A l’actualitat trobem nombrosos sistemes aquàtics alterats per diferents efectes d’origen antropogènic. Per tal d’evitar i/o disminuir aquests efectes va sorgir la Directiva Marc de l’Aigua (2000/60/CE) essent aquest un dels seus objectius. Aquest article descriu el funcionament hidrogeològic i l’estat ecològic de la riera de Santa Coloma, afluent de la Tordera (NE Catalunya), des de pràcticament el seu inici a Santa Coloma de Farners (Girona) fins a Riudarenes (Girona). S’intenta establir les possibles influències del funcionament hidrogeològic en l’estat ecològic a partir de dades piezomètriques, de cabal, fisicoquímiques i biològiques. Per aquesta última part s’han utilitzat indicadors biològics com l’índex d’hàbitat fluvial (IHF), avaluant l’hàbitat físic; l’índex de Qualitat del Bosc de Ribera (QBR), per determinar la qualitat ecològica de la zona de ribera; l’índex Biological Monitorig Working Party per a conques internes de Catalunya (BMWPC), per avaluar les diferents famílies de macroinvertebrats que hi viuen i l’índex ECOSTRIMED, una síntesi dels dos índex anteriors.

A key issue in the implementation of the Water Framework Directive is the classification of streams and rivers using biological quality parameters and type-specific reference conditions. Four groups of stream types were defined in NE Spain on the basis of 152 diatom samples by means of detrended correspondence analysis and classification techniques. Diatom analysis was restricted to epilithic taxa, and the sites included gradients ranging from near-natural streams to sites with poor ecological quality. The main gradient shows a clear separation of sites in relation to the degree of human influence: polluted streams (mainly located in the lowlands) differ from streams in mountainous areas and in the Pyrenees. A second gradient is related to physiographical features. Headwater streams can be distinguished by their catchment geology. The type-specific diatom taxa for the stream types studied were determined by using indicator species analysis (IndVal). The type-specific taxa from near-natural streams are coincident with the indicator taxa for high ecological status. Human impact reduced the typological heterogeneity of the diatom community composition. Overall, the diatom communities in NE Spain exhibit a regional distribution pattern that closely corresponds with that observed in river systems elsewhere. Physiographical differences are only evident in undisturbed sites, while nutrient enrichment and other human disturbances may mask the regional differences in the distribution of diatom communities

ABSTRACT Proposal for an evaluation protocol of the ecological quality of Andean rivers (CERA) and its use in two basins in Ecuador and Peru A Rapid Protocol is presented for Evaluation of the Ecological Status of Andean Rivers (CERA) localized over 2000 m.a.s.l. from the Northern Andes (Venezuela) through the Altiplano in the Central Andes (Bolivia). This protocol was used in 45 sampling sites in the Guayllabamba River Basin in Ecuador and in 42 sampling sites in the Ca nete River Basin in Peru. Previously, and in order to test if the sampling stations may or not be considered reference stations, we constructed a method that assesses 24 basin attributes, hydrology, reach and riverbed and that uctuates from 24 to 120 points; sites with values higher than 100 were considered as potential reference sites. Besides the benthic macroinvertebrats" evaluation, the river habitat and riparian vegetation were also evaluated through of the application of the indices ABI (R´ os et al., submitted), IHF (Pardo et al., 2002) and QBR-And, respectively. The convenience of the initial allocation of the reference sites was evaluated as well. These indices have been properly adapted to the conditions and characteristics of the high Andes rivers. The results obtained for both basins were compared and discussed. Through the use of the CERA protocol, the particular perturbation gradients and the natural variability of the reference sites in both countries were recognized. RESUMEN Propuesta de un protocolo de evaluación de la calidad ecológica de ríos andinos (CERA) y su aplicaci´on a dos cuencas en Ecuador y Perú Se presenta un protocolo rápido de evaluación de la Calidad Ecológica de Ríos Andinos (CERA), situados sobre los 2000 m.s.n.m, desde los Andes del Norte (Venezuela) hasta el Altiplano de los Andes Centrales (Bolivia). Este protocolo ha sido aplicado en 45 estaciones de muestreo en la cuenca del río Guayllabamba en Ecuador y en 42 estaciones de muestreo en la cuenca del río Cañete en Perú. Previamente, para probar si las estaciones de muestreo pueden o no ser estaciones de referencia construimos un método que valora 24 atributos de cuenca, hidrología, tramo y lecho y que fluctúa de 24 a 120 puntos; valores superiores a 100 fueron considerados como sitios potencialmente de referencia. Además del estudio de los macroinvertebrados bentónicos, se evaluó el hábitat fluvial y la comunidad vegetal de ribera a través de la aplicación de los índices ABI (Ríos et al., sometido), IHF (Pardo et al., 2002) y QBR-And respectivamente; así como la conveniencia de la asignación inicial de las estaciones de referencia. Estos índices han sido adecuadamente adaptados a las condiciones y características propias de los ríos altoandinos. Los resultados obtenidos fueron comparados y discutidos entre ambas cuencas. Mediante la aplicación del protocolo CERA se han reconocido los respectivos gradientes de perturbación y la variabilidad natural de las estaciones de referencia en ambos países.

