When ESDP confronts ENP: security sector reform as a bridge in the EU’s foreign policy

The European Neighbourhood Policy’s birth has taken place in parallel with the renewed momentum of the European Security and Defence Policy, which has launched 14 operations since 2003. Both policies’ instruments have converged in the neighbouring area covered by ENP: Georgia, in the East and the Palestinian Territories in the South. In both cases, the Security Sector Reform strategies have been the main focus for ESDP and an important objective for ENP. In this paper, two objectives are pursued: first, to assess the EU’s involvement in both cases in SSR terms; and second, to analyse whether the convergence of ESDP operations with a broader EU neighbourhood policy implies that the former has become an instrument for the a EU external action.

Explaining Variation in Organizational Change: The Reform of Human Resource Management in the European Commission and the OECD

In this article we investigate the reforms of human resource management in the European Commission and the OECD by analyzing comparatively to what extent both organizations have adjusted their respective structures towards the ideal type of the so-called New Public Management (NPM). The empirical findings show that reforms towards NPM are more pronounced in the Commission than in the OECD. These findings are surprising for two reasons: First, it seems rather paradoxical that the OECD as central promoter of NPM at the international level lags behind the global trend when it comes to reforming its own structures. Second, this result is in contradiction with theoretical expectations, as they can be derived from theories of institutional isomorphism. To nevertheless account for the surprising results, it is necessary to modify and complement existing theories especially with regard to the scope conditions of their causal mechanisms.

Addressing the net balances problem as a prerequisite for EU budget reform: a proposal

Conflict among member states regarding the distribution of net financial burdens has been allowed to contaminate the entire design of the EU budget with very negative consequences in terms of equity, efficiency and transparency. To get around this problem and pave the way for a substantive budget reform, we propose to decouple distributional negotiations from the rest of the budget process by linking member state net balances in a rigid manner to relative prosperity. This would be achieved through the introduction of a system of compensating horizontal transfers that would take to its logical conclusion the Commission's proposal for a generalized compensation mechanism. We discuss the impact of the proposed scheme on member states? incentives and illustrate its financial implications using revenue and expenditure projections for 2013 that are based on the current Financial Perspectives and Own Resources Decision.

Treballadores, conflictivitat laboral i moviment obrer durant el franquisme a l'àrea de Barcelona

Dins del desenvolupament de la tesi “Treballadores, conflictivitat laboral i moviment obrer durant el franquisme a l’àrea de Barcelona”, aquesta recerca ha tractat d'omplir un buit a les investigacions sobre l'actuació de les dones contra el franquisme, interrelacionant la seva participació en protestes laborals i al moviment obrer, especialment a Comissions Obreres (CCOO). Per portar a terme la investigació, s'ha consultat documentació procedent de les organitzacions antifranquistes, de la policia i del Sindicat Vertical franquista, a part d'entrevistes a dones que van participar a la conflictivitat laboral i al moviment obrer durant el franquisme. S'ha iniciat la redacció de la tesi doctoral, que es presentarà el 2008. A partir de les fonts estudiades s'ha pogut constatar la importància de la participació de les dones a les protestes laborals entre 1946 i 1956, amb un escàs paper de les organitzacions antifranquistes. Posteriorment, la presència de dones a les protestes laborals va disminuir. A més, inicialment van estar poc presents a les CCOO. A partir de 1969 el nombre de dones militants a CCOO va augmentar, al igual que la proporció de dones implicades a la conflictivitat laboral. No obstant això, van ser escasses les dones a les estructures organitzatives de CCOO i les reivindicacions pròpies de les treballadores rarament van estar presents a les plataformes reivindicatives durant el franquisme.

Els jocs de la il·Iusió: la integració del disminuït psíquic a través de l’esport i del moviment Special Olympics

Aquest treball es va realitzar per a l’assignatura Campus “Olimpisme, Esport i Societat” durant el curs 1996-97. En ell es proporcionen els principis de la institució Special Olympics, i es descriu l’organització de la cinquena edició dels Jocs Special Olympics de Catalunya que van tenir lloc a Reus, el 1996.

Productive efficiency and regulatory reform: The case of vehicle inspection services

Measuring productive efficiency provides information on the likely effects of regulatory reform. We present a Data Envelopment Analysis (DEA) of a sample of 38 vehicle inspection units under a concession regime, between the years 2000 and 2004. The differences in efficiency scores show the potential technical efficiency benefit of introducing some form of incentive regulation or of progressing towards liberalization. We also compute scale efficiency scores, showing that only units in territories with very low population density operate at a sub-optimal scale. Among those that operate at an optimal scale, there are significant differences in size; the largest ones operate in territories with the highest population density. This suggests that the introduction of new units in the most densely populated territories (a likely effect of some form of liberalization) would not be detrimental in terms of scale efficiency. We also find that inspection units belonging to a large, diversified firm show higher technical efficiency, reflecting economies of scale or scope at the firm level. Finally, we show that between 2002 and 2004, a period of high regulatory uncertainty in the sample’s region, technical change was almost zero. Regulatory reform should take due account of scale and diversification effects, while at the same time avoiding regulatory uncertainty.

Aquesta relatoria correspon a les Jornades del Moviment per la Pau coorganitzades per la Federació Catalana d’ONG per la Pau i l’Institut Català Internacional per la Pau, i que es van desenvolupar a Barcelona durant els dies 13 i 14 de novembre de 2009. L'objectiu era reflexionar i debatre sobre els plantejaments dels quals parteix el moviment, la identificació de noves realitats, els reptes de futur, i la possible adequació a nous enfocaments o estratègies per incrementar la incidència transformadora en el camp social i polític.

Relatoria del seminario internacional “La paz en movimiento. Protestas, políticas, impactos. Las experiencias del movimiento por la paz en Italia y en España” celebrado en Barcelona en octubre de 2010 y organizado por el Instituto Catalán Internacional para la Paz (ICIP). El seminario tuvo como objetivo propiciar un espacio de intercambio de ideas en el que confluyeran tanto los activistas como los estudiosos del movimiento por la paz italiano y español. La publicación recoge tanto un resumen de las presentaciones realizadas como de los debates generados.

Les migracions han estat i són una constant en la història. Són fenòmens complexos, multidimensionals i multicausals, en constant evolució i que, en nombroses ocasions, han estat un factor determinant en les transformacions polítiques, socials, econòmiques i culturals de les regions d’origen, de destí i de trànsit. La immigració pot satisfer les necessitats del país d’origen i del país d’acollida. Però en les societats democràtiques planteja un altre repte: com integrar als immigrants com a ciutadans de ple dret? Aquest treball pretén endinsar-nos en la realitat de les migracions actuals a casa nostra, analitzant-la des d’una vessant teòrica i apropant-nos també a aquest fenomen a través d’un estudi de casos amb el qual ens endinsarem en la història de vida dels veritables protagonistes d’aquest episodi de la nostra història
