Desde finales de los 80 se produce un aumento significativo y rápido de los programas de asistencia financiados por la Unión y que incluyen medidas destinadas a la protección y promoción de los derechos humanos. Sin embargo, este aspecto positivo de promoción encuentra su anverso en una serie de medidas que la UE introduce en sus acuerdos con terceros y que permiten, en caso de que se produzcan violaciones en este campo que la Unión pueda dar por terminado, o bien suspender, el acuerdo en cuestión. Este tipo de medidas son las llamadas cláusulas de condicionalidad democrática o de condicionalidad negativa, objeto de estudio del presente working paper. Dichas cláusulas establecen que los derechos humanos y los principios democráticos se consideren elementos esenciales en la relación con la Unión, lo que permite que en caso de incumplimiento se pueda llegar a la terminación del acuerdo. Si bien inicialmente los criterios que se tenían en cuenta para condicionar créditos o ayudas eran los económicos, con el tiempo vemos como crece la importancia que van adquiriendo los derechos humanos y la democracia como requisitos indispensables en base a los cuales se condicionan las ayudas económicas o la celebración de acuerdos internacionales, y un medio en manos de la UE para mostrar su disconformidad ante determinadas situaciones, y para presionar a los gobiernos infractores y que deseen establecer relaciones con la comunidad. En el presente working paper se analizará el origen y la posterior consolidación como práctica habitual en las relaciones con la UE. Asimismo, se dará un repaso a la tipología utilizada en el clausulado de los Tratados con países terceros

¿Cómo se podría comprometer la Comunidad Internacional, en un mundo globalizado, para la resolución de conflictos?. En el siglo XXI, pasa necesariamente por un cuestionamiento de los métodos tradicionalmente empleados para la resolución de conflictos y la seguridad (frente a nuevos escenarios nuevas estrategias). Éstas toman forma en las doctrinas de la prevención, transformación, resolución de conflictos, gestión de crisis, y seguridad multidimensional/colectiva. Trasladándolo a Europa, la implantación de políticas comunes en las zonas en conflicto, urge cada día más. No existe una acción exterior colectiva ante el estallido de una crisis, porque al final siempre acaban prevaleciendo las decisiones de los Estados más poderosos. Es este mismo proceso decisional, anclado en las posturas realistas, el que bloquea o retarda todo intento de reacción común. Mientras, la violencia se sucede y asistimos impotentes a escenarios bélicos o escaladas, bajo la mirada atrapada de Occidente. La UE se enfrenta a un desafío cada vez más presente, por conseguir una acción globalizadora en materia de derechos humanos, porque frente a la globalización económica surge la necesidad de contrarestar sus efectos, globalizando también los derechos humanos. Cabría revisar las respuestas y capacidades europeas ante el estallido de una crisis.

Desde el Acta Única Europea de 1987, las sucesivas reformas de la Unión Europea se han realizado con el doble lema de mejorar tanto la eficacia de las políticas de la Unión como la transparencia y posibilidades de control democrático en el proceso decisorio europeo. La consolidación del doble lema eficacia-democracia ha evidenciado la necesidad de la UE de satisfacer las dos vertientes de la legitimidad clásicas de las democracias liberales: por un lado, la legitimidad asentada en los resultados (output legitimacy), es decir, que las instituciones funcionen eficientemente y sean capaces de llevar a cabo políticas eficaces y conformes a los valores que imperan en una sociedad; y por el otro, la legitimidad del proceso (input legitimacy) o, lo que es lo mismo, que las políticas se desarrollen siguiendo los procesos institucionales establecidos y que permitan el grado de participación y control público considerado adecuado en una comunidad política. El ámbito de la política exterior no ha estado exento de este debate sobre la necesidad de combinar eficacia y democracia, sobre todo a medida que dicho ámbito se ha ido ampliando funcionalmente con el desarrollo la Política Exterior y de Seguridad Común (PESC), su dimensión de defensa (PESD), los aspectos exteriores de las políticas de Justicia y Asuntos de Interior (JAI), o la Política Europea de Vecindad, que pasa transversalmente por todos los "pilares" de la UE. Los capítulos del presente libro pretenden examinar cómo ha progresado en los años recientes la política exterior europea en las dos dimensiones de la legitimidad señaladas (eficacia y control democrático), en cuatro áreas temáticas de la política exterior europea: promoción de la democracia y los derechos humanos, dimensión exterior de las políticas de Justicia y Asuntos de Interior, Política Europea de Vecindad y, por último, el papel de la UE en la gobernanza global.

