We present a new technique for audio signal comparison based on tonal subsequence alignment and its application to detect cover versions (i.e., different performances of the same underlying musical piece). Cover song identification is a task whose popularity has increased in the Music Information Retrieval (MIR) community along in the past, as it provides a direct and objective way to evaluate music similarity algorithms.This article first presents a series of experiments carried outwith two state-of-the-art methods for cover song identification.We have studied several components of these (such as chroma resolution and similarity, transposition, beat tracking or Dynamic Time Warping constraints), in order to discover which characteristics would be desirable for a competitive cover song identifier. After analyzing many cross-validated results, the importance of these characteristics is discussed, and the best-performing ones are finally applied to the newly proposed method. Multipleevaluations of this one confirm a large increase in identificationaccuracy when comparing it with alternative state-of-the-artapproaches.

The core objective of this research process was to design an operational tool for place brand analysis. By modelling the emotional significance and the deeper-lying symbols associated to a specific place identity I expected to create a semiotic tool that could be applied, mutatis mutandis, on other similar place brands. As a field case study to develop the instrument, my choice of the research arena was Barcelona city, the capital of Catalonia Autonomous Community, Spain. Barcelona brand identity was approached in the line of the Chicago Urban Anthropology School. The research methods were designed according to the prescriptions of the urban anthropology, namely qualitative methods: in-depth interviews and discourse analysis. The final research outcome was a model summarizing a range of specific emotional values that support a place brand to position in the collective mindset and to assume a positively valued status and identity in the world order.

Aquest projecte, s’ha desenvolupat en un marc empresarial, concretament al departamentR+D+i de l’empresa Wonesys S.L. de Sant Cugat del Vallès. L’empresa es dedica aldesenvolupament d’equipament per transmissions òptiques.Les eines de gestió dels equips existents, no satisfan els requeriments de l’empresa i amb aquest projecte es busca la implementació d’una eina per fer-ho. Entre les aplicacions actuals es pot trobar, per una banda, un sistema EMS (Element Management System) que ofereix interfíciegràfica d’usuari, però que requereix una infrastructura complexa per ser executada. Per l’altra banda, fins a tres interfícies diferents per connectar directament amb els equips, dues d’elles basades en protocols estàndard i una tercera que implementa un protocol propietari. Es tractad’interfícies d’intercanvi de text, per tant, la gestió mitjançant les mateixes es fa molt poc pràctica tot i no requerir cap infrastructura complexa com en el cas anterior. Una combinació de les virtuts de les anteriors són, a grans trets, els requeriments de la nova aplicació. Es volconstruir, doncs, una aplicació amb interfície gràfica d’usuari complerta que pugui ser accessible de forma senzilla utilitzant, tan sols, un terminal com a maquinari de suport.Un anàlisi del mercat il·lustra que hi ha molta disparitat en aplicacions similars. Hi ha grans diferències entre aplicacions de fabricants d’equipament i altres que només fan aplicacions per tercers.De les diverses possibilitats presentades per dur a terme la implementació, després d’un detingut anàlisi, es considera que la millor opció és el desenvolupament d’una aplicació web. Com l’aplicació ha de residir en un sistema Linux encastat, es fa un repàs del concepte ‘encastat’. Es defineix el terme i es dóna una mirada al mercat. Es descriuen i es comparen les arquitecturesARM i x86 i es relacionen amb el món encastat.Al tractar-se d’un sistema encastat amb arquitectura diferent a la d’un entorn web habitual, l’elecció de les eines representa un paper molt important, així com el procés de compilació i configuració d’eines que tradicionalment s’obtenen compilades.S’han escollit eines de programari lliure i dissenyades especialment per a entorns encastats. El patró de disseny usat pel desenvolupament de l’aplicació web és el Model View Controller, que facilita l’estructuració i un correcte manteniment de l’aplicació.La utilització de la tecnologia web resulta en una aplicació senzilla d’utilitzar, sense necessitat d’instal·lació de cap tipus per part de l’usuari i amb una interfície gràfica molt versàtil. La valoració per part dels usuaris de l’aplicació, tant treballadors de l’empresa en tasques dedesenvolupament i depuració, com clients en equips en explotació, és molt positiva. Tant és així, que sorgeixen opcions per reformular el sistema EMS per unificar interfícies i reaprofitar codi.

