This paper is the first step in a long term project investigating policy stability and change in Spain from an agenda setting perspective and comparing the Spanish policy agenda to that of other advanced democracies. Here we begin to compare the allocation of issue attention in Spain and the USA by comparing the substance of annual President and Prime Minister speeches from 1982 to 2005. Existing research argues that the public agenda has become more crowded, competitive and volatile in recent years. We find that in both countries there has been a transformation of the political agenda towards an increasing diversity of issues. However, most of the volatility in executive attention seems to be explained by salient events rather than by issue crowding. We conclude by discussing some limitations of executive speeches as a measure of governmental issue attention and directions for future research.

In 1749, Jacques de Vaucanson patented his or tour pour tirer la soie or spindle for silk reeling. In that same year he presented his invention to the Academy of the Sciences in Paris, of which he was a member1. Jacques de Vaucanson was born in Grenoble, France, in 1709, and died in Paris in 1782. In 1741 he had been appointed inspector of silk manufactures by Louis XV. He set about reorganizing the silk industry in France, in considerable difficulty at the time due to foreign competition. Given Vaucanson’s position, his invention was intended to replace the traditional Piémontes method, and had an immediate impact upon the silk industry in France and all over Europe.

This paper addresses the puzzle of why legislation, even highly inefficient legislation, may pass with overwhelming majorities. We model a egislature in which the same agenda setter serves for two periods, showing how he can exploit a legislature (completely) in the first period by romising future benefits to legislators who support him. In equilibrium, large majority of legislators vote for the first-period proposal because a ote in favor maintains the chance for membership in the minimum winning coalition in the future. The model thus generates situations in which egislators approve policies by large majorities, or even unanimously, that enefit few, or even none, of them. The results are robust: some institutional arrangements, such as super-majority rules or sequential voting, imit but do not eliminate the agenda setter's power to exploit the legislature, and other institutions such as secret voting do not limit his power.

Human Immunodeficiency Virus continues to be a pandemic. Spain is one of the European countries with the highest incidence of HIV. Within Catalonia, Spain many projects have been implemented with the intention of improving HIV knowledge and lowering the incidence. HIV knowledge is also known to have a positive effect on lowering stigma and discrimination of the people living with HIV. However, few studies study the distribution of HIV knowledge and its association to HIV status, age, sex, geographical zone of origin and level of education within the same study. Objectives: To identify if HIV knowledge is associated with HIV status, age, sex, geographical zone of origin and level of education. Method: Quantitative, cross-sectional, centre-based study comprising of people receiving an HIV test in Catalonia, Spain. Data will be collected from the 11 HIV Non-Governmental Organisations in Catalonia, Spain. The Brief HIV Knowledge Scale will be used to assess HIV knowledge; information from the HIV test session will be used to assess HIV status, age, sex, geographic zone of origin and level of education. The association between HIV knowledge and the afore mentioned variables will then be calculated.

Amb l'aprovació del programa de Tampere el 1999 la Unió Europea (UE) va començar a articular una política d'immigració cap a l'exterior, sent prioritaris els països veïns d'Europa oriental en l'establiment de l'agenda en qüestions migratòries. El contingut d'aquesta agenda inclou normes aprovades bilateralment entre la Unió i els països veïns, normes que emanen de règims internacionals i fins i tot normes pròpies del patrimoni de la Unió. Aquest Working Paper analitza sintèticament l'agenda en matèria d'immigració entre la UE i els països veïns d'Europa oriental en funció del tipus de normes que es disposen a adoptar. Per això, s'han d'observar tres subsectors de la política d'immigració (immigració irregular, immigració regular i asil) per a cada un dels tres països de l'àrea amb els que la cooperació ha estat més intensa (Rússia, Ucraïna i Moldàvia). Prova d'això és l'entrada en vigor de sengles acords de readmissió i facilitació de visats entre la UE i aquests països. L'objectiu d'aquest article és elaborar un retrat matisat de l'agenda d'immigració més ambiciosa que la UE ha dissenyat cap a l'exterior.

L'objectiu principal d'aquest projecte ha estat aprofundir en la construcció de programari, abordant totes les etapes d'un projecte de construcció de programari des de la perspectiva de l'enginyeria del software (anàlisi, disseny, implementació i proves) i utilitzant el paradigma de programació Orientada a l'Objecte mitjançant l'ús de la tecnologia J2EE, conjuntament amb bastions de programari de gran importància en el mon real i per tant, en l'àmbit de desenvolupament de programari i tecnològic actuals.

El Sáhara Occidental, el último territorio del mundo pendiente de descolonización, hasufrido durante treinta años el olvido de España y la invasión marroquí. Por ello, elmovimiento nacionalista saharaui ha intentado acceder a la agenda política ymediática española para obtener una solución política al conflicto y el apoyo de laopinión pública de nuestro país.El presente proyecto de investigación propone un acercamiento totalmente inédito; el conflicto saharaui desde el punto de vista comunicativo. A través de las teorías de la agenda-setting y el framing se propone analizar qué marcos políticos ha construido el movimiento saharaui a lo largo de los últimos treinta años y qué incidencia ha obtenido en la prensa nacional española a través de los marcos mediáticos.

Aunque hasta este momento se abundan estudios acerca de los movimientos sociales, la mayoría se aborda desde los propios movimientos y investigar los movimientos que se desarrollan y alcanzan una magnitud increíble mediante las redes sociales ocupa una posición imprescindible en este tipo de la investigación, mientras que realizar un estudio sobre los movimientos sociales a través de los medios tradicionales y oficiales carece de atención de los investigadores. Por esta razón, tomo el caso del movimiento antidesahucios como un ejemplo clàsico para examinar los movimientos sociales desde la perspectiva mediàtica, es decir, la perspectiva de agenda-setting

We offer complete characterizations of the equilibrium outcomesof two prominent agenda voting institutions that are widely used in the democraticworld: the amendment, also known as the Anglo-American procedure,and the successive, or equivalently the Euro-Latin procedure. Our axiomaticapproach provides a proper understanding of these voting institutions, and allowscomparisons between them, and with other voting procedures.

This paper presents a model of electoral competition focusing on the formation of thepublic agenda. An incumbent government and a challenger party in opposition competein elections by choosing the issues that will key out their campaigns. Giving salience toan issue implies proposing an innovative policy proposal, alternative to the status-quo.Parties trade off the issues with high salience in voters concerns and those with broadagreement on some alternative policy proposal. Each party expects a higher probabilityof victory if the issue it chooses becomes salient in the voters decision. But remarkably,the issues which are considered the most important ones by a majority of votes may notbe given salience during the electoral campaign. An incumbent government may survivein spite of its bad policy performance if there is no sufficiently broad agreement on apolicy alternative. We illustrate the analytical potential of the model with the case of theUnited States presidential election in 2004.