Temporary streams are those water courses that undergo the recurrent cessation of flow or the complete drying of their channel. The structure and composition of biological communities in temporary stream reaches are strongly dependent on the temporal changes of the aquatic habitats determined by the hydrological conditions. Therefore, the structural and functional characteristics of aquatic fauna to assess the ecological quality of a temporary stream reach cannot be used without taking into account the controls imposed by the hydrological regime. This paper develops methods for analysing temporary streams' aquatic regimes, based on the definition of six aquatic states that summarize the transient sets of mesohabitats occurring on a given reach at a particular moment, depending on the hydrological conditions: Hyperrheic, Eurheic, Oligorheic, Arheic, Hyporheic and Edaphic. When the hydrological conditions lead to a change in the aquatic state, the structure and composition of the aquatic community changes according to the new set of available habitats. We used the water discharge records from gauging stations or simulations with rainfall-runoff models to infer the temporal patterns of occurrence of these states in the Aquatic States Frequency Graph we developed. The visual analysis of this graph is complemented by the development of two metrics which describe the permanence of flow and the seasonal predictability of zero flow periods. Finally, a classification of temporary streams in four aquatic regimes in terms of their influence over the development of aquatic life is updated from the existing classifications, with stream aquatic regimes defined as Permanent, Temporary-pools, Temporary-dry and Episodic. While aquatic regimes describe the long-term overall variability of the hydrological conditions of the river section and have been used for many years by hydrologists and ecologists, aquatic states describe the availability of mesohabitats in given periods that determine the presence of different biotic assemblages. This novel concept links hydrological and ecological conditions in a unique way. All these methods were implemented with data from eight temporary streams around the Mediterranean within the MIRAGE project. Their application was a precondition to assessing the ecological quality of these streams.

Los autores resumen en un decálogo la experiencia de más de 30 años de estudio de los ríos españoles con dos focos principales: el uso de macroinvertebrados para la obtención de la calidad biológica y el diseño de sistemas de evaluación del estado ecológico de los ríos. Después de una introducción general y de un resumen de cómo se gestaron los estudios de biomonitoreo en España, los autores analizan los trabajos que se han publicado en la revista Limnetica sobre este tema. Se usan estos datos para ilustrar los puntos relevantes en el diseño y aplicación del biomonitoreo, que es posteriormente resumido en un decálogo. Este está pensado para contener todos los puntos necesarios para que el diseño de un sistema de biomonitoreo cumpla las especificaciones de la Directiva Marco del Agua (DMA). Los diez puntos analizados son: 1) establecimiento de la zona de estudio; 2) recursos humanos y materiales disponibles; 3) tipología de ríos; 4) establecimiento de las condiciones de referencia; 5) protocolos de muestreo; 6) métricas a utilizar; 7) establecimiento de los cortes de calidad y relación de las métricas con las presiones; 8) mapas de estado ecológico usando el valor relativo respecto a los valores de referencia (el EQR: Ecological Quality Ratio); 9) control de calidad; 10) uso de los datos para establecer los objetivos de calidad y el programa de medidas. En la revista Limnetica se han publicado desde su inicio en el año 1981 un total de 641 trabajos, de los cuales un 42% trataban de ríos y un 18% se centraban exclusivamente en el biomonitoreo. La mayor parte de los trabajos de biomonitoreo publicados utilizaron a los macroinvertebrados como elemento de calidad (88%), pero relativamente pocos (menos del 20%) usaron la tipología y las condiciones de referencia para establecer correctamente las clases de calidad. Se analiza por separado el período anterior al año 2002, y con un número similar de trabajos se advierte un mayor porcentaje de trabajos de biomonitoreo después de 2002. Sin embargo, y a pesar de la existencia de la DMA desde el año 2000, muchos trabajos publicados en Limnetica a partir de 2002 (cuando se hizo un número especial sobre biomonitoreo en ríos mediterráneos) no cumplen los requisitos que demanda esta Directiva. En este momento, después de la experiencia que se tiene por la implementación de la DMA, cualquier sistema de biomonitoreo desarrollado en Europa debe ser comparable a los que existen actualmente, especialmente a la métrica común de intercalibración (ICM).Este decálogo presenta los pasos necesarios para que cuando se diseñe un sistema de muestreo este cumpla los requisitos que demanda la DMA.