This paper addresses the application of a PCA analysis on categorical data prior to diagnose a patients data set using a Case-Based Reasoning (CBR) system. The particularity is that the standard PCA techniques are designed to deal with numerical attributes, but our medical data set contains many categorical data and alternative methods as RS-PCA are required. Thus, we propose to hybridize RS-PCA (Regular Simplex PCA) and a simple CBR. Results show how the hybrid system produces similar results when diagnosing a medical data set, that the ones obtained when using the original attributes. These results are quite promising since they allow to diagnose with less computation effort and memory storage

In CoDaWork’05, we presented an application of discriminant function analysis (DFA) to 4 differentcompositional datasets and modelled the first canonical variable using a segmented regression modelsolely based on an observation about the scatter plots. In this paper, multiple linear regressions areapplied to different datasets to confirm the validity of our proposed model. In addition to dating theunknown tephras by calibration as discussed previously, another method of mapping the unknown tephrasinto samples of the reference set or missing samples in between consecutive reference samples isproposed. The application of these methodologies is demonstrated with both simulated and real datasets.This new proposed methodology provides an alternative, more acceptable approach for geologists as theirfocus is on mapping the unknown tephra with relevant eruptive events rather than estimating the age ofunknown tephra.Kew words: Tephrochronology; Segmented regression

The design of control, estimation or diagnosis algorithms most often assumes that all available process variables represent the system state at the same instant of time. However, this is never true in current network systems, because of the unknown deterministic or stochastic transmission delays introduced by the communication network. During the diagnosing stage, this will often generate false alarms. Under nominal operation, the different transmission delays associated with the variables that appear in the computation form produce discrepancies of the residuals from zero. A technique aiming at the minimisation of the resulting false alarms rate, that is based on the explicit modelling of communication delays and on their best-case estimation is proposed

The paper discusses maintenance challenges of organisations with a huge number of devices and proposes the use of probabilistic models to assist monitoring and maintenance planning. The proposal assumes connectivity of instruments to report relevant features for monitoring. Also, the existence of enough historical registers with diagnosed breakdowns is required to make probabilistic models reliable and useful for predictive maintenance strategies based on them. Regular Markov models based on estimated failure and repair rates are proposed to calculate the availability of the instruments and Dynamic Bayesian Networks are proposed to model cause-effect relationships to trigger predictive maintenance services based on the influence between observed features and previously documented diagnostics

First discussion on compositional data analysis is attributable to Karl Pearson, in 1897. However, notwithstanding the recent developments on algebraic structure of the simplex, more than twenty years after Aitchison’s idea of log-transformations of closed data, scientific literature is again full of statistical treatments of this type of data by using traditional methodologies. This is particularly true in environmental geochemistry where besides the problem of the closure, the spatial structure (dependence) of the data have to be considered. In this work we propose the use of log-contrast values, obtained by asimplicial principal component analysis, as LQGLFDWRUV of given environmental conditions. The investigation of the log-constrast frequency distributions allows pointing out the statistical laws able togenerate the values and to govern their variability. The changes, if compared, for example, with the mean values of the random variables assumed as models, or other reference parameters, allow definingmonitors to be used to assess the extent of possible environmental contamination. Case study on running and ground waters from Chiavenna Valley (Northern Italy) by using Na+, K+, Ca2+, Mg2+, HCO3-, SO4 2- and Cl- concentrations will be illustrated

