This paper develops a comprehensive framework for the quantitative analysis of the private and fiscal returns to schooling and of the effect of public policies on private incentives to invest in education. This framework is applied to 14 member states of the European Union. For each of these countries, we construct estimates of the private return to an additional year of schooling for an individual of average attainment, taking into account the effects of education on wages and employment probabilities after allowing for academic failure rates, the direct and opportunity costs of schooling, and the impact of personal taxes, social security contributions and unemployment and pension benefits on net incomes. The 1998 Spanish reform of the Personal Income Tax eliminated the 15% deduction for private medical expenditures including payments on private health insurance (PHI) policies. To avoid an undesirable increase in the demand for publicly funded health care, tax incentives to buy PHI were not completely removed but basically shifted from individual to group employer-paid policies. In a unique fiscal experiment, at the same time that the tax relief for individually purchased policies was abolished, the government provided for tax allowances on policies taken out through employment. Using a bivariate probit model on data from National Health Surveys, we estimate the impact of said reform on the demand for PHI and the changes occurred within it. Our findings suggest that the total probability of buying PHI was not significantly affected. Indeed, the fall in the demand for individual policies (by 10% between 1997 and 2001) was offset by an increase in the demand for group employer-paid ones, so that the overall size of the market remained virtually unchanged. We also briefly discuss the welfare effects on the state budget, the industry and society at large.

This paper presents a theoretical and empirical analysis of the relationship be- tween frequency of scheduled transportation services and their substitutability with personal transportation (using distance as a proxy). We study the interaction between a monopoly firm providing a high-speed scheduled service and private transportation (i.e., car). Interestingly, the carrier chooses to increase the frequency of service on longer routes when competing with personal transportation because by providing higher frequency (at extra cost) it can also charge higher fares which can boost its profits. However, in line with the results of earlier studies, frequency decreases for longer flights when driving is not a viable option. An empirical application of our analysis to the European airline industry confirms the predictions of our theoretical model. What determines risk-bearing capacity and the amount of leverage in financial markets? Thispaper uses unique micro-data on collateralized lending contracts during a period of financialdistress to address this question. An investor syndicate speculating in English stocks wentbankrupt in 1772. Using hand-collected information from Dutch notarial archives, we examinechanges in lenders' behavior following exposure to potential (but not actual) losses. Before thedistress episode, financiers that lent to the ill-fated syndicate were indistinguishable from therest. Afterwards, they behaved differently: they lent with much higher haircuts. Only lendersexposed to the failed syndicate altered their behavior. The differential change is remarkable sincethe distress was public knowledge, and because none of the lenders suffered actual losses ? allfinanciers were repaid in full. Interest rates were also unaffected; the market balanced solelythrough changes in collateral requirements. Our findings are consistent with a heterogeneousbeliefs-interpretation of leverage. They also suggest that individual experience can modify thelevel of leverage in a market quickly.

This paper examines competition in a spatial model of two-candidate elections, where one candidate enjoys a quality advantage over the other candidate. The candidates care about winning and also have policy preferences. There is two-dimensional private information. Candidate ideal points as well as their tradeoffs between policy preferences and winning are private information. The distribution of this two-dimensional type is common knowledge. The location of the median voter's ideal point is uncertain, with a distribution that is commonly known by both candidates. Pure strategy equilibria always exist in this model. We characterize the effects of increased uncertainty about the median voter, the effect of candidate policy preferences, and the effects of changes in the distribution of private information. We prove that the distribution of candidate policies approaches the mixed equilibrium of Aragones and Palfrey (2002a), when both candidates' weights on policy preferences go to zero.

How should an equity-motivated policy-marker allocate public capital (infrastructure) across regions. Should it aim at reducing interregional differences in per capita output, or at maximizing total output? Such a normative question is examined in a model where the policy-marker is exclusively concerned about personal inequality and has access to two policy instruments. (i) a personal tax-transfer system (taxation is distortionary), and (ii) the regional allocation of public investment. I show that the case for public investment as a significant instrument for interpersonal redistribution is rather weak. In the most favorable case, when the tax code is constrained to be uniform across regions, it is optimal to distort the allocation of public investment in favor of the poor regions, but only to a limited extent. The reason is that poor individuals are relatively more sensitive to public trans fers, which are maximized by allocating public investment efficiently. If! the tax code can vary across regions then the optimal policy may involve an allocation of public investment distorted in favor of the rich regions.

In this paper we use micro data from the Spanish Family Expenditure Survey for 1990 to estimate, for the first time, the private and social rates of return of different university degrees in Spain. We compute internal rates of return and include investment on higher education financed by the public purse to estimate social rates of return. Our main finding is that, as presumed, there is large heterogeneity in rates of return amongst different university

We study how personal relations affect performance in organizations. In the experimental game we use a manager has to assign different degrees of decision power to two employees. These two employees then have to make distributive decisions which affect themselves and the manager. Our focus is on the effects on managers' assignment of decision power and on employees' distributive decisions of one of the employees and the manager knowing each other personally. Our evidence shows that managers tend to favor employees that they personally know and that these employees tend, more than other employees, to favor the manager in their distributive decisions. However, this behavior does not affect the performance of the employees that do not know the manager. All these effects are independent of whether the employees that know the manager are more or less productive than those who do not know the manager. The results shed light on discrimination and nepotism and its consequences for the performance of family firms and other organizations.