A mesura que el suport del creixement econòmic constitueix un objectiu fonamental de la formulació de polítiques econòmiques, cal assenyalar que aquest tipus de creixement està limitat naturalment per un planeta finit. Aquest article argumenta que, des del punt de vista de la justícia intergeneracional, la realització d'un concepte de desmaterialització i, com a efecte, d'una economia que no creix (en el sentit de dissociació absoluta del creixement econòmic i consum d'energia i materials) es pot justificar. Per tant, el creixement pot ser també entesa com la millora de la qualitat de vida sobretot en comptes d'ampliar quantitats escarpats de sortida. Per tant, una dràstica reducció del cabal de material es necessita, sobretot en els països d'alts ingressos. Després de presentar alguns crítica de les propostes, en el focus d'aquest article es dibuixen en els arguments de per què la política econòmica en el futur han de ser etiquetats com "ecològic" i, a continuació, les opcions de posar en acció les idees del teòric presentat marc en tasques manejables polítiques seran discutides. En aquest cas, s'argumentarà que l'enfocament clàssic de internalització d'efectes externs sovint seguides de decisions de política econòmica ortodoxa no és completament capaç de reflectir canvis ecològics en les estructures de preus dels mercats. Per tant, formal (industrial i l'establiment de la política de consum) i institucions informals (llars) representen punts clau de la política econòmica sostenible, assenyalant l'individu com així com la responsabilitat col · lectiva per omplir aquest buit substancial.

1. The implementation of the Water Framework Directive requires EU member states to establish and harmonize ecological status class boundaries for biological quality elements. In this paper, we describe an approach for defining ecological class boundaries that delineates shifts in lake ecosystem functioning and, therefore, provides ecologically meaningful targets for water policy in Europe. 2. We collected an extensive data set of 810 lake-years from nine Central European countries, and we used phytoplankton chlorophyll a, a metric widely used to measure the impact of eutrophication in lakes. Our approach establishes chlorophyll a target values in relation to three significant ecological effects of eutrophication: the decline of aquatic macrophytes, the dominance of potentially harmful cyanobacteria and the major functional switch from a clear water to a turbid state. 3. Ranges of threshold chlorophyll a concentrations are given for the two most common lake types in lowland Central Europe: for moderately deep lakes (mean depth 3–15 m), the greatest ecological shifts occur in the range 10–12 lg L 1 chlorophyll a, and for shallow lakes (<3 m mean depth), in the range 21–23 lg L 1 chlorophyll a. 4. Synthesis and applications. Our study provides class boundaries for determining the ecological status of lakes, which have robust ecological consequences for lake functioning and which, therefore, provide strong and objective targets for sustainable water management in Europe. The results have been endorsed by all participant member states and adopted in the European Commission legislation, marking the first attempt in international water policy to move from physico-chemical quality standards to harmonized ecologically based quality targets.

As a result of climate change, streams are warming and their runoff has been decreasing in most temperate areas. These changes can affect consumers directly by increasing their metabolic rates and modifying their physiology and indirectly by changing the quality of the resources on which organisms depend. In this study, a common stream detritivore (Echinogammarus berilloni Catta) was reared at two temperatures (15 and 20°C) and fed Populus nigra L. leaves that had been conditioned either in an intermittent or permanent reach to evaluate the effects of resource quality and increased temperatures on detritivore performance, stoichiometry and nutrient cycling. The lower quality (i.e., lower protein, soluble carbohydrates and higher C:P and N:P ratios) of leaves conditioned in pools resulted in compensatory feeding and lower nutrient retention capacity by E. berilloni. This effect was especially marked for phosphorus, which was unexpected based on predictions of ecological stoichiometry. When individuals were fed pool-conditioned leaves at warmer temperatures, their growth rates were higher, but consumers exhibited less efficient assimilation and higher mortality. Furthermore, the shifts to lower C:P ratios and higher lipid concentrations in shredder body tissues suggest that structural molecules such as phospholipids are preserved over other energetic C-rich macromolecules such as carbohydrates. These effects on consumer physiology and metabolism were further translated into feces and excreta nutrient ratios. Overall, our results show that the effects of reduced leaf quality on detritivore nutrient retention were more severe at higher temperatures because the shredders were not able to offset their increased metabolism with increased consumption or more efficient digestion when fed pool-conditioned leaves. Consequently, the synergistic effects of impaired food quality and increased temperatures might not only affect the physiology and survival of detritivores but also extend to other trophic compartments through detritivore-mediated nutrient cycling.

