Authors working on "industrial metabolism" or "social metabolism" look at the economy in terms of flows of energy and materials. Together with the ecological economists, they see the economy as a subsystem of a larger physical system. Marx and Engels followed with a few years’ delay many of the remarkable scientific and technical novelties of their time.

Un dels principals exponents del progrés en el nivell de vida és l’existència d’un accés generalitzat i regular de la població a una ingesta d’aliments suficient i de qualitat, que cobreixi de forma adequada els requeriments pel ple desenvolupament fisiològic i que suposi la reducció al mínim de les malalties associades a l’alimentació. Durant una gran part de la història, l’alimentació de les poblacions humanes, i en particular de les europees, s’ha caracteritzat per la seva monotonia i la irregularitat en la disponibilitat dels aliments més importants. Aquestes, juntament amb un deficient tractament higiènic i de conservació dels aliments ingerits, seran les notes dominants dels sistemes alimentaris europeus durant molts segles. Va ser des de finals del segle XVIII i principis del segle XIX quan, simultàniament al desenvolupament de la producció agrària i a la industrialització, es va iniciar el que es considera com una transició nutricional o dietètica moderna, que ha culminat a la segona meitat del segle XX amb profunds canvis en els sistemes alimentaris. Catalunya no estarà al marge d’aquestes transformacions, i experimentarà des del segle XVIII importants canvis en els seus sistemes agraris, els seus sistemes alimentaris, els canals de distribució i el modern tractament dels aliment. L’objectiu d’aquest treball és doncs, analitzar com es manifesta aquesta transició alimentària a la Catalunya contemporània, que es situa entre mitjans segle XIX i la guerra civil.

The main argument developed here is the proposal of the concept of “Social Multi-Criteria Evaluation” (SMCE) as a possible useful framework for the application of social choice to the difficult policy problems of our Millennium, where, as stated by Funtowicz and Ravetz, “facts are uncertain, values in dispute, stakes high and decisions urgent”. This paper starts from the following main questions: 1. Why “Social” Multi-criteria Evaluation? 2. How such an approach should be developed? The foundations of SMCE are set up by referring to concepts coming from complex system theory and philosophy, such as reflexive complexity, post-normal science and incommensurability. To give some operational guidelines on the application of SMCE basic questions to be answered are: 1. How is it possible to deal with technical incommensurability? 2. How can we deal with the issue of social incommensurability? To answer these questions, by using theoretical considerations and lessons learned from realworld case studies, is the main objective of the present article.

The public perception of the EU in Spain varies greatly. The most positive aspects of Spanish membership are associated with the consolidation of democracy, economic growth, the introduction of the euro, the growth in employment and structural and cohesion funds, the increase in the female participation rate, and the equal opportunities policies. The analysts are in favour of common objectives in the employment policy and multi-level government. The less positive aspects of the EU are the risks of losing social protection and loss of employment in some sectors due to mergers of multinationals and delocalization of companies towards Eastern Europe. The continuous demands for reform of the welfare state, the toughening of the conditions of access to social benefit and the reform of the labour market are also seen as problematic issues. Barriers to technological changes have recently been shown to be a key element in explaining differences in output per worker across countries. This study examines the role that labour market features and institutions have in explaining barriers to technology adoption. I build a model that includes labour market frictions, capital market imperfections and heterogeneity in workers' skills. I found that the unemployment rate together with the welfare losses that workers experiment after displacement are key factors in explaining the existence of barriers to technology adoption. Moreover, I found that none of these factors alone is sufficient to build these barriers. The theory also suggests that welfare policies like the unemployment insurance system may enhance these kinds of barriers while policies like a severance payment system financed by an income tax seem to be more effective in eliminating them.

