What if there was a stronger pharmaceutical price competition in Spain? When regulation has a similar effect to collusion

This paper examines statins competition in the Spanish pharmaceutical market, where prices are highly regulated, and simulates a situation in which there is unrestricted price competition. A nested logit demand model is estimated with a panel of monthly data for pharmaceuticals prescribed from 1997 to 2005. The simulation indicates that the regulation of prices is similar in its effects to cooperation among producers, since the regulated prices are close to those that would be observed in a scenario of perfect collusion. Freedom to set prices and a regulatory framework with appropriate incentives would result in a general reduction in prices and may make the current veiled competition in the form of discounts to pharmacists become more visible. The decrease in prices would be partially offset by an increase in consumption but the net effect would be an overall decrease in expenditure. The counterfactual set-up would also lead to important changes in the market shares of both manufacturers and active ingredients, and a reversal of generic drugs. Therefore, pro-competitive regulation would be welfare-enhancing but would imply winners and losers.

Devolution of political power is constantly on the political agenda in both Italy and Spain. Fiscal policy in these countries has granted specific privileges to some regions. Valle d’Aosta/Vallée d’Aoste,(VdA) and País Vasco-Euskadi (PV) have an extensive say over spending decisions, and receive nearly all regional tax revenues. Although both VdA and PV are among the richest regions in each country, both are net beneficiaries of the fiscal equalisation system. This preferential treatment is the outcome of a fiscal system with limits on taxing power and debt issuance, and is meant as a compensation for the lack of autonomy. It so prevents calls for more fiscal autonomy, or even outright secession. The economic effects of this asymmetric federalism are negative Although partial equalisation reduces excessive redistribution built in the fiscal equalisation system, more autonomy could pay off with more efficient government. Human activities have serious impacts on marine apex predators. Inadequate knowledge of the spatial and trophic ecology of these marine animals ultimately compromises the viability of their populations and impedes our ability to use them as environmental biomonitors. Intrinsic biogeochemical markers, such as stable isotopes, fatty acids, trace elements, and chemical pollutants, are increasingly being used to trace the spatial and trophic ecology of marine top predators. Notable advances include the emergence of the first oceanographic"isoscapes" (isotopic geographic gradients), the advent of compound-specific isotopic analyses, improvements in diet reconstruction through Bayesian statistics, and tissue analysis of tracked animals to ground-truth biogeochemical profiles. However, most researchers still focus on only a few tracers. Moreover, insufficient knowledge of the biogeochemical integration in tissues, fractionation and routing processes, and geographic and temporal variability in baseline levels continue to hamper the resolution and potential of these markers in studying the spatial and feeding ecology of top predators.

Se trata de una propuesta como resultado del trabajo conjunto entre la escuela de Arte Pigment y el ESPAI ZERO1 del Museu Comarcal de la Garrotxa, destinado exclusivamente a exposiciones temporales de creación contemporánea y como continuidad de propuestas anteriores de colaboración: REPLICA23 y SONESNAT JUNIOR. Com si fos possible recollir el sofriment es un proyecto de la artista Anna Manel.la, y se consideró una propuesta interesante y un reto para conversar, intercambiar y crear con los alumnos sobre el tema de la exposición: la muerte y el sufrimiento. Asimismo porque es una artista conocida por los alumnos de la escuela Pigment, ya que anteriormente habían realizado un proyecto de apadrinamiento de esculturas y habitualmente ella participa en programas divulgativos en la escuela. El trabajo desarrollado centra el aprendizaje en la creación y en la investigación artística como ejes de los procesos de conceptualización con el objetivo de atender las dinámicas y los estímulos característicos de los niños. Facilitando procesos de búsqueda, exploración y manipulación sin condicionantes y promoviendo procesos autónomos en los que los mismos niños se planteen dudas e interrogantes y se enfrenten a situaciones cada vez mas complejas
