This paper analyses whether the different powers and resources at the disposal of local and regional governments across Europe deliver greater satisfaction with political institutions and lead to greater personal happiness. The analysis uses microdata from the four available waves of the European social survey (2002, 2004, 2006 and 2008), including more than 160,000 observations of individuals living in 29 European countries. Our results reveal that political and fiscal decentralization have a positive and significant effect on individuals’ overall happiness. Fiscal decentralization also exerts a significant effect on the level of satisfaction with political and economic institutions and with the education and health systems, whereas the effect of political decentralization on these variables is more limited. The results show that citizens seem to be happier with the actual capacity of their local governments to deliver than with the general principle that they can have a say on their daily politics and policies. Next Generation Access Networks (NGAN) are the new step forward to deliver broadband services and to facilitate the integration of different technologies. It is plausible to assume that, from a technological standpoint, the Future Internet will be composed of long-range high-speed optical networks; a number of wireless networks at the edge; and, in between, several access technologies, among which, the Passive Optical Networks (xPON) are very likely to succeed, due to their simplicity, low-cost, and increased bandwidth. Among the different PON technologies, the Ethernet-PON (EPON) is the most promising alternative to satisfy operator and user needs, due to its cost, flexibility and interoperability with other technologies. One of the most interesting challenges in such technologies relates to the scheduling and allocation of resources in the upstream (shared) channel. The aim of this research project is to study and evaluate current contributions and propose new efficient solutions to address the resource allocation issues in Next Generation EPON (NG-EPON). Key issues in this context are future end-user needs, integrated quality of service (QoS) support and optimized service provisioning for real time and elastic flows. This project will unveil research opportunities, issue recommendations and propose novel mechanisms associated with the convergence within heterogeneous access networks and will thus serve as a basis for long-term research projects in this direction. The project has served as a platform for the generation of new concepts and solutions that were published in national and international conferences, scientific journals and also in book chapter. We expect some more research publications in addition to the ones mentioned to be generated in a few months.

Las administracionespúblicas de los países avanzadosestán llevando a caboiniciativas para gestionar lainformación y la comunicaciónde riesgo y emergencias mediantesitios web concebidos ydiseñados para ello. Estos sitiosestán pensados para facilitarinformación a los ciudadanosen caso de emergencias, perotambién contienen informaciónútil para los expertos y las autoridades.En este trabajo, y ala luz de la legislación españolasobre emergencias, se comparanlos sitios de la administraciónautonómica catalana y delgobierno de España con lossitios de tres países de referencia:Estados Unidos, Francia yReino Unido. Al mismo tiempose propone una metodologíasimple para llevar a cabo unacomparación que permita extraerconclusiones y plantearrecomendaciones en un aspectode la gestión de la información que puede resultar clave para salvar bienes materiales y vidas humanas.

We study the dynamics of corruption relying on two fundamental observations:(a) Given agents detected as corrupt are typically fired and replaced, the historical levels of corruption have an impact on current corruption throughthe distribution of corruption costs of old agents; (b) Institutions negatively affected by their agents' corrupt activities are likely to respond optimally to it thereby decreasing the payoff from being corrupt. We model this situation by considering an agent who is supposed to monitor acontractor's delivery of a product or service and can manipulate hisreports thus allowing the contractor to deliver lower quality in exchange for a bribe. Given the two generations of agents overlapping at any particular date, the administration sets an optimal level of quality in eachperiod. We find that (i) A unique steady state level of corruption exists;(ii) Regardless of the initial distribution, apart from an initial period,equilibrium sequences are decreasing and converge to the steady state, aresult we term the "Hadleyburg effect". We use these findings to study thedynamic response of corruption to both temporary and permanent shocks to theprofitability of corruption and we find that the "Hadleyburg effect" hasimportant positive and normative implications.

Donors often rely on local intermediaries to deliver benefits to target beneficiaries. Each selected recipient observes if the intermediary under-delivers to them, so they serve as natural monitors. However, they may withhold complaints when feeling unentitled or grateful to the intermediary for selecting them. Furthermore, the intermediary may distort selection (e.g. by picking richer recipients who feel less entitled) to reduce complaints. We design an experimental game representing the donor s problem. In one treatment, the intermediary selects recipients. In the other, selection is random - as by an uninformed donor. In our data, random selection dominates delegation of the selection task to the intermediary. Selection distortions are similar, but intermediaries embezzle more when they have selection power and (correctly) expect fewer complaints.

The purpose of this paper is to highlight the mobile services developed by the Rector Gabriel Ferraté Library (BRGF) of the Universitat Politècnica de Catalunya (UPC Barcelona Tech) in Barcelona, Spain.We hope this paper will be of use to other libraries exploring new technologies for communicating and delivering their services to users at a time when mobile services are an emerging topic in librarianship and information science literature. By setting out the successive steps involved in the as yet unfinished process of building our mobile services portfolio, we aim to offer a detailed picture of the mobile services and features offered by a university library from a case study perspective.The main topics to be discussed include:- The BRGF’s mobile website, including the information available, its interactivecapabilities and the services it provides to its users.- The mobile-friendly version of UPCommons (the UPC Library Service’s institutionalrepositories).- The UPC Library Service’s mobile OPAC.- The mobile version of u-win (BRGF’s videogame service).- The use of QR codes to deliver information to mobile devices.- Text message notifications.Additional topics for discussion include:- The library’s organisation and the organisational concepts that underpin andmake possible its technological developments (including mobile).- BRGF’s concern regarding the reduction of investment in the development of mobile services.- The criteria and tools used to guide the library’s decisions regarding thedesign and orientation of current and future mobile services.- How mobile services can help to improve the image of the library as a leadingtechnology site.- Selected mobile features that BRGF plans to offer in the near future.Ultimately, this paper aims to delineate the effectiveness and potential of deliveringlibrary services by the preferred means of communication of a new generation of studentsand teachers.