In this paper we use micro data from the Spanish Family Expenditure Survey for 1990 to estimate, for the first time, the private and social rates of return of different university degrees in Spain. We compute internal rates of return and include investment on higher education financed by the public purse to estimate social rates of return. The aim of this paper is to analyze the causes leading to social exclusion dynamics. In particular, we wish to understand why any individual experiencing social exclusion today is much more likely to experience it again. In fact, there are two distinct processes that may generate a persistence of social exclusion: heterogeneity (individuals are heterogeneous with respect to some observed and/or unobserved adverse characteristics that are relevant for the chance of experiencing social exclusion and persistence over time) and true state of dependence (experiencing social exclusion in a specific time period, in itself, increases the probability of undergoing social exclusion in subsequent periods). Distinguishing between the two processes is crucial since the policy implications are very different.

Sovint parlem de les comarques catalanes en termes de grups més o menys homogenis. Per exemple, les segmenten en riques i pobres, en dinàmiques i estancades, en interiors o costaneres, etc. Apart de l'interès com a instrument de síntesi, el grau de formació de grups cohesionats i distants entre si pot ser un assumpte rellevant en termes de la cohesió territorial. En aquestes circumstàncies, la disponibilitat d'una mesura específica que permeti la quantificació precisa d'aquest fenomen sembla particularment útil. En aquest sentit, la literatura ens ha suggerit diverses mesures de polarització, entre les que shaurien de destacar els Índexos de Polarització Generalitzada (Esteban, Gradín i Ray (1999)). El principal objecte d'aquest treball consisteix a aplicar aquestes mesures a la distribució comarcal de la renda a Catalunya al llarg del període 1990-2002. El principal resultat obtingut apunta cap a una creixent polarització econòmica de les comarques que, conjuntament amb l'increment observat en les desigualtats, recolzaria una actitud molt més decidida per part de l'administració en el reequilibri del territori.

Social exclusion can be defined as a process leading to a state of multiple functioning deprivations. Cross-sectional headcount ratios of social exclusion may overstate the extent of the problem if most individuals do not remain in the same state in successive years. To address this issue, we need to focus on mobility. Therefore, the aim of this paper is to analyse changes in the individual levels of social exclusion focusing on the extent to which individuals change place in social exclusion distribution.

The decisions of many individuals and social groups, taking according to well-defined objectives, are causing serious social and environmental problems, in spite of following the dictates of economic rationality. There are many examples of serious problems for which there are not yet appropriate solutions, such as management of scarce natural resources including aquifer water or the distribution of space among incompatible uses. In order to solve these problems, the paper first characterizes the resources and goods involved from an economic perspective. Then, for each case, the paper notes that there is a serious divergence between individual and collective interests and, where possible, it designs the procedure for solving the conflict of interests. With this procedure, the real opportunities for the application of economic theory are shown, and especially the theory on collective goods and externalities. The limitations of conventional economic analysis are shown and the opportunity to correct the shortfalls is examined. Many environmental problems, such as climate change, have an impact on different generations that do not participate in present decisions. The paper shows that for these cases, the solutions suggested by economic theory are not valid. Furthermore, conventional methods of economic valuation (which usually help decision-makers) are unable to account for the existence of different generations and tend to obviate long-term impacts. The paper analyzes how economic valuation methods could account for the costs and benefits enjoyed by present and future generations. The paper studies an appropriate consideration of preferences for future consumption and the incorporation of sustainability as a requirement in social decisions, which implies not only more efficiency but also a fairer distribution between generations than the one implied by conventional economic analysis.

Les polítiques ambientals són el resultat d’un gran nombre de factors: el context social, el moment polític, el marc internacional, etc. En l’àmbit català s’ha demostrat que un factor que pot impactar de manera rellevant és l’aflorament de moviments ciutadans que reclamen canvis en les formes de fer política, encaminant-les cap a models més sostenibles. Malgrat sembli complicat que en el cas de l’energia es donin les condicions que van permetre el pas a la Nova Cultura de l’Aigua, no es descarta la possibilitat que s’arribi per altres mitjans a un canvi del paradigma energètic, ja que no tots els canvis són sempre apreciables des dels seus inicis.