Per què a un fumador del Canadà li costa 10 vegades més diners comprar un paquet de tabac que el que li costa a un fumador de Cuba? Què se n’ha fet dels anuncis de Marlboro als cotxes de l’escuderia automovilística Ferrari? Comés que s’han creat espais reservats per a fumadors en els últims anys? Aquestes i altres preguntes sobre el món del tabac conformen l’objecte del nostre treball d’investigació. El nostre propòsit és intentar donar resposta a qüestions com aquestes, i fer que el lector entengui realment a què es deuen aquests canvis en l’estructura del mercat del tabac. Mostrarem, mitjançant una mirada analítica dels diferents factors, que gran part d’aquests efectes en un producte (com pot ser el cigarret, en el cas que ens ocupa) són extrapolables a altres béns i que es poden explicar des del punt de vista econòmic, examinant les decisions d’agents amagats com ara el govern, i considerant les repercussions dels diferents tipus de polítiques.Com tots sabem, el món actual està conformat per un seguit de relacions entre individus, o millor dit, agents econòmics que interactuen entre ells. Els resultats d’aquestes interaccions determinen el comportament de variables que, ben definides, poden ser estudiades, així com els seus efectes. Nosaltres hem intentat mostrar d’una manera senzilla i a l’abast de tothom fins a quin punt arriben aquestes interrelacions. El que preteníem en tot moment basar-nos en dades objectives obtingudes previ estudi. Es per això que, de la mateixa manera que al acabar el treball el lector serà capaç d’entendre per què varia elpreu del mateix bé al creuar una frontera, queda a càrrec de cadascú determinar si, per exemple, els fumadors són objectes de persecució o de si les mesures paternalistes del govern envers la prohibició de la publicitat estan justificades.

Can rules be used to shield public resources from political interference? The Brazilian constitution and national tax code stipulate that revenue sharing transfers to municipal governments be determined by the size of counties in terms of estimated population. In this paper I document that the population estimates which went into the transfer allocation formula for the year 1991 were manipulated, resulting in significant transfer differentials over the entire 1990's. I test whether conditional on county characteristics that might account for the manipulation, center-local party alignment, party popularity and the extent of interparty fragmentation at the county level are correlated with estimated populations in 1991. Results suggest that revenue sharing transfers were targeted at right-wing national deputies in electorally fragmented counties as well as aligned local executives.

This paper estimates the effect of judicial institutions on governance at the local level in Brazil. Our estimation strategy exploits a unique institutional feature of state judiciary branches which assigns prosecutors and judges to the most populous among contiguous counties forming a judiciary district. As a result of this assignment mechanism there are counties with nearly identical populations, some with and some without local judicial presence, which we exploit to impute counterfactual outcomes. Conditional on observable county characteristics, offenses per civil servant are about 35% lower in counties that have a local seat of the state judiciary. The lower incidence of infractions stems mostly from fewer violations of financial management regulations by local administrators, fewer instances of problems in project execution and project managment, fewer cases of non-existent or ineffective civil society oversight and fewer cases of improper handling of remittances to local residents.

In this paper we describe the existence of financial illusion in public accountingand we comment on its effects for the future sustainability of local publicservices. We relate these features to the lack of incentives amongst publicmanagers for improving the financial reporting and thus management of publicassets. Financial illusion pays off for politicians and managers since it allowsfor larger public expenditure increases and managerial slack, these beingarguments in their utility functions. This preference is strengthen by the shorttime perspective of politically appointed public managers. Both factors runagainst public accountability. This hypothesis is tested for Spain by using anunique sample. We take data from around forty Catalan local authorities withpopulation above 20,000 for the financial years 1993-98. We build this databasis from the Catalan Auditing Office Reports in a way that it can be linkedto some other local social and economic variables in order to test ourassumptions. The results confirm that there is a statistical relationship between the financialillusion index (FI as constructed in the paper) and higher current expenditure.This reflects on important overruns and increases of the delay in payingsuppliers, as well as on a higher difficulties to face capital finance. Mechanismsfor FI creation have to do among other factors, with delays in paying suppliers(and thereafter higher future financial costs per unit of service), no adequateprovision for bad debts and lack of appropriate capital funding either forreposition or for new equipments. For this, it is crucial to monitor the way inwhich capital transfers are accounted in local public sheet balances. As a result,for most of the Municipalities we analyse, the funds for guaranteeing continuityand sustainability of public services provision are today at risk.Given managerial incentives at present in public institutions, we conclude thatpublic regulation recently enforced for assuring better information systems inlocal public management may not be enough to change the current state of affairs.