This study analyses efficiency levels in Spanish local governments and their determining factors through the application of DEA (Data Envelopment Analysis) methodology. It aims to find out to what extent inefficiency arises from external factors beyond the control of the entity, or on the other hand, how much it is due to inadequate management of productive resources. The results show that on the whole, there is still a wide margin within which managers could increase local government efficiency levels, although it is revealed that a great deal of inefficiency is due to exogenous factors. It is specifically found that the size of the entity, per capita tax revenue, the per capita grants or the amount of commercial activity are some of the factors determining local government inefficiency.

"Social metabolism" is a notion that links up the natural sciences and the social sciences, and also human history. Work has been done by some groups in Europe in order to operationalize the old idea of looking at the economy from the point of view of "social metabolism". This paper is an attempt to consider the links between each society’s characteristic metabolic profile and the ecological distribution conflicts, at different scales (international, national, regional).

Economies are open complex adaptive systems far from thermodynamic equilibrium, and neo-classical environmental economics seems not to be the best way to describe the behaviour of such systems. Standard econometric analysis (i.e. time series) takes a deterministic and predictive approach, which encourages the search for predictive policy to ‘correct’ environmental problems. Rather, it seems that, because of the characteristics of economic systems, an ex-post analysis is more appropriate, which describes the emergence of such systems’ properties, and which sees policy as a social steering mechanism. With this background, some of the recent empirical work published in the field of ecological economics that follows the approach defended here is presented. Finally, the conclusion is reached that a predictive use of econometrics (i.e. time series analysis) in ecological economics should be limited to cases in which uncertainty decreases, which is not the normal situation when analysing the evolution of economic systems. However, that does not mean we should not use empirical analysis. On the contrary, this is to be encouraged, but from a structural and ex-post point of view.

Ecological economics is a recently developed field, which sees the economy as a subsystem of a larger finite global ecosystem. Ecological economists question the sustainability of the economy because of its environmental impacts and its material and energy requirements, and also because of the growth of population. Attempts at assigning money values to environmental services and losses, and attempts at correcting macroeconomic accounting, are part of ecological economics, but its main thrust is rather in developing physical indicators and indexes of sustainability. Ecological economists also work on the relations between property rights and resource management, they model the interactions between the economy and the environment, they study ecological distribution conflicts, they use management tools such as integrated environmental assessment and multi-criteria decision aids, and they propose new instruments of environmental policy.

Shrimps are produced in two different ways. They are fished in the sea (sometimes at the cost of turtle destruction) or they are "farmed" in ponds in coastal areas. Such aquaculture is increasing around the world as shrimps become a valuable item of world trade. Mangrove forests are sacrificed for commercial shrimp farming. This paper considers the conflict between mangrove conservation and shrimp exports in different countries.Who has title to the mangroves, who wins and who loses in this tragedy of enclosures? Which languages of valuation are used by different actors in order to compare the increase in shrimp exports and the losses in livelihoods and in environmental services? The economic valuation of damages is only one of the possible languages of valuation which are relevant in practice. Who has the power to impose a particular language of valuation?

The environmental input-output approach reveals the channels through which the environmental burdens of production activities are transmitted throughout the economy. This paper uses the input-output framework and analyses the changes in Spanish emission multipliers during the period 1995-2000. By decomposing the global changes in multipliers into different components, it is possible to evaluate separately the economic and ecological impacts captured by the environmental input-output model. Specifically, in this study we distinguish between the effects on multipliers caused by changes in emission coefficients (the ecological impacts) and the effects on multipliers caused by changes in technical coefficients (the economic impacts). Our results show a significant improvement in the ecological impacts of production activities, which contributed negatively to changes in emission multipliers. They also show a deterioration in the economic impacts, which contributed positively to changes in emission multipliers. Together, these two effects lead to a small reduction in global multipliers during the period of analysis. Our results also show significant differences in the individual behaviour of different sectors in terms of their contribution to multiplier changes. Since there are considerable differences in the way individual sectors affect the changes in emission levels, and in the intensity of these effects, this means that the final effects will basically depend on the activity considered. This paper examines competition in a spatial model of two-candidate elections, where one candidate enjoys a quality advantage over the other candidate. The candidates care about winning and also have policy preferences. There is two-dimensional private information. Candidate ideal points as well as their tradeoffs between policy preferences and winning are private information. The distribution of this two-dimensional type is common knowledge. The location of the median voter's ideal point is uncertain, with a distribution that is commonly known by both candidates. Pure strategy equilibria always exist in this model. We characterize the effects of increased uncertainty about the median voter, the effect of candidate policy preferences, and the effects of changes in the distribution of private information. We prove that the distribution of candidate policies approaches the mixed equilibrium of Aragones and Palfrey (2002a), when both candidates' weights on policy preferences go to zero.
