Growth of 'global cities' in the 1980s was supposed to have involved an occupational polarisation, including growth of low paid service jobs. Though held to be untrue for European cities, at the time, some such growth did emerge in London a decade later than first reported for New York. The question is whether there was simply a delay before London conformed to the global city model, or whether another distinct cause was at work in both cases. This paper proposes that the critical factor in both cases was actually an upsurge of immigration from poor countries providing an elastic supply of cheap labour. This hypothesis and its counterpart based on growth in elite jobs are tested econometrically for the British case with regional data spanning 1975-2008, finding some support for both effects, but with immigration from poor countries as the crucial influence in late 1990s London. Between-country differences in medical and sociodemographic variables, and patient-related outcomes (PROs) before treatment might explain published variations of side effects after radical prostatecomy (RP) or radiotherapy (RAD) for prostate cancer (PCa). This hypothesis was tested among 1908 patients from the United States, Spain, and Norway. Significant between-country differences were observed for most factors investigated before treatment. The observations should be considered in comparison of the frequency and severity of internationally published studies. Background: In men with PCa, large variations of PROs after RP or high-dose RAD might be related to betweencountry differences of medical and sociodemographic variables, and differences in PROs before treatment in the sexual and urinary domains. Patients and Methods: In 1908 patients with localized PCa from Norway, the United States, or Spain, the relation between medical (prostate-specific antigen, Gleason score, cT-category) and sociodemographic variables (age, education, marital status) before treatment was investigated. Using the Expanded Prostate Cancer Index Composite questionnaire, PROs before treatment within the sexual and urinary domains were also considered. Results: Compared with the European patients, American patients were younger, fewer had comorbid conditions, and more had a high education level. Fifty-three percent of the US men eligible for RP had low-risk tumors compared with 42% and 31% among the Norwegian and the Spanish patients, respectively. Among the Spanish RAD patients, 54% had had low-risk tumors compared with 34% of the American and 21% of the Norwegian men planned for RAD, respectively. Compared with the European patients, significantly fewer US patients reported moderate or severe sexual dysfunction and related problems. In most subgroups, the number of patients with sexual or urinary dysfunction exceeded that of patients with bother related to the reported dysfunction. Conclusion: Statistically significant between-country differences were observed in medical and sociodemographic variables, and in PROs before treatment within the sexual and urinary domains. Large differences between reported dysfunction and related problems within the sexual and urinary domains indicate that dysfunction and bother should be reported separately in addition to calculation of summary scores. The documented differences, not at least regarding PROs, might in part explain the large variation of side effects after treatment evident in the medical literature

En los últimos treinta años la posición de España respecto al fenómeno migratorio ha variado radicalmente. Ha pasado de ser un país con saldos migratorios negativos a atraer mano de obra extranjera. Esta nueva tendencia, que se ha consolidado durante los últimos diez años, lejos de remitir, presenta indicios de expansión. Varios fenómenos de carácter global contribuyen a ello. En primer lugar, las tasas de crecimiento de la población en los países en vías de desarrollo (PVD) son superiores a las tasas de crecimiento de la ocupación en dichos países. En segundo lugar, los diferenciales de renta entre países ricos y pobres se están incrementando. Asimismo, el gran desarrollo de las telecomunicaciones hace accesible el conocimiento del nivel de vida occidental a los habitantes del llamado Tercer Mundo. Por último, el abaratamiento de los costes de transporte ha disminuido el coste de las migraciones internacionales.La situación, aunque nueva para España, ya ha sido experimentada por otros países, en especial por los Estados Unidos, tradicional polo de atracción de movimientos migratorios. El objetivo de este artículo es presentar y analizar las estrategias generales eguidas por la agencia de inmigración norteamericana (Immigration and Naturalization Service, INS) con el propósito de aportar elementos de reflexión a los sectores de la opinión pública de nuestro país afectados por esta problemática. El pilar básico del marco legal vigente de la política migratoria norteamericana es la Immigration Reform and Control Act (IRCA), aprobada el 6 de noviembre de 1986 por el presidente Reagan, y cuyo objetivo era, y es, reducir el volumen de inmigrantes ilegales en los Estados Unidos. A continuación, presentamos la evolución histórica de la legislación norteamericana existente y explicamos cómo esta evolución ha llevado a la implementación de la IRCA. En segundo lugar, evaluamos las diversas estrategias seguidas por la agencia de inmigración norteamericana y los criterios de asignación de fondos entre estas diversas alternativas; en particular, mostramos que en los últimos años la agencia ha dado primacía a las políticas de frontera1. A continuación, demostramos que las políticas de control de frontera son menos efectivas que las de interior. Concluimos argumentando que el uso excesivo de políticas de frontera por parte del INS parece responder más al objetivo de obtener grandes presupuestos, que al de minimizar el número de inmigrantes ilegales en el país. Una vez analizada la experiencia estadounidense terminamos sugiriendo las medidas de política migratoria que a nuestro juicio maximizarían el bienestar social de un país receptor como España.

Recent concessions in France and in the US have resulted in a dramatic difference in the valuation placed on the toll roads; the price paid by the investors in France was twelve times current cash flow whereas investors paid sixty times current cash flow for the U.S. toll roads. In this paper we explore two questions: What accounts for the difference in these multiples, and what are the implications with respect to the public interest. Our analysis illustrates how structural and procedural decisions made by the public owner affect the concession price. Further, the terms of the concession have direct consequences that are enjoyed or borne by the various stakeholders of the toll road.

This paper is the first to use a randomized trial in the US to analyze the short- and long-term educational and employment impacts of an afterschool program that offered disadvantaged high-school youth: mentoring, educational services, and financial rewards with the objective to improve high-school graduation and postsecondary schooling enrollment. The short-term hefty beneficial average impacts quickly faded away. Heterogeneity matters. While encouraging results are found for younger youth, and when the program is implemented in relatively small communities of 9th graders; detrimental longlived outcomes are found for males, and when case managers are partially compensated by incentive payments and students receive more regular reminders of incentives.

Reliance on private partners to help provide infrastructure investment and service delivery is increasing in the United States. Numerous studies have examined the determinants of the degree of private participation in infrastructure projects as governed by contract type. We depart from this simple public/private dichotomy by examining a rich set of contractual arrangements. We utilize both municipal and state-level data on 472 projects of various types completed between 1985 and 2008. Our estimates indicate that infrastructure characteristics, particularly those that reflect stand alone versus network characteristics, are key factors influencing the extent of private participation. Fiscal variables, such as a jurisdiction’s relative debt level, and basic controls, such as population and locality of government, increase the degree of private participation, while a greater tax burden reduces private participation.