Engineering of negotiation model allows to develop effective heuristic for business intelligence. Digital ecosystems demand open negotiation models. To define in advance effective heuristics is not compliant with the requirement of openness. The new challenge is to develop business intelligence in advance exploiting an adaptive approach. The idea is to learn business strategy once new negotiation model rise in the e-market arena. In this paper we present how recommendation technology may be deployed in an open negotiation environment where the interaction protocol models are not known in advance. The solution we propose is delivered as part of the ONE Platform, open source software that implements a fully distributed open environment for business negotiation

The system described herein represents the first example of a recommender system in digital ecosystems where agents negotiate services on behalf of small companies. The small companies compete not only with price or quality, but with a wider service-by-service composition by subcontracting with other companies. The final result of these offerings depends on negotiations at the scale of millions of small companies. This scale requires new platforms for supporting digital business ecosystems, as well as related services like open-id, trust management, monitors and recommenders. This is done in the Open Negotiation Environment (ONE), which is an open-source platform that allows agents, on behalf of small companies, to negotiate and use the ecosystem services, and enables the development of new agent technologies. The methods and tools of cyber engineering are necessary to build up Open Negotiation Environments that are stable, a basic condition for predictable business and reliable business environments. Aiming to build stable digital business ecosystems by means of improved collective intelligence, we introduce a model of negotiation style dynamics from the point of view of computational ecology. This model inspires an ecosystem monitor as well as a novel negotiation style recommender. The ecosystem monitor provides hints to the negotiation style recommender to achieve greater stability of an open negotiation environment in a digital business ecosystem. The greater stability provides the small companies with higher predictability, and therefore better business results. The negotiation style recommender is implemented with a simulated annealing algorithm at a constant temperature, and its impact is shown by applying it to a real case of an open negotiation environment populated by Italian companies

Emotions are crucial for user's decision making in recommendation processes. We first introduce ambient recommender systems, which arise from the analysis of new trends on the exploitation of the emotional context in the next generation of recommender systems. We then explain some results of these new trends in real-world applications through the smart prediction assistant (SPA) platform in an intelligent learning guide with more than three million users. While most approaches to recommending have focused on algorithm performance. SPA makes recommendations to users on the basis of emotional information acquired in an incremental way. This article provides a cross-disciplinary perspective to achieve this goal in such recommender systems through a SPA platform. The methodology applied in SPA is the result of a bunch of technology transfer projects for large real-world rccommender systems

The identification of compositional changes in fumarolic gases of active and quiescent volcanoes is one of the mostimportant targets in monitoring programs. From a general point of view, many systematic (often cyclic) and randomprocesses control the chemistry of gas discharges, making difficult to produce a convincing mathematical-statisticalmodelling.Changes in the chemical composition of volcanic gases sampled at Vulcano Island (Aeolian Arc, Sicily, Italy) fromeight different fumaroles located in the northern sector of the summit crater (La Fossa) have been analysed byconsidering their dependence from time in the period 2000-2007. Each intermediate chemical composition has beenconsidered as potentially derived from the contribution of the two temporal extremes represented by the 2000 and 2007samples, respectively, by using inverse modelling methodologies for compositional data. Data pertaining to fumarolesF5 and F27, located on the rim and in the inner part of La Fossa crater, respectively, have been used to achieve theproposed aim. The statistical approach has allowed us to highlight the presence of random and not random fluctuations,features useful to understand how the volcanic system works, opening new perspectives in sampling strategies and inthe evaluation of the natural risk related to a quiescent volcano

Pounamu (NZ jade), or nephrite, is a protected mineral in its natural form following thetransfer of ownership back to Ngai Tahu under the Ngai Tahu (Pounamu Vesting) Act 1997.Any theft of nephrite is prosecutable under the Crimes Act 1961. Scientific evidence isessential in cases where origin is disputed. A robust method for discrimination of thismaterial through the use of elemental analysis and compositional data analysis is required.Initial studies have characterised the variability within a given nephrite source. This hasincluded investigation of both in situ outcrops and alluvial material.
