Actualmente, los recortes en los presupuestos de cultura han impulsado un debate pblico sobre la necesidad de cooperacin entre el sector pblico y el sector privado en la financiacin y la gestin de las instituciones culturales. No obstante, en realidad, esta cooperacin ya existe en el caso de Barcelona. El anlisis presupuestario y de su gestin revela que la mayor parte de las instituciones culturales no pueden ser clasificadas ni en el sector pblico ni en el sector privado no lucrativo, sino que son hbridas. El artculo defiende que las hibridaciones que podemos encontrar se explican, en primer lugar, por el origen de las instituciones culturales y, en segundo lugar, por la orientacin de la política cultural barcelonesa, caracterizada por la estrategia emprendedora del gobierno local. Finalmente, el artculo analiza los retos que plantean estos diferentes grados de hibridacin con relacin a la gobernanza de las instituciones culturales.

La mediaci cultural s una figura institucionalitzada a Quebec, per fora desconeguda a Catalunya. A travs de les prctiques culturals busca fomentar una participaci civca ciutadana, millorar la cohesi social i el risc d'exclusi. Aquest treball investiga la mediaci cultural des d'una perspectiva política, defensant que hi ha tres formes de percebre un acte de mediaci. Metodolgicament, s'analitzen prctiques de mediaci cultural a Montreal utilitzant com a marc interpretatiu tres models de ciutadania: liberal, comunitarista i republic.

This text was presented at the Symposium Olympic Arts and Culture Festivals: Recent Experiences and Future Design, held in Chicago on the 23-24 June 2008. It provides with an analysis of good and bad points of the Cultural Olympiad of Barcelona92 in order to discover, from that past experience, any lessons for future Cultural Olympiads and Olympic Movement cultural policy in general, as well as to rethink, in a critical way, Catalan cultural policies.

Proporciona un anlisis de las luces y sombras de la Olimpiada Cultural de Barcelona92 con el fin de descubrir, a partir de esa experiencia previa, cualquier leccin para las Olimpadas Culturales futuras y la política cultural del movimiento olmpico en general, as como repensar, de una manera crtica, las políticas culturales catalanas.

Estudi realitzat a partir duna estada a la Universit Ren Descarte - Sorbonne Paric V, Frana, des dagost fins desembre del 2006. Les diferents activitats culturals de carcter temporal sutilitzen, cada cop ms, com una eina clau en la promoci turstica, econmica o social de les ciutats. Sovint, aquests s es fa sense tenir uns objectius clars ni unes eines davaluaci reals dels resultats obtinguts, fet que condiciona lefectivitat de les poltiques. Sha analitzat quins tipus de poltiques sutilitzen a nivell europeu i valorar-ne la seva efectivitat. Concretament, sha establert contacte amb una cinquantena destabliments culturals alguns dells dels ms importants del mn -, que han mostrat la seva experincia en el camp. Aix mateix sha pogut parlar amb responsables de grans esdeveniments culturals. Tot i laugment de la preocupaci per part dels diferents equipaments culturals per la imatge que projecten, aquest fet no es tradueix en canvis destacables en les seves poltiques. Actualment, nicament els grans museus nacionals disposen dels instruments financers i de personal necessaris per portar a terme actuacions que influeixin en la imatge que projecten. Tot i aix hi ha una preocupaci generalitzada del conjunt dequipaments per la seva imatge, preocupaci que es tradueix en algunes iniciatives innovadores, portades a terme amb pocs mitjans, per amb uns resultats molt satisfactoris.

El passat mes de novembre, l'rea de Cultura de la Diputaci de Barcelona va organitzar Interacci'98, unes jornades de convocatria estatal sobre poltiques i gesti cultural. La convocatria d'enguany la quarta edici tract d'un centre d'inters especfic: Cultura i poder local. Dins el marc d'Interacci'98, es va organitzar el seminari de Sistemes d'informaci per a l'acci cultural local. Aquest seminari es va organitzar amb l'intent de conjugar la reflexi terica amb la presentaci de prctiques amb resultats positius procedents d'organitzacions pbliques de diversa adscripci temtica i sectorial de tot l'Estat espanyol. El com denominador va ser la seva significaci quant a les possibilitats i limitacions dels sistemes d'informaci per a l'acci cultural a escala territorial.

The government of Catalonia has developed a planning framework that seeks to establish the provision of cultural facilities throughout the country. The Cultural Facilities Plan of Catalonia (PECCAT) is based on an analysis of historical gaps and establishes a minimum spatial scheme. The plan responds to problems associated with the absence of a former similar instrument, which has led to an inconsistent and inappropriate cultural infrastructure that fails to fulfill its fundamental mission of securing the cultural rights of the population. The paper sets forth the aims of this policy and describes the objectives and basic characteristics of the plan and the expected outcomes. With the plan, the government of Catalonia seeks to rebalance the infrastructure within the territory and to ensure universal access to basic cultural services, while avoiding a logic of standardization and taking local communities into account. With the development of local plans in the municipalities, local governments encourage community participation processes to adapt and decide on priorities for action based on needs assessments and cultural opportunities for local sustainable development. The local plans focus on local cultural strengths, take advantage of opportunities, and aim to realize the cultural dynamics of a place through establishing an infrastructure that can best respond to the needs and cultural demands of the local communities, taking into account economic, social, and environmental sustainability.

