Quality management has become a strategic issue for organisations and is very valuable to produce quality software. However, quality management systems (QMS) are not easy to implement and maintain. The authors' experience shows the benefits of developing a QMS by first formalising it using semantic web ontologies and then putting them into practice through a semantic wiki. The QMS ontology that has been developed captures the core concepts of a traditional QMS and combines them with concepts coming from the MPIu'a development process model, which is geared towards obtaining usable and accessible software products. Then, the ontology semantics is directly put into play by a semantics-aware tool, the Semantic MediaWiki. The developed QMS tool is being used for 2 years by the GRIHO research group, where it has manages almost 50 software development projects taking into account the quality management issues. It has also been externally audited by a quality certification organisation. Its users are very satisfied with their daily work with the tool, which manages all the documents created during project development and also allows them to collaborate, thanks to the wiki features.

This study compares the impact of quality management tools on the performance of organisations utilising the ISO 9001:2000 standard as a basis for a quality-management system band those utilising the EFQM model for this purpose. A survey is conducted among 107 experienced and independent quality-management assessors. The study finds that organisations with qualitymanagement systems based on the ISO 9001:2000 standard tend to use general-purpose qualitative tools, and that these do have a relatively positive impact on their general performance. In contrast, organisations adopting the EFQM model tend to use more specialised quantitative tools, which produce significant improvements in specific aspects of their performance. The findings of the study will enable organisations to choose the most effective quality-improvement tools for their particular quality strategy

[eng] ISO standard 9001 is one of a set of management tools that libraries have adopted in recent years. This article focuses on libraries in higher education institutions that have received ISO certification of their quality management systems (ISO standard 9001:2000). We examine their reasons for seeking certification and the advantages and difficulties they have encountered in applying this ISO standard. Finally, we consider the future prospects of ISO standard 9001 in university libraries.

Few studies have examined the combined effect of implementing quality and environmental management within the service sector. This void is more evident if we focus on segments in which small businesses predominate and even more so if we look for highly competitive sectors that are very variable and that have high business mortality. After analysing 198 surveys of Spanish travel agency managers using structural equations, it can be concluded that practices of quality management have a significant direct impact on business competitiveness but not on this business's financial results, at least directly. However, there is a significant relationship between environmental management practices and economic benefits. This article suggests that commitment to quality and the environment can allow small businesses in the service sector to have a competitive advantage that will separate surviving and ceased operations, particularly in sectors that are rapidly evolving and highly competitive.

In 2008 the regional government of Catalonia (Spain) reduced the maximum speed limit on several stretches of congested urban motorway in the Barcelona metropolitan area to 80 km/h, while in 2009 it introduced a variable speed system on other stretches of its metropolitan motorways. We use the differences-in-differences method, which enables a policy impact to be measured under specific conditions, to assess the impact of these policies on emissions of NOx and PM10. Empirical estimation indicate that reducing the speed limit to 80 km h-1 causes a 1.7 to 3.2% increase in NOx and 5.3 to 5.9% in PM10. By contrast, the variable speed policy reduced NOx and PM10 pollution by 7.7 to 17.1% and 14.5 to 17.3%. As such, a variable speed policy appears to be a more effective environmental policy than reducing the speed limit to a maximum of 80 km/h.

Two speed management policies were implemented in the metropolitan area of Barcelona aimed at reducing air pollution concentration levels. In 2008, the maximum speed limit was reduced to 80 km/h and, in 2009, a variable speed system was introduced on some metropolitan motorways. This paper evaluates whether such policies have been successful in promoting cleaner air, not only in terms of mean pollutant levels but also during high and low pollution episodes. We use a quantile regression approach for fixed effect panel data. We find that the variable speed system improves air quality with regard to the two pollutants considered here, being most effective when nitrogen oxide levels are not too low and when particulate matter concentrations are below extremely high levels. However, reducing the maximum speed limit from 120/100 km/h to 80 km/h has no effect – or even a slightly increasing effect –on the two pollutants, depending on the pollution scenario. The Erasmus Mundus Master in Quality in Analytical Laboratories (EMQAL) is a two-year Joint Master Degree. The course is funded by the European Commission through the Erasmus Mundus Programme, providing a number of attractive scholarships for European and non-European students. EMQAL prepares professionals for analytical laboratories, focusing on laboratory management and quality systems, along with complementing their technical knowledge. The EMQAL aims at training students in the most relevant issues concerning quality systems and management in analytical laboratories, and to become an expert in: Quality management, Analytical methods and Data Analysis. EMQAL promotes mobility. The students will attend one academic year of lectures in one of the European universities of the EMQAL consortium, and a 12 months master thesis at other European university, with the possibility to spend three-months in one of the non-EU partners. This paper analyses the impact of a series of managerial and organisational factors on occupational injuries. These consist of occupational safety measures, as regards both the intensity and the orientation of risk prevention in companies, and the adoption of certain work organisation practices, quality management and the use of flexible production technologies. We estimate a negative binomial regression based on a sample of 213 Spanish industrial establishments, defining a constant random parameter to take account of non-observable heterogeneity. Our results show that occupational safety measures, the intensive use of quality management tools and the empowerment of workers all help to reduce the number of injuries. We have also confirmed the presence of synergies between the organisational factors analysed and the development of an occupational safety strategy featuring participation and the extension of prevention to all levels of the organisation.

