This paper investigates the importance that market regulation and financial imperfections have on firm growth. We analyse institutions af- fecting labor market as Employment Protection Laws (EP) and Product Market Regulation (PM). We show that together with the beneficial effects of financial development, a firm will get less financing, and thus investless, in a weak financial market (finance effect), the strictness of product and labor market regulations also affect firm growth (labor effect). In particular, we show that the stricter the rules the more detrimental the influence on growth in sectoral value added for a large number of countries. We also show that the labor effect overcomes the positive finance effect.

In this article, a real-world case- study is presented with two general objectives: to give a clear and simple illustrative example of application of social multi-criteria evaluation (SMCE) in the field of rural renewable energy policies, and to help in understanding to what extent and under which circumstances solar energy is suitable for electrifying isolated farmhouses. In this sense, this study might offer public decision- makers some insight on the conditions that favour the diffusion of renewable energy, in order to help them to design more effective energy policies for rural communities.

La capacidad de las formas de tenencia, y más concretamente de la aparcería, para estimular el crecimiento agrario ha dado origen a un amplio debate, iniciado por los economistas clásicos del siglo XVIII y mantenido hasta nuestros días. Hasta la década de 1970 dominaron las opiniones poco favorables a la aparcería; sin embargo, a partir de esta fecha, han aparecido bastantes trabajos empíricos y teóricos cuestionando dichas tesis. Se trata mayoritariamente de trabajos vinculados a enfoques neoinstitucionalistas, distantes del pensamiento neoclásico más ortodoxo, que parten de la inexistencia de un mercado perfectamente competitivo con el que supuestamente se alcanzaría una asignación razonable de recursos, y que concluyen que la aparcería podía alcanzar notables niveles de eficiencia, aunque fuera una eficiencia del second best. Estas conclusiones coinciden en parte con algunas investigaciones sobre la agricultura española y catalana contemporánea, cuyos resultados contradicen la imagen dominante de una agricultura poco proclive al cambio y con escasa capacidad de crecimiento. En este artículo se pretende exponer el funcionamiento de la aparcería en Cataluña y cuestionar que dicha forma de tenencia sea un factor explicativo relevante del moderado crecimiento de la agricultura catalana.

We present a Search and Matching model with heterogeneous workers (entrants and incumbents) that replicates the stylized facts characterizing the US and the Spanish labor markets. Under this benchmark, we find the Post-Match Labor Turnover Costs (PMLTC) to be the centerpiece to explain why the Spanish labor market is as volatile as the US one. The two driving forces governing this volatility are the gaps between entrants and incumbents in terms of separation costs and productivity. We use the model to analyze the cyclical implications of changes in labor market institutions affecting these two gaps. The scenario with a low degree of workers heterogeneity illustrates its suitability to understand why the Spanish labor market has become as volatile as the US one.

The present paper aims at analyzing the sources of productivity in Europe to account for its recent underperformance and identify potential geographic idiosyncracies. We study the productivity performance and its sources in a sample of ten European regions belonging to four countries (France, Germany, Italy and Spain). Exploiting the increasing availability of disaggregated data at regional level in Europe, we propose both a descriptive statistics and an econometric analysis of productivity sources since 1995. Our main finding is that the sources of labor productivity are rather heterogeneous across our sample but may be associated with regional or national idiosyncracies.

L’objectiu del present projecte és establir i recomanar un seguit d’estratègies de desenvolupament rural integrat i sostenible per a la comarca del Solsonès. Per damunt de tot pretén ser una eina útil, fent coincidir les propostes amb l’àmbit temporal del nou PDR (2007-2013) i presentant el projecte a diferents institucions. Amb aquest objectiu s’han estudiat els aspectes socioeconòmics més rellevants dels diferents municipis, així com altres factors clau com els recursos naturals , els elements dinamitzadors del territori i el context global de l’agricultura i polítiques sectorials europees. A partir de l’avaluació estratègica, i el posterior debat en grups de discussió, es conclou que el Solsonès és una comarca amb la població envellida, especialment a les zones rurals, on els ocupats agraris cada dia són menys. Amb tot, es configura un escenari on el despoblament rural és constant, amb les conseqüències socioembientals implícites a aquest fenomen. Posteriorment a l’avaluació es discuteix l’estratègia global de desenvolupament rural, i, en base a aquesta, es proposen diferents línies estratègiques agrupades en tres grans eixos: la vertebració social, la vertebració territorial i el manteniment, millora i coneixement del paisatge cultural.

We evaluate the presence of effects from joining one of four active labour market programs in Romania in the late 1990s compared to the no-program state. Using rich follow-up survey data and propensity score matching, we find that three programs (training and retraining, self-employment assistance, and employment and relocation services) had success in improving participants' economic outcomes and were cost-beneficial from society's perspective. In contrast, public employment was found detrimental for the employment prospects of its participants.

