Die Linke. L’émergence du nouveau parti de la gauche antilibérale allemande: une menace pour le SPD, un défi pour la gouvernabilité de la République fédérale

En réussissant à s’ancrer dans les Länder d’Allemagne occidentale, et en devenant de ce fait une formation politique “relevant” à l’échelle de l’ensemble de la République fédérale –et non de sa seule partie orientale–, le parti de la gauche antilibérale Die Linke (La Gauche) a mis fin au système quadripartite qui avait perduré outre-Rhin malgré la présence du Parti du socialisme démocratique au Bundestag depuis 1990. Interrogeant les succès électoraux de Die Linke, qui tiennent non seulement à des facteurs endogènes propres à l’Allemagne (plus grande sensibilité aux inégalités sociales depuis la réunification, désaffection touchant un SPD “désidéologisé” mis en difficulté par les réformes de l’Agenda 2010), mais aussi à des facteurs exogènes dont les effets se font sentir dans de nombreux autres pays européens (paupérisation des classes moyennes et inférieures, réaction anti-libérale à l’encontre des politiques de dérégulation prônées par l’Union Européenne, etc.), le présent article tente de cerner la menace électorale que ce nouvel acteur politique fait peser sur le SPD, ainsi que les réponses que ce dernier y apporte. Il montre également que la percée de Die Linke entraînera à court terme une redéfinition des jeux d’alliances partisanes affectant la constitution et la stabilité des exécutifs gouvernementaux aussi bien régionaux que fédéraux, et augmentant corollairement les risques de “cohabitation à l’allemande”.

Measuring peace. Initiatives, limitations and proposals. Seminar proceedings Barcelona, March 2010

These proceedings correspond to the international seminar “Measuring Peace. Initiatives, Limitations and Proposals” organized by the International Catalan Institute for Peace, which took place in Barcelona on the 4th and the 5th of March 2010. The Human Development Index is the most visible attempt over the last years to improve the statistical tools so that they offer results which are closer to social realities. In the field of Peace the attempts to create new measuring mechanisms have not been able to move beyond the negative conception of peace, which means that it has just been considered as an absence of violent conflicts. In this context, the international seminar organized by the ICIP was an attempt to compile recent contributions of different investigation centres which have focused in conceptualizing positive peace and new ways to measure it.

Political Humor as a confrontational tool against the Syrian regime: A study case: Syria, 15th March 2011 – 15th May 2012

The aim of this working paper is to analyze the inclusion of political humor into the set of actions used by opponents to the Syrian regime during the first year of a state-wide uprising in 2011. The research argues that although political humor has traditionally been seen mainly as a concealed voice against dominant elites, it can nevertheless take a confrontational stance and challenge a regime. In this paper we assess the role of political humor in challenging the legitimacy of the Syrian State through the battle for the signification of events. We will work with a theoretical framework that draws its assumptions from social movements’ studies and cultural studies. Through the assessment of the importance of discourse and the role of ideological domination to a regime we will see how the first year of the Syrian uprising included widespread acts of political humor as part of the strategy against the regime.