En la primera dcada del siglo XXI, en Catalua se han desarrollado gran variedad de prcticas escnicas performticas, que han intentado conectar con la realidad contempornea del pblico, como espejo social. Cinco autoras ejemplifican el variado espectro de las nuevas dramaturgias interdisciplinares no convencionales: todas ellas parten de la experiencia personal autobiogrfica para cuestionar los conceptos de identidad y representacin. Dentro del sistema teatral, la política cultural ha tendido a homogeneizar los formatos teatrales y ha propiciado la progresiva privatizacin del sector, dejando en un mbito perifrico todas aquellas prcticas experimentales fuera de los cnones de produccin de mentalidad empresarial

This article focuses on Barcelona"s art market to explore the underlying factors behind the clustering of art dealers in several of the city"s districts. Drawing upon quantitative and qualitative data, the article analyses how such clustering reveals a strategic action in the sense attributed to it by Crozier and Friedberg (1981). Gallery districts are not a reflection of structural factors (economic, urban development-related or social) but the result of a combination of strategic choices either individual or collective which explain the permanence of leading gallery districts or the emergence of new ones.

En el marco de la actual reduccin de los presupuestos pblicos dedicados a cultura, ha surgido el debate en torno a la necesidad de aumentar la sostenibilidad de los equipamientos culturales. No obstante, los autores plantean que ello requiere una modernizacin del modelo de gestin de los equipamientos culturales: la agencializacin, la contractualizacin de las relaciones entre las administraciones pblicas y los equipamientos culturales y la evaluacin de sus resultados e impactos. A partir del anlisis de dos pases pioneros en este proceso, Inglaterra y Francia, el artculo se centra en el anlisis comparativo de los procesos de modernizacin de la gestin de los equipamientos culturales en la Comunidad Autnoma de Madrid y la de Catalua. La conclusin es que las diferencias entre estas dos comunidades se deben a las diferencias del contexto poltico-administrativo, esto es, al modelo de gestin de las políticas culturales. Asimismo, en ambos casos, el reto de modernizacin de la gestin de los equipamientos culturales no solo debe implicar cambios de gestin econmica, sino un cambio en la tutela y en la misin, que debe orientarse hacia la creacin de valor pblico.

This working paper analyses the role of religious and resistance identities in Hezbollahs transformation and foreign relations. It argues that this Islamist movement has privileged material concerns over the religious dogma when both factors have not been coincidental. To do so, it uses a theoretical framework that presents the main characteristics of the anthropological and political interpretations of the role of culture and religion in defining the behaviour of international actors. In the chapter dedicated to Hezbollah, close attention is paid to the domestic and regional levels of analysis. When assessing Hezbollahs religious identity, this paper argues that the salience of the pan-Islamic religious identity in Hezbollahs origins has been replaced by an increased political pragmatism. It also argues that the fight against Israel represents Hezbollahs raison dtre and that its resistance identity has not suffered major transformations and has been easily combined with religious rhetoric. Linking Hezbollahs case study with the theoretical framework, this paper argues that political conceptions of cultural and religious identities provide the best analytical tool to understand the evolution of this Islamist movement.

This Working Paper aims to offer an up-to-date list of cultural relativist players and arguments with respect to human rights, constituted by China, Viet Nam, Myanmar, Iran, Pakistan, Yemen, Syria, Malaysia and Cuba. This working paper argues that Indonesia, Iraq, Colombia and Mexico are not in the same cultural relativist group of states maintained by renowned scholars, notably Cristina Cerna and Dianne Otto. As such, apart from this form of cultural relativism based on the respect for the self-determination of indigenous peoples and communities, this working paper exposes two different categories of radical cultural relativism based on revolutionary discourse and/or radical Islamism, as well as targets the credibility on the latter two based on the information facilitated by the United Nations (UN) Human Rights Council (HRC) Universal Periodic Review (UPR).

The tourism consumers purchase decision process is, to a great extent, conditioned by the image the tourist has of the different destinations that make up his or her choice set. In a highly competitive international tourist market, those responsible for destinations promotion and development policies seek differentiation strategies so that they may position the destinations in the most suitable market segments for their product in order to improve their attractiveness to visitors and increase or consolidate the economic benefits that tourism activity generates in their territory. To this end, the main objective we set ourselves in this paper is the empirical analysis of the factors that determine the image formation of Tarragona city as a cultural heritage destination. Without a doubt, UNESCOs declaration of Tarragonas artistic and monumental legacies as World Heritage site in the year 2000 meant important international recognition of the quality of the cultural and patrimonial elements offered by the city to the visitors who choose it as a tourist destination. It also represents a strategic opportunity to boost the citys promotion of tourism and its consolidation as a unique destination given its cultural and patrimonial characteristics. Our work is based on the use of structured and unstructured techniques to identify the factors that determine Tarragonas tourist destination image and that have a decisive influence on visitors process of choice of destination. In addition to being able to ascertain Tarragonas global tourist image, we consider that the heterogeneity of its visitors requires a more detailed study that enables us to segment visitor typology. We consider that the information provided by these results may prove of great interest to those responsible for local tourism policy, both when designing products and when promoting the destination.