El text presenta el "model danès" d'organització d'un sistema bibliotecari únic i coherent com a mitjà per asegurar l'accés universal, personalitzat i quotidià a la informació en tota mena de suports i també la reinterpretació del paper de les biblioteques i dels bibliotecaris en la societat de la informació. La base del model és una llei-marc, combinada amb l'actuació de la Danish Nacional Library Authority (DNLA), que encoratgen la cooperació en tots els àmbits, el desenvolupament professional i la creació de nous serveis, entre els quals destaquen els que es presenten a través del portal nacional de les biblioteques daneses (bibliotek.dk), incloent-hi el cataleg col·lectiu i d'altres com ara la referència electrònica i els portals temàtics.

This paper analyzes both theoretically and empirically the relationship between distance and frequency of scheduled transportation services. Aquest projecte és la continuació d'un estudi pilot finançat per l'Institut Català de les Dones (U/01-6). Es va anar incrementant la grandària de la mostra -avaluant les característiques del maltractament, la simptomatologia, la personalitat i la seva percepció de la relació de parella-, fins que el 2003 -i gràcies a l'ajut del Departament de Benestar i Família-, dins la Fundació Vidal i Barraquer es va crear un servei d'assistència pública especialitzat en atendre dones maltractades (UNADOM); lloc on durant el 2006 hem desenvolupat el treball que ara presentem. L'objectiu general d'aquest estudi transversal consistia en analitzar la situació psicosocial d'un grup de dones maltractades que acudien a la UNADOM, afegint com a element novedós l'avaluació dels estils d'enfrontament que les dones fan servir després de l'experiència abusiva viscuda. Els instruments utilitzats són l'MCMI-II (Millon, 1999), la DAS (Spanier, 1976), el COPE (Carver et al., 1989) i una adaptació de l’Entrevista Semiestructurada sobre Maltractament Domèstic (Echeburúa et al., 1994). Es recull informació d'un total de 50 dones, 17 de les quals han completat la mesura sobre l'enfrontament. Els resultats indiquen que les escales de personalitat que apareixen més alterades són l'esquizoide, la dependent i l'evitativa, i que aquestes són coherents amb les actituds defensives i les estratègies d'enfrontament predominants de les dones de la mostra. A nivell clínic, i segons l’experiència assistencial, es conclou amb la importància de realitzar entrevistes exploratòries acurades ja que això facilita la indicació terapèutica més adient i la focalització de l'ajuda.

The article investigates the private governance of financial markets by looking at the evolution of the regulatory debate on hedge funds in the US market. It starts from the premise that the privatization of regulation is always the result of a political decision and analyzes how this decision came about and was implemented in the case of hedge funds. The starting point is the failure of two initiatives on hedge funds that US regulators launched between 1999 an 2004, which the analysis explains by elaborating the concept of self-capture. Facing a trade off between the need to tackle publicly demonized issues and the difficulty of monitoring increasingly sophisticated and powerful private markets, regulators purposefully designed initiatives that were not meant to succeed, that is, they “self-captured” their own activity. By formulating initiatives that were inherently flawed, regulators saved their public role and at the same time paved the way for the privatization of hedge fund regulation. This explanation identifies a link between the failure of public initiatives and the success of private ones. It illustrates a specific case of formation of private authority in financial markets that points to a more general practice emerging in the regulation of finance.

Treball de recerca realitzat per un alumne d'ensenyament secundari i guardonat amb un Premi CIRIT per fomentar l'esperit científic del Jovent l'any 2009. Aquest treball ha tingut dos objectius principals: conèixer la figura de Jordi Rubió i Balaguer,erudit català polifacètic (bibliotecari, professor, historiador de la literatura catalana i de la cultura en general), i escriure sobre el que va aconseguir per després donar-lo a conèixer a tothom. Un dels punts més interessants del treball ha estat donar una nova visió sobre la seva figura, explicant el context i l’època en què visqué i enregistrant les converses entre l’autor i la seva àvia, filla de J.Rubió, en què recorda anècdotes i impressions del passat. Aquestes gravacions i les cartes trobades a l’Arxiu Rubió són inèdites i exclusives d'aquest treball. Al principi, s’hi explica la família de J.R.B i els seus precedents, seguit de la formació acadèmica i la maduració a Barcelona, Madrid i Hamburg. Després d’això, es parla del context polític i l’obra cultural dels anys de la Mancomunitat (1914-1925), com també d’algunes institucions com la Biblioteca de Catalunya, l'Escola de Bibliotecàries i les Biblioteques Populars, que dirigí. Abans de parlar de la seva vida personal, es fa referència a la situació cultural de Catalunya durant els anys 1925-1939. Tot això, per entendre la vida d’aquest home extraordinari que treballà tenaçment i amb vocació de servei al país durant tota la seva vida, si bé el 1939 va ser desposseït dels seus càrrecs per la dictadura franquista. Aquest treball se centra en el període anterior a 1939, durant el qual Rubió va dur una activitat frenètica.