El dolor post-operatori és un dels problemes més importants que segons la OMS afecta als pacients intervinguts quirúrgicament i el que més els preocupa. Any rere any hi ha un increment del nombre de pacients intervinguts per Cirurgia Major ambulatòria al nostre país de manera que ha de ser el mateix usuari i la família els que facilitin les cures als pacients al propi domicili. Aquest estudi planteja si introduir intervencions educatives al servei disminueix el dolor post-operatori dels usuaris Objectiu general: Dissenyar un programa d’informació que realitzarà infermeria dirigit als cuidadors i pacients del servei de CMA i que han de ser intervinguts de hèrnia engonal. Avaluar l’eficiència del mateix programa educatiu. Metodologia: l’àmbit d’estudi d’aquest treball serà les unitats de Cirurgia Major ambulatòria de qualsevol centre de Catalunya. Es realitzarà un estudi comparatiu quantitatiu entre dos grups independents integrants per 30 participants en cadascun d’ells (total de 60 participants). Grupo A: protocol habitual de la unitat Grup B: intervenció educativa dissenyada Els participants seran pacients majors d’edat, que compleixen els requisits per ser intervinguts per Cirurgia Major Ambulatòria de Hèrnia inguinal. El participant ha de fer-ho amb un familiar responsable de les seves cures. Es realitzaran 3 enquestes al pacient i 3 al familiar responsable de les cures, la primera a les 24 hores després de la intervenció, la segona a la setmana i l’última a les 2 setmanes. Limitacions de l’estudi: en cas de que el pacient que ha de formar part de l’estudi requereixi ingrés hospitalari per alguna complicació durant la cirurgia el pacient deixa de participar en l’estudi automàticament. En cas que el pacient o familiar no contestin al telèfon el dia i l’hora pactada prèviament també deixarà de formar part de la investigació. Per aquest motiu es tindran 10 pacients de reserva per si calgués reemplaçar el subjecte d’estudi.

Les plantes transgèniques són una part integral de l’agricultura contemporània. Durant l’any 2006 més de noranta milions d’hectàrees de plantes transgèniques van ser cultivades en vint-i-un països. Des de la comercialització de la primera planta transgènica el 1996 els nivells d’adopció d’aquests cultius han augmentat anualment amb percentatges de dos dígits. El desenvolupament i la comercialització de les plantes transgèniques van lligats estretament al comerç mundial, a la globalització, a la disponibilitat de suficient menjar, a la protecció del medi ambient i del consumidor i a la propietat intel·lectual. En aquest article exposem els avenços més recents i les tendències actuals en el desenvolupament dels cultius transgènics i de la seva utilització. També ens fem ressò d’alguns assumptes no científics que s’han de solucionar abans que aquests cultius arribin al màxim del seu potencial, proporcionant una agricultura més sostenible i ecològica. Finalment, ressaltarem la importància de com les plantes transgèniques poden contribuir en la disponibilitat de menjar i en la millora de la pobresa en els països en vies de desenvolupament.

El artículo es un estudio realizado con el objetivo de observar la utilización de recursos de aprendizaje en diferentes asignaturas presenciales, semipresenciales y no presenciales de la Universidad de Lleida. La investigación se desarrolló bajo la modalidad de estudio de casos, recogiendo datos de profesorado y estudiantado a través de análisis documental, cuestionarios y entrevistas. El estudio mostró que, independientemente de la modalidad formativa de las asignaturas, se utilizaba una variedad considerable de recursos para hacer llegar la información a los estudiantes, aunque se detectó una baja mediación entre los materiales que el profesorado publicaba y el acceso a estos por parte de los estudiantes. Consideramos que todavía queda camino por recorrer en el aprovechamiento de los recursos TIC en los procesos formativos universitarios.

A visual SLAM system has been implemented and optimised for real-time deployment on an AUV equipped with calibrated stereo cameras. The system incorporates a novel approach to landmark description in which landmarks are local sub maps that consist of a cloud of 3D points and their associated SIFT/SURF descriptors. Landmarks are also sparsely distributed which simplifies and accelerates data association and map updates. In addition to landmark-based localisation the system utilises visual odometry to estimate the pose of the vehicle in 6 degrees of freedom by identifying temporal matches between consecutive local sub maps and computing the motion. Both the extended Kalman filter and unscented Kalman filter have been considered for filtering the observations. The output of the filter is also smoothed using the Rauch-Tung-Striebel (RTS) method to obtain a better alignment of the sequence of local sub maps and to deliver a large-scale 3D acquisition of the surveyed area. Synthetic experiments have been performed using a simulation environment in which ray tracing is used to generate synthetic images for the stereo system

The Catalan Research Portal (Portal de la Recerca de Catalunya or PRC) is an initiative carried out by the Consortium for University Services in Catalonia (CSUC) in coordination with nearly all universities in Catalonia. The Portal will provide an online CERIF-compliant collection of all research outputs produced by Catalan HEIs together with an appropriate contextual information describing the specific environment where the output was generated (such as researchers, research group, research project, etc). The initial emphasis of the Catalan Research Portal approach to research outputs will be made on publications, but other outputs such as patents and eventually research data will eventually be addressed as well. These guidelines provide information for PRC data providers to expose and exchange their research information metadata in CERIFXML compatible structure, thus allowing them not just to exchange validated CERIF XML data with the PRC platform, but to improve their general interoperability by being able to deliver CERIFcompatible outputs.