Estudi elaborat a partir d’una estada a la Facultad Latinoamericana de Ciencias Sociales, Ecuador, entre setembre i desembre del 2006. El projecte té l'objectiu general d'elaborar una monografia, entre el treball d’arxiu i el de camp, capaç d’exemplificar els processos de consolidació dels sectors dirigents indígenes i de vincular-los amb les transformacions de la societat rural andina contemporània. L’estudi de cas és el d’una organització de segon grau molt representativa (la UNOCANC, parròquia de Toacazo, província de Cotopaxi, Equador), analitzant el que han significat aquest canvis des de la descomposició del règim d’hisenda fins a l’ascens d’una part de l’élite camperola local a les altes instàncies de la CONAIE (Confederación de Nacionalidades Indígenas del Ecuador).

The relation between agricultural development and rural poverty reduction in six Central Eurasian countries, namely Azerbaijan (South Caucasus) and Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan (Central Asia), is discussed by presenting and analyzing ten propositions. These propositions cover a broad range of issues that relate to rural poverty in this region, such as: the state of income and non-income poverty; the diverse processes of land reform and farm restructuring, and agricultural policy reform; and finally, the institutional and market framework that is needed for dynamic agricultural and rural development. The paper contends that rural poverty is not responding as robustly to rapid economic growth in these countries, and that agricultural growth, in particular in the newly emerging peasant farm sector, is necessary to promote rural poverty reduction.

El parc rural de la Torre Negra ha estat protegit recentment després de 15 anys de lluita ciutadana, gràcies a l’aprovació del Pla Especial de Protecció i Millora el 29 de juny del present any. A partir d’ara, s’obre un ampli ventall de possibilitats per a la seva gestió i desenvolupament. En aquest context és on es situa el present estudi, amb la finalitat de presentar unes línies estratègiques bàsiques per a iniciar l’activitat al parc. Una activitat que té en el punt de mira el desenvolupament rural de l’espai i la transformació social de la ciutadania.

L’increment del turisme rural i la relació directe amb l’entorn és el que ha motivat l’elaboració d'aquest projecte. L’objectiu del qual és fer un estudi de l’estat ambiental dels 17 establiments de turisme rural (ETR) dels 47 ETR situats a l’àmbit d’influència del Parc Natural de l’Alt Pirineu (PNAP). A partir del qual s’analitzarà la viabilitat d’aplicar el Distintiu de Garantia de Qualitat Ambiental (DGQA).

This study examines the evolution of labor productivity across Spanish regions during the period from 1977 to 2002. By applying the kernel technique, we estimate the effects of the Transition process on labor productivity and its main sources. We find that Spanish regions experienced a major convergence process in labor productivity and in human capital in the 1977-1993 period. We also pinpoint the existence of a transition co-movement between labor productivity and human capital. Conversely, the dynamics of investment in physical capital seem unrelated to the transition dynamics of labor productivity. The lack of co-evolution can be addressed as one of the causes of the current slowdown in productivity. Classification-JEL: J24, N34, N940, O18, O52, R10

We show a standard model where the optimal tax reform is to cut labor taxes and leave capital taxes very high in the short and medium run. Only in the very long run would capital taxes be zero. Our model is a version of Chamley??s, with heterogeneous agents, without lump sum transfers, an upper bound on capital taxes, and a focus on Pareto improving plans. For our calibration labor taxes should be low for the first ten to twenty years, while capital taxes should be at their maximum. This policy ensures that all agents benefit from the tax reform and that capital grows quickly after when the reform begins. Therefore, the long run optimal tax mix is the opposite from the short and medium run tax mix. The initial labor tax cut is financed by deficits that lead to a positive long run level of government debt, reversing the standard prediction that government accumulates savings in models with optimal capital taxes. If labor supply is somewhat elastic benefits from tax reform are high and they can be shifted entirely to capitalists or workers by varying the length of the transition. With inelastic labor supply there is an increasing part of the equilibrium frontier, this means that the scope for benefitting the workers is limited and the total benefits from reforming taxes are much lower.

The productive characteristics of migrating individuals, emigrant selection, affect welfare. The empirical estimation of the degree of selection suffers from a lack of complete and nationally representative data. This paper uses a new and better dataset to address both issues: the ENET (Mexican Labor Survey), which identifies emigrants right before they leave and allows a direct comparison to non-migrants. This dataset presents a relevant dichotomy: it shows on average negative selection for Mexican emigrants to the United States for the period 2000-2004 together with positive selection in Mexican emigration out of rural Mexico to the United States in the same period. Three theories that could explain this dichotomy are tested. Whereas higher skill prices in Mexico than in the US are enough to explain negative selection in urban Mexico, its combination with network effects and wealth constraints is required to account for positive selection in rural Mexico.
