En este trabajo se exploran los condicionantes sociológicos e institucionales del mercado del servicio doméstico en Europa. Para ello se trabajó, básicamente, en tres líneas de investigación que aun están en curso. La primera, consiste en una exploración filosófica republicana, histórica y jurídica de la familia y la empresa capitalistas como instituciones que tienen una raigambre histórica común –la antigua domus, donde se desarrollaban todas las actividades productivas y reproductivas y que se caracterizaba constitutivamente por relaciones de dominación entre el propietario de los medios de producción y todos aquéllos que dependían de éste para subsistir-. Bajo el capitalismo, la familia –entendida ya como el hombre, su mujer e hijos legítimos- se constituyó en una institución eminentemente privada y las actividades desarrolladas en su seno quedaron fuera de lo que se consideró trabajo susceptible de reconocimiento económico. En este sentido, la normativa que regula al servicio doméstico como una relación laboral de carácter “especial” es un reflejo de la desvalorización socioeconómica de que ha sido objeto el trabajo reproductivo y la asociación conceptual entre la “improductividad” del ama de casa y la empleada doméstica. En la segunda línea del trabajo se exploraron las variaciones cuantitativas del mercado del servicio doméstico en Europa, cuya trayectoria presenta una forma de U entre la década de 1880 y mediados de la década de 1990. También mediante el análisis de fuentes secundarias de datos se pudieron establecer las profundas diferencias regionales que ha comportado este resurgimiento del empleo en servicios domésticos y su peso dentro de la estructura de empleo de cada sociedad. Por último, en la tercera se indagó la fluctuación histórica y geográfica de la oferta de trabajadoras domésticas en Europa, que pasó de las migraciones internas a las internacionales, coincidiendo con periodos de fuerte desigualdad económica entre las zonas expulsoras y receptoras.

Whilst scholars have long recognised that processes of decentralisation create new regional arenas where distinct patterns of party competition are likely to emerge, there has been little systematic analysis of the dynamics of such competition. This working paper thus proposes a framework for analysing party competition between regional branches of state-wide parties, and autonomist parties, in regional arenas. Firstly, the different strategies political parties may adopt in response to their perceptions of voter preferences and to the strategies pursued by their competitors are identified. Secondly, different factors that impact on parties' strategic choices, and which may constrain a party's ability to select electorally optimal strategies in a given political context, are proposed.

In recent years traditional inequality measures have been used to quite a considerable extent to examine the international distribution of environmental indicators. One of its main characteristics is that each one assigns different weights to the changes that occur in the different sections of the variable distribution and, consequently, the results they yield can potentially be very different. Hence, we suggest the appropriateness of using a range of well-recommended measures to achieve more robust results. We also provide an empirical test for the comparative behaviour of several suitable inequality measures and environmental indicators. Our findings support the hypothesis that in some cases there are differences among measures in both the sign of the evolution and its size. JEL codes: D39; Q43; Q56. This paper analyzes the role of the energy transformation index and of final energy consumption per GDP unit in the disparities in energy intensity across countries. In that vein, we use a Theil decomposition approach to analyze global primary energy intensity inequality as well as inequality across different regions of the world and inequality within these regions. The paper first demonstrates the pre-eminence of divergence in final energy consumption per GDP unit in explaining global primary energy intensity inequality and its evolution during the 1971-2006 period. Secondly, it shows the lower (albeit non negligible) impact of the transformation index in global primary energy inequality. Thirdly, the relevance of regions as unit of analysis in studying crosscountry energy intensity inequality and their explanatory factors is highlighted. And finally, how regions around the world differ as to the relevance of the energy transformation index in explaining primary energy intensity inequality.

This paper analyses the impact of different instruments of fiscal policy on economic growth as well as on income inequality, using an unbalanced panel of 43 upper-middle and high income countries for the period 1972-2006. We consider and estimate two individual equations explaining growth and inequality in order to assess the incidence of different fiscal policies. Firstly, our approach considers imposing orthogonal assumptions between growth and inequality in both equations, and secondly, it allows growth to be included in the inequality equation, and inequality to be included in the growth equation. The empirical results suggest that an increase in the size of government measured through current expenditures and direct taxes diminishes economic growth while reducing inequality, being public investment the only fiscal policy that may break this trade-off between efficiency and equity, since increases in this item reduces inequality without harming output. Therefore, the results reflect that the trade-off between efficiency and equity that governments often confront when designing their fiscal policies may be avoided.

