The search for political determinants of intergovernmental fiscal relations has shaped much of the recent literature on the economic viability of federalism. This study assesses the explanatory power of two competing views about intergovernmental transfers; one emphasizing the traditional neoclassical approach to federal-subnational fiscal relations and the other suggesting that transfers are contingent on the political fortunes and current political vulnerability of each level of government. The author tests these models using data from Argentina, a federation exhibiting one of the most decentralised fiscal systems in the world and severe imbalances in the territorial distribution of legislative and economic resources. It is shown that overrespresented provinces ruled by governors who belong to opposition parties can bring into play their political overrepresentation to attract shares of federal transfers beyond social welfare criteria and to shield themselves from unwanted reforms to increase fiscal co-responsibilty. This finding suggests that decision makers in federal countries must pay close heed to the need to synchronize institutional reforms and fiscal adjustment.

Recent years have seen a striking proliferation of the term ‘global’ in public and political discourse. The popularity of the term is a manifestation of the fact that there is a widespread notion that contemporary social reality is ‘global’. The acknowledgment of this notion has important political implications and raises questions about the role played by the idea of the ‘global’ in policy making. These questions, in turn, expose even more fundamental issues about whether the term ‘global’ indicates a difference in kind, even an ontological shift, and, if so, how to approach it. This paper argues that the notion of ‘global’, in other words the ‘global dimension’, is a significant aspect of contemporary politics that needs to be investigated. The paper argues that in the globalization discourse of International Studies ‘global’ is ‘naturalized’, which means that it is taken for granted and assumed to be self-evident. The term ‘global’ is used mainly in a descriptive way and subsumed under the rubric of ‘globalization’. ‘Global’ tends to be equated with transnational and/or world-wide; hence, it addresses quantitative differences in degree but not (alleged) differences in kind. In order to advance our understanding of contemporary politics, ‘global’ needs to be taken seriously. This means, firstly, to understand and to conceptualize ‘global’ as a social category; and, secondly, to uncover ‘global’ as a ‘naturalized’ concept in the Political and International Studies strand of the globalization discourse in order to rescue it for innovative new approaches in the investigation of contemporary politics. In order to do so, the paper suggests adopting a strong linguistic approach starting with the analysis of the word ‘global’. Based on insights from post-structuralism as well as cognitive and general constructivist perspectives it argues that a frame-based corpus linguistic analysis offers the possibility of investigating the collective/social meaning(s) of global in order to operationalize them for the analysis of the ‘global dimension’ of contemporary politics.

In this article we present a hybrid approach for automatic summarization of Spanish medical texts. There are a lot of systems for automatic summarization using statistics or linguistics, but only a few of them combining both techniques. Our idea is that to reach a good summary we need to use linguistic aspects of texts, but as well we should benefit of the advantages of statistical techniques. We have integrated the Cortex (Vector Space Model) and Enertex (statistical physics) systems coupled with the Yate term extractor, and the Disicosum system (linguistics). We have compared these systems and afterwards we have integrated them in a hybrid approach. Finally, we have applied this hybrid system over a corpora of medical articles and we have evaluated their performances obtaining good results.

Although both are fundamental terms in the humanities and social sciences, discourse and knowledge have seldom been explicitly related, and even less so in critical discourse studies. After a brief summary of what we know about these relationships in linguistics, psychology, epistemology and the social sciences, with special emphasis on the role of knowledge in the formation of mental models as a basis for discourse, I examine in more detail how a critical study of discourse and knowledge may be articulated in critical discourse studies. Thus, several areas of critical epistemic discourse analysis are identified, and then applied in a study of Tony Blair’s Iraq speech on March 18, 2003, in which he sought to legitimatize his decision to go to war in Iraq with George Bush. The analysis shows the various modes of how knowledge is managed and manipulated of all levels of discourse of this speech.

This fourth volume of Catalan Journal of Linguistics is devoted to a topic discussed at length in the literature but which nevertheless remains a challenge for any view of phonology: the morphology-phonology interaction. The papers collected address two related issues, the role of morphological information in phonology and the role of phonological information in morphology. The first six articles (i.e. McCarthy, Wheeler, Downing, van Oostendorp, José and Auger, and Rice) deal with the former topic; the last three (i.e. Bertinetto and Jetchev, Pérez Saldanya and Vallès, and Viaplana), with the latter. Several papers (Wheeler, van Oostendorp, Rice, Bertinetto and Jetchev, Pérez Saldanya and Vallès, and Viaplana) further discuss the role and concept of paradigms, an old Neogrammarian notion to which renewed attention has been payed both from the phonological perspective (cf. work by Benua 1995, 1997; Burzio 1994 and subsequent work; Kenstowicz 1996, 2002; Steriade 2000, and the articles in the recent volume edited by Downing et al. 2005, among others) and from the morphological perspective (cf. work by Aronoff 1994; Bauer 1997, 2001; Carstairs-McCarthy 1994, 1998; Stump 1991, 1997; van Marle 1985, 1994; Wurzel 1989, and several articles in the recent volume edited by Boucher 2002, among others).

