This paper analyses the e¤ects on employment of increasing the stock of public capital. To this end, we derive a wage equation so that wages are endogenized. This allows us to show that, by means of a higher elasticity of labour demand with respect to wages, a rise in public capital increases employment. The estimation of a structural model for the Spanish private sector tests and con…rms empirically this relationship. The results show that an increase in public capital has a significant and positive direct influence on employment, and indirect e¤ects derived from lower wages and higher economic growth. Finally, we undertake a simulation exercise to assess the long run efects on employment and economic growth of increasing public capital.

We present a methodology that allows to calculate the impact of a given Long-Term Care (LTC) insurance protection system on the risk of incurring extremely large individual lifetime costs. Our proposed methodology is illustrated with a case study. According to our risk measure, the current Spanish public LTC system mitigates individual risk by more than 30% compared to the situation where no public protection were available. We show that our method can be used to compare risk reduction of alternative LTC insurance plans.

The tendency for public welfare spending to be increasingly aimed at the elderly has been pointed out for the US and other developed countries. While population ageing is a common trend, it is not obvious why the shift in spending exceeds the trend in ageing, or why per capita spending on the elderly increases.We show that this is the case in Spain, identify the losers from this development, discuss the policies that underlie this trend, and propose adjustments based on Musgrave s fixed proportions rule as an inter-generationally fair distribution.

El projecte té la voluntat de reflexionar a l’entorn de l’envelliment del parc d’habitatge social construït als anys 60 i 70. Es pren com a punt de partida les antigues promocions de grups d’habitatge social plurifamiliar marginats i desconnectats a nivell sòcio-urbà que es converteixen en part de la imatge de decadència de les ciutats, buscant casos d’estudi a la ciutat de Girona i del seu entorn.L’estudi es centra en els conjunts més que en l’habitatge aïllat, ja que es parteix en buscar l’interès en aquestes gran peces dins la trama urbana actual. Són configuracions singulars que en el seu moment, van ser claus per al creixement de la ciutat però que és un problema que restin immòbils a les noves capes que s’han anat construint des de llavors. Son part del teixit de la ciutat que han passat de ser una solució a generar una problemàtica i creen una certa exclusió al seu entorn més immediat.Estudiar-ne la problemàtica, identificar-ne el potencial i plantejar-ne estratègies de transformació per tal de revitalitzar aquests complexos històrics singulars són els passos previs a finalment projectar la rehabilitació integral d’un d’aquests conjunt s (el grup Sant Jaume de Salt)

This paper describes high-quality journals in Brazil and Spain, with an emphasis on the distribution models used. It presents the general characteristics (age, type of publisher, and theme) and analyzes the distribution model by studying the type of format (print or digital), the type of access (open access or subscription), and the technology platform used. The 549 journals analyzed (249 in Brazil and 300 in Spain) are included in the 2011 Web of Science (WoS) and Scopus databases. Data on each journal were collected directly from their websites between March and October 2012. Brazil has a fully open access distribution model (97%) in which few journals require payment by authors thanks to cultural, financial, operational, and technological support provided by public agencies. In Spain, open access journals account for 55% of the total and have also received support from public agencies, although to a lesser extent. These results show that there are systems support of open access in scientific journals other than the"author pays" model advocated by the Finch report for the United Kingdom.