The design of European mitigation policies requires a detailed examination of the factors explaining the unequal emissions in the different countries. This research analyzes the evolution of inequality in CO2 per capita emissions in the European Union (EU-27) in the 1990-2006 period and its explanatory factors. For this purpose, we decompose the Theil index of inequality into the contributions of the different Kaya factors. The decomposition is also applied to the inequality between and within groups of countries (North Europe, South Europe, and East Europe). The analysis shows an important reduction in inequality, to a large extent due to the smaller differences between groups and because of the lower contribution of the energy intensity factor. The importance of the GDP per capita factor increases and becomes the main explanatory factor. However, within the different groups of countries the carbonization index appears to be the most relevant factor in explaining inequalities.

The problem of finding a feasible solution to a linear inequality system arises in numerous contexts. In [12] an algorithm, called extended relaxation method, that solves the feasibility problem, has been proposed by the authors. Convergence of the algorithm has been proven. In this paper, we onsider a class of extended relaxation methods depending on a parameter and prove their convergence. Numerical experiments have been provided, as well.

En esta nota se recopilan y/o construyen algunos indicadores de desempeño para los sistemas educativos de las regiones españolas durante los cursos 2005-06 a 2007-08 a partir de la información suministrada por diversas publicaciones del Ministerio de Educación. Aunque el trabajo se concentra en los niveles educativos no universitarios, se ofrecen también algunos resultados preliminares a nivel universitario.

In this paper we simulate and analyse the economic impact that sectorial productivity gains have on two regional Spanish economies (Catalonia and Extremadura). In particular we study the quantitative effect that each sector’s productivity gain has on household welfare (real disposable income and equivalent variation), on the consumption price indices and factor relative prices, on real production (GDP) and on the government’s net income (net taxation revenues of social transfers to households). The analytical approach consists of a computable general equilibrium model, in which we assume perfect competition and cleared markets, including factor markets. All the parameters and exogenous variables of the model are calibrated by means of two social accounting matrices, one for each region under study. The results allow us to identify those sectors with the greatest impact on consumer welfare as the key sectors in the regional economies. Amb l'augment de l’ús de la quimioradioteràpia concomitant (CCRT) al tractament del carcinoma avançat de cap i coll, la cirurgia ha perdut terreny com a primer tractament i s’ha reservat pel tractament de rescat en cas de recidiva loco-regional. L’objectiu de l’estudi es revisar la nostra experiència en pacients amb recidiva local o regional després del tractament amb CCRT i als que se’ls hi va realitzar cirurgia de rescat. El 83% del pacients amb cirurgia de rescat en el lloc del tumor primari van requerir algun tipus de reconstrucció amb penjalls regionals o lliures microanastomosats.

Objectiu: avaluar quines característiques del pacient i de la tècnica influeixen en la predicció de dificultat en la realització d’un bloqueig neuroaxial. Material i mètodes: estudi observacional prospectiu de 539 pacients sotmesos a un bloqueig regional neuroaxial. Registrem dades demogràfiques, anatòmiques, relacionades amb la tècnica (palpació d’estructures de referència, grau de flexió, morfologia de la curvatura lumbar), experiència anestesiòleg i número d’intents amb/sense redirigir l’agulla. Variable resposta: punció fàcil/difícil. Resultats i conclusions: variables predictives independents de dificultat: flexió dolenta/regular, palpació dolenta/regular d’estructures anatòmiques de referència i curvatura lumbar no convexa. Anatomia, edat i IMC van quedar excloses.

An examination of the impact in the US and EU markets of two major innovations in the provision of air services on thin routes - regional jet technology and the low-cost business model - reveals significant differences. In the US, regional airlines monopolize a high proportion of thin routes, whereas low-cost carriers are dominant on these routes in Europe. Our results have different implications for business and leisure travelers, given that regional services provide a higher frequency of flights (at the expense of higher fares), while low-cost services offer lower fares (at the expense of lower flight frequencies). Employment flexibility is commonly associated to greater labour mobility and thus faster cross-regional adjustments. The literature however offers very little hard evidence on this and quite limited theoretical guidance. This paper examines empirically the relationship between employment flexibility and cross-regional adjustment (migration) at the regional and local levels in the UK. Employment flexibility is associated to higher labour mobility (but only at a rather localised scale) and at the same time seems to reduce the responsiveness of migration to unemployment. This suggest that rising flexibility may be linked to higher persistence in spatial disparities, as intra-regional adjustments are strengthened while extraregional adjustments weakened.