In this paper we provide a formal account for underapplication of vowel reduction to schwa in Majorcan Catalan loanwords and learned words. On the basis of the comparison of these data with those concerning productive derivation and verbal inflection, which show analogous patterns, in this paper we also explore the existing and not yet acknowledged correlation between those processes that exhibit a particular behaviour in the loanword phonology with respect to the native phonology of the language, those processes that show lexical exceptions and those processes that underapply due to morphological reasons. In light of the analysis of the very same data and taking into account the aforementioned correlation, we show how there might exist a natural diachronic relation between two kinds of Optimality Theory constraints which are commonly used but, in principle, mutually exclusive: positional faithfulness and contextual markedness constraints. Overall, phonological productivity is proven to be crucial in three respects: first, as a context of the grammar, given that «underapplication» is systematically found in what we call the productive phonology of the dialect (including loanwords, learned words, productive derivation and verbal inflection); second, as a trigger or blocker of processes, in that the productivity or the lack of productivity of a specific process or constraint in the language is what explains whether it is challenged or not in any of the depicted situations, and, third, as a guiding principle which can explain the transition from the historical to the synchronic phonology of a linguistic variety.

L'objectiu d'aquest article és analitzar els principals criteris que les guies d'estil recomanen per visibilitzar les dones ¿o per fer un ús no sexista del llenguatge¿ des de dos punts de vista: el sintacticosemàntic i el discursiu. Des del punt de vista sintacticosemàntic, s'estudien bàsicament els fenòmens relacionats amb la coordinació, la concordança i la repetició o elisió d'elements (per exemple, especificadors del nom), i la manera com les diferents opcions afecten el significat oracional. Des del punt de vista discursiu, s'analitzen els fenòmens relacionats amb la coreferència; és a dir, la relació entre les diferents maneres d'expressar un mateix referent per mitjà d'elements nominals al llarg del text, i l'efecte que provoquen en el text en conjunt. Amb aquest objectiu, l'estudi analitza des d'un punt de vista qualitatiu les dades proporcionades per un corpus de textos procedents de tres àmbits (polític, administratiu i educatiu) en què s'apliquen sovint aquesta mena de criteris. Paraules clau: català, llenguatge no sexista, visibilització lingüística de les dones, sintaxi, cohesió, coreferència, llenguatge androcèntric, estil. The goal of this article is to analyse the main criteria recommended by style guides aimed at making women more visible or, in other words, to make a non-sexist use of language. I will concentrate on two main aspects: the syntactic-semantic and the discursive. From a syntactic-semantic point of view, the main elements being studied are those related to coordination, agreement and repetition or omission of elements (for instance, noun specifiers), and also the way the different options chosen affect the meaning of the sentence. From a discursive and stylistic point of view, the elements analysed are those related to coreference, that is, the relationship between the different ways of expressing a same referent through different elements in the text, and the effect they produce in the text as a whole. Having this as the main goal, the study analyses from a qualitative point of view the data from a corpus in three different areas (politics, administration and education), which often apply this kind of criteria. Labour market reforms face very often opposition from the employed workers, because it normally reduces their wages. Also product market regulations are regularly biased towards too much benefitting the firms. As a result there remain many frictions in both the labour and product markets that hinder an optimal functioning of the economy. These issues have recently received a lot of attention in the economics literature and scholars have been looking for politically viable reforms in both markets. However, despite its potential importance, there has been done virtually no research on the interaction between reforms in product and labour markets. We find that when combining reforms, the opposition for reforms decreases considerably. This is because there exist complementarities and the gains in total welfare can be more evenly distributed over the interest groups. Moreover, the interaction of reforms offers a way out for the so-called 'sclerosis' effect.

Purpose - This paper focuses on analyzing the effect that public reforms have on the efficiency of state-owned enterprises in regulated environments. Design/methodology/approach - The research is focused in the postal sector where public and private companies must obey a legal framework related to provide a universal service. The analysis is carried out using a panel of 7 European postal operators for the period 1997-2003. The activity analyzed was the letter mail division; we take as key variable the unit cost of a letter and use a translog cost function where as independent variables we include traffic levels, labor cost per employee, quality and availability of the service as well as the type of ownership (public or private). Additionally, in a second stage the geographical differences among countries are considered. Findings - Results indicate that postal operators that experienced organizational changes without being privatized, such as the Spanish and Greek operators, do not have higher unit costs than privatized postal operators like the one of Germany and the Netherlands. Moreover, we find that in all cases the operator of Ireland appear to be the most efficient. In this case restructuring process has been carried out giving an important leadership role to workers. This suggests us that labor culture could be a key variable to study when analyzing reform processes in public enterprises. Originality/value - Our findings show that in a regulated environment like in the postal sector, public and private companies can obtain similar efficiency levels in term of unit costs.