Iterated Local Search has many of the desirable features of a metaheuristic: it is simple, easy to implement, robust, and highly effective. The essential idea of Iterated Local Search lies in focusing the search not on the full space of solutions but on a smaller subspace defined by the solutions that are locally optimal for a given optimization engine. The success of Iterated Local Search lies in the biased sampling of this set of local optima. How effective this approach turns out to be depends mainly on the choice of the local search, the perturbations, and the acceptance criterion. So far, in spite of its conceptual simplicity, it has lead to a number of state-of-the-art results without the use of too much problem-specific knowledge. But with further work so that the different modules are well adapted to the problem at hand, Iterated Local Search can often become a competitive or even state of the artalgorithm. The purpose of this review is both to give a detailed description of this metaheuristic and to show where it stands in terms of performance.

This paper presents a case study of a well-informed investor in the South Sea bubble. We argue that Hoare's Bank, a fledgling West End London banker, knew that a bubble was in progress and nonetheless invested in the stock; it was profitable to "ride the bubble." Using a unique dataset on daily trades, we show that this sophisticated investor was not constrained by institutional factors such as restrictions on short sales or agency problems. Instead, this study demonstrates that predictable investor sentiment can prevent attacks on a bubble; rational investors may only attack when some coordinating event promotes joint action.

In May 1927, the German central bank intervenedindirectly to reduce lending to equity investors.The crash that followed ended the only stockmarket boom during Germany s relative stabilization 1924-28. This paper examines thefactors that lead to the intervention as well asits consequences. We argue that genuine concernabout the exuberant level of the stock market,in addition to worries about an inflow offoreign funds, tipped the scales in favour ofintervention. The evidence strongly suggeststhat the German central bank under HjalmarSchacht was wrong to be concerned aboutstockprices-there was no bubble. Also, theReichsbank was mistaken in its belief thata fall in the market would reduce theimportance of short-term foreign borrowing,and help to ease conditions in the money market.The misguided intervention had important realeffects. Investment suffered, helping to tipGermany into depression.

External knowledge is an important input for the innovation process of firms. Increasingly, this knowledge is likely to originate fromoutside of their national borders. This explains the preoccupationof policymakers with stimulating local technology transfers coming from international firms. We find that firms that have access to the international technology market are more likely to transfer technology to the local economy. In doing so, we qualify the traditional assertion that multinational firms are more likelyto transfer technology to the local economy. Once controlled for the superior access to the international technology market that multinationals enjoy, we find that these firms are not more likelyto transfer technology to the local economy compared to exportingor local firms that have access to the international technology market. In summary, the main result of this paper is that it isnot so much the international character of the firms, but rathertheir access to the international technology market that is important for generating external knowledge transfers to the local economy.

In this paper we address a problem arising in risk management; namely the study of price variations of different contingent claims in the Black-Scholes model due to anticipating future events. The method we propose to use is an extension of the classical Vega index, i.e. the price derivative with respect to the constant volatility, in thesense that we perturb the volatility in different directions. Thisdirectional derivative, which we denote the local Vega index, will serve as the main object in the paper and one of the purposes is to relate it to the classical Vega index. We show that for all contingent claims studied in this paper the local Vega index can be expressed as a weighted average of the perturbation in volatility. In the particular case where the interest rate and the volatility are constant and the perturbation is deterministic, the local Vega index is an average of this perturbation multiplied by the classical Vega index. We also study the well-known goal problem of maximizing the probability of a perfect hedge and show that the speed of convergence is in fact dependent of the local Vega index.

This paper uses a regression discontinuity design to estimate the impact of additional unrestrictedgrant financing on local public spending, public service provision, schooling, literacy, andincome at the community (municipio) level in Brazil. Additional transfers increased local publicspending per capita by about 20% with no evidence of crowding out own revenue or otherrevenue sources. The additional local spending increased schooling per capita by about 7% andliteracy rates by about 4 percentage points. The implied marginal cost of schooling -accountingfor corruption and other leakages- amounts to about US$ 126, which turns out to be similar tothe average cost of schooling in Brazil in the early 1980s. In line with the effect on human capital,the poverty rate was reduced by about 4 percentage points, while income per capita gains werepositive but not statistically significant. Results also suggest that additional public spending hadstronger effects on schooling and literacy in less developed parts of Brazil, while poverty reductionwas evenly spread across the country.

A tool for user choice of the local bandwidth function for a kernel density estimate is developed using KDE, a graphical object-oriented package for interactive kernel density estimation written in LISP-STAT. The bandwidth function is a cubic spline, whose knots are manipulated by the user in one window, while the resulting estimate appears in another window. A real data illustration of this method raises concerns, because an extremely large family of estimates is available.
