery classes for all ages; Shared learning events on food skills & techniques; ‘Bake Your Lawn’ in schools – growing, harvesting, milling and baking breads; Develop mushroom growing project as a social enterprise for young people; Teaching lost skills related to food; Host pizza & movie nights where all ages make their own pizzas; promote a lovefoodhatewaste campaign with community and businesses.