La primera necesidad de los peces es la higiene. La elaboración de Programas de Gestión Sanitaria (PGS) aplicables a la industria, dentro de un marco realista y eficiente, pueden contribuir positivamente a la mejora sistemática de la productividad, afectando no sólo a la cantidad y calidad del producto, sino directamente a la eficiencia económica de la empresa. Las principales normas deben quedar reflejadas dentro de un Plan de Control Sanitario (PCS) de la instalación, normas que deben ser de obligado cumplimiento, tanto para los trabajadores como para las visitas. El seguimiento del PCS se realiza mediante la aplicación de un Sistema de Análisis de Peligros y Puntos Críticos de Control (APPCC), sistema que forma parte, a su vez, del Sistema de Gestión de la Calidad (SGC). No será factible la aplicación de ninguno de estos programas, planes y sistemas sin un uso racional del autocontrol. Hygiene is the first need that fish have. The elaboration of the Sanitary Management Programs (SMP) which industrial application, inside a realistic and efficient framework, could contribute positively to the systematic improvement of the production, affecting not only to the quantity and quality of the product, but that affect directly to the economic efficiency of the company. The main norms will be reflected in a Sanitary Control Plan (SCP) of the facilities, these norms must be obligatory fulfilment for the workers and visits. The monitoring of the SCP will do meanly the application of the Hazard Analysis and Critical Control Point (HACCP), system that it is a part, also, of the Quality Management System (QMS). It is not possible, the application of any of this programs, plans and systems, without a rational use of the auto control processes.

La iniciativa ATLANTIDA engloba numerosos estudios de ingeniería con el objetivo de reformar el actual sistema de gestión del tráfico aéreo. Dentro de estos estudios se encuentran diversas investigaciones en el campo de las comunicaciones móviles. La gran variabilidad del entorno aeronáutico promueve el estudio de sistemas de comunicaciones móviles capaces de funcionar en este tipo de entorno. Este proyecto propone un sistema de comunicaciones WiMAX en un entorno aeronáutico con aviones no tripulados utilizando la modulación OFDM.

El uso de indicadores es una herramienta muy útil cuando intervienen varios factores dentro de un mismo estudio o comparación. En el presente proyecto se ha propuesto una metodología para evaluar un programa específico de acciones para la mejora de la calidad del aire (ProAire) en la ciudad guanajuatense de León, México. Se trata de la propuesta de indicadores ambientales, de salud, económicos y sociales que puedan aplicar en acciones del ProAire para evaluar su puesta en marcha y cómo, mediante toda la información recopilada a lo largo de este estudio, se van a aplicar estos indicadores, que van a dar una idea sobre cómo se está desarrollando el ProAire y si éste requiere de alguna modificación para mejorar. Al aplicarse los indicadores, se realiza un balance de cuáles son las acciones más importantes ambientalmente y socialmente y se hace hincapié en la necesidad de prestarles mayor atención. También se describen varias propuestas de mejora y consejos a aplicar en el programa para que éste sea más eficiente y los actores implicados puedan desarrollar sus acciones con mayor rapidez. Mediante el presente estudio se puede comprobar cómo de importante es la sociedad y los recursos económicos dentro de la problemática medioambiental.

The aim of this paper is to analyse the effects of human capital, advanced manufacturing technologies (AMT), and new work organizational practices on firm productivity, while taking into account the synergies existing between them. This study expands current knowledge in this area in two ways. First, in contrast with previous works, we focus on AMT and not ICT (information and communication technologies). Second, we use a unique employer-employee data set for small firms in a particular area of southern Europe (Catalonia, Spain). Using a small firm data set, allows us to analyse the particular case of small and medium enterprises, since we cannot assume they have the same characteristics as large firms. The results provide evidence in favor of the complementarity hypothesis between human capital, advanced manufacturing technologies, and new work organization practices, although we show that the complementarity effects depend on what type of work organization practices are used by a firm. For small and medium Catalan firms, the only set of work organization practices that improve the benefits of human capital and technology investment are those practices which are more quality oriented, such as quality circles, problem-solving groups or total quality management.
