In the literature on housing market areas, different approaches can be found to defining them, for example, using travel-to-work areas and, more recently, making use of migration data. Here we propose a simple exercise to shed light on which approach performs better. Using regional data from Catalonia, Spain, we have computed housing market areas with both commuting data and migration data. In order to decide which procedure shows superior performance, we have looked at uniformity of prices within areas. The main finding is that commuting algorithms present more homogeneous areas in terms of housing prices.

Estimating the social benefits of barrier-free building has always required indirect solutions, such as calculating the savings in social services, hospitalisation or adaptations made possible by the increase in accessibility. This research uses the Contingent Valuation Method to gain a direct appraisal of the benefits from barrier-free housing. When comparing two similar dwellings, with the only difference being their accessibility conditions, the 1,007 randomly chosen households that answered the direct survey would pay, on average 12.5 per cent more for being barrier-free. None of the different appraisals made on accessibility costs reaches 5 per cent. This confirms the social profitability of building without barriers and shows the potential size of the private market for those housing developers that meet the demand. Accessibility is a general concern, an economic good or attribute that most households value, irrespective of the physical conditions of their members.

By analysing entry policies and regularisation procedures in Spain from the 1990s to 2007, this article examines how the mismatch between very restrictive immigration policies and increasing foreign labour demands translated into a model of illegal migration, which in turn gave rise to the need to carry out periodical regularisation drives. This double 'policy gap' between legality and reality, and between entry policies and regularisation procedures, is explained as a policy in itself and as a way to solve in practice the apparently unsolvable dilemma between the demands for closure and the insatiable demands for foreign workers.

El factor clau per a la creació de la primera bombolla immobiliària va ser l"existència d"una gran liquiditat a nivell mundial entre el 2001 i el 2005. En alguns països, aquest període es va allargar fins a l"agost del 2007. La liquiditat va ser generada per uns tipus d"interès històricament molt reduïts i per unes condicions de finançament pràcticament immillorables. Entre el 2006 i el 2008 les diverses bombolles immobiliàries van explotar. L"esclat va ser conseqüència de la combinació de dos aspectes: un sobtat canvi en les condicions de finançament hipotecari per l"extensió a nivell mundial de les crisis de les hipoteques subprime dels Estats Units, i un gran excés d"oferta d"habitatges en alguns països.

El trabajo es una análisis territorial del problema de la accesibilidad a la vivienda en España. El ámbito de estudio son las Comunidades Autónomas (CCAA) y el objetivo es evaluar qué CCAA gozan de mejores condiciones de accesibilidad a la vivienda en propiedad. Para alcanzar tal objetivo se trabaja con cuatro grupos de variables: variables relacionadas con la oferta de viviendas, variables relacionadas con los precios de la vivienda, variables relacionadas con la política de la vivienda y variables relacionadas con las características y equipamiento de la vivienda. La metodología aplicada cae dentro de la programación multicriterio. Esta técnica ha sido elegida porque permite incluir en la función objetivo todas las variables consideradas relevantes e ir desgranando qué CCAA optimizan los criterios marcados de accesibilidad.

El presente artículo pretende analizar las principales causas que provocaron la formación de una burbuja inmobiliaria en España en el período 1998-2005, así como los primordiales motivos y consecuencias de su posterior explosión. Propone un conjunto de medidas que permitirían reducir la duración de la crisis inmobiliaria, mejorarían la solvencia de las entidades financieras, estimularían la concesión de créditos por parte de cajas y bancos y ayudarían a que la economía española saliera con mayor prontitud del actual período de recesión.

L’objectiu del treball és ajudar a la descripció del fenomen del canvi en els itineraris formatius superiors dels estudiants. L’anàlisi es realitza a partir de dades empíriques generades a la UAB durant l’any 2012 i en base als factors contextuals – socio-demogràfics, de perfil i context de l’estudiant – i motivacionals – de vocació acadèmica, vocació laboral, resultats acadèmics, condicions facilitadores, condicions d’empleabilitat, condicions econòmiques, influència de les amistats, estratègies adaptatives o d’oportunitat – que influeixen en les decisions de canvi dels estudiants. En les conclusions es reflexiona sobre les polítiques orientades a mantenir l’equitat en l’accés i en la permanència dels estudiants.

Given the importance of immigrant population growth in Spain, it would be interesting to study its distribution throughout the urban area. The field of statistics suggests different indicators that have a long tradition and permit the quantification of segregation of minority population groups. Through the application of these tools in the Metropolitan Region of Barcelona, this paper demonstrates the utility of analyzing segregation patterns within a city and detecting local patterns of this phenomenon. A new perspective of segregation can be obtained with the use of indicators designed for spatial statistics. The combination of these measures represents a useful procedure for the analysis of the distribution of the immigrant population in urban areas and its extension to different areas such as sociology, economics, urban studies, and housing policy.

We study the two key social issues of immigration and housing in lightof each other and analyse which housing policies work best to distributediversity (racial, economic, cultural) equally across our cities and towns. Inparticular, we compare the impact of direct government expenditure andtax incentives on the housing conditions of immigrants in four Europeancountries: France, Germany, Spain and the United Kingdom. The analysisshows that the different policies which have been adopted in these countrieshave not succeeded in preventing immigrants from being concentratedin certain neighbourhoods. The reason is that housing benefits andtax incentives are normally “spatially blind”. In our opinion, governmentsshould consider immigration indirectly in their housing policies and, forinstance, distribute social housing more evenly across different areas topromote sustainable levels of diversity.

In a market where firms with different characteristics decide upon both the level of emissions and their reports, we study the optimal audit policy for an enforcement agency whose objective is to minimize the level of emissions. We show that it is optimal to devote the resources primarily to the easiest-to-monitor firms and to those firms that value pollution the less. Moreover, unless the budget for monitoring is very large, there are always firms that do not comply with the environmental objective and others that do comply; but all of them evade the environmental taxes.

This paper analyzes the propagation of monetary policy shocks through the creation of credit in an economy. Models of the monetary transmission mechanism typically feature responses which last for a few quarters contrary to what the empirical evidence suggests. To propagate the impact of monetary shocks over time, these models introduce adjustment costs by which agents find it optimal to change their decisions slowly. This paper presents another explanation that does not rely on any sort of adjustment costs or stickiness. In our economy, agents own assets and make occupational choices. Banks intermediate between agents demanding and supplying assets. Our interpretation is based on the way banks create credit and how the monetary authority affects the process of financial intermediation through its monetary policy. As the central bank lowers the interest rate by buying government bonds in exchange for reserves, high productive entrepreneurs are able to borrow more resources from low productivity agents. We show that this movement of capital among agents sets in motion a response of the economy that resembles an expansionary phase of the cycle.
