Maybe because of the inconclusive nature of the results on the impact of public capital on output at the regional level, the issue of the possible existence of the regional spillovers from public capital formation has received little attention. The objective of this paper is to provide evidence on the possible existence of such spillovers. We consider the case of Spain and its seventeen regions. Our methodological approach consists in estimating an aggregate VAR model for Spain as well as seventeen region-specific VAR models in which both capital installed in the region and capital installed outside the region are allowed to play a role in enhancing regional output. The estimation results can be summarized as follows. The aggregate effects of public capital formation in Spain are important. They cannot, however, be captured in their entirety by the direct effects in each region from public capital installed in the region itself. When for each region both the capital installed in the region and the capital installed outside the region are considered the total disaggregated effect from the seventeen regional models are very much in line with the aggregate results. Furthermore, the aggregate effect seems to be due in almost equal parts to the direct and spillover effects of public capital formation. Ultimately, this paper establishes the relevance of both capital installed in each region and spillover effects in the understanding of the regional decomposition of the aggregate effects of public capital formation. In doing so it opens the door to some tantalizing and potentially highly charged research issues in terms of the determination of the optimal location of public investment projects.

Estudi realitzat a partir d’una estada a Roma entre el 7 de gener i el 28 de febrer de 2006. S’ estudia la influència de les produccions bizantines i orientals a la península Ibèrica, a l’època visigoda i més enllà, fins i tot justificant una cronologia dels segles VIII-X dC per a molts dels capitells tradicionalment denominats mossàrabs del nord-oest peninsular. A més, s’enuncia una via per la investigació de les possibles influències llombardes a la península Ibèrica. També es comenten les relacions entre els capitells del nord-est peninsular i els de la Gàl.lia.

Fins a ben endins la dècada de 1920 la idea de que les malalties són entitats naturals essencialment contínues en l’espai i el temps —i, com a màxim, susceptibles en el cas de les afeccions infeccioses, d’experimentar canvis explicables per les lleis bioevolutives que regulen les relacions entre els diferents éssers vius— fou incontestable entre els historiadors de la malaltia, en gran manera en raó del paper “disciplinari” i, abans de res, legitimador de la ciència mèdica moderna, que la història de la medicina havia jugat des de la seva institucionalització a finals del segle XIX. Aquesta nota repassa la historiografia del segle XX sobre la malaltia humana des de la història de la medicina. Se n’examinen sucessivament: la “perspectiva bacteriològica”, la influència de la història cultural i social, i l’impacte del socioconstructivisme. A la fi, se n’apunten les propostes més recents des del “gir lingüístic” i el postrelativisme.

Estudi elaborat a partir d’una estada a la Universitat de Freiburg, Alemanya, al desembre del 2006. S’ ha aprofundit en la Treuhand alemanya, tot analitzant les relacions de caràcter fiduciari que aquesta contempla, els seus tipus i efectes. La matèria tenia especial interés donada la reempresa al 2006 de la redacció d'un esborrany d'avantprojecte de llei de patrimonis fiduciaris per part del Govern de Catalunya.

Treball de recerca realitzat per un alumne d’ensenyament secundari i guardonat amb un Premi CIRIT per fomentar l'esperit científic del Jovent l’any 2006. Les característiques ambientals de l’aula d’un centre educatiu : llum, soroll, temperatura, humitat, concentració d'oxigen i diòxid de carboni de l'aire, presencià de determinats microorganismes... són factors que determinen el grau de confort d'un espai i que poden repercutir en el rendiment escolar. S'ha realitzat una meticulosa auditoria ambiental d’una aula escolar, la qual s’ha estructurat en tres parts. S’ha descrit l'aula centrant-se en els aspectes d’ orientació, de dimensions, de llum, de calefacció i de contaminació acústica. En segon terme, s’ha realitzat una recerca teòrica d'informació de diferents variables de caire físic, químic i biològic que poden afectar el comportament i salut de les persones que utilitzen aquesta aula. Finalment, s’ha realitzat la recerca experimental per planificar l'auditoria, recollir les dades i, per a cada una de les variables mesurades, s’han especificat objectius, material emprat, procediment i tractament de resultats, utilitzant el programa MULTILAB. Els resultats de les mesures obtingudes es troben dins dels valors estàndards, tot i que es podrien millorar. S'estableixen relacions entre condicions ambientals i el comportament dels alumnes. El reglament per construcció de nous centres docents no especifica cap informació sobre contaminants biològics que són susceptibles d'alterar la salut dels alumnes. Es recomana efectuar controls periòdics de determinades variables poc estudiades que poden afectar el rendiment acadèmic de l'alumne com la relació temperatura/humitat, l'ergonomia dels seients, els nivells de CO2, la lllum i, fins i tot, el color de les parets.

En aquest treball s’explicita de manera molt detallada tot el procés de construcció d’una mostra aleatòria estratificada a partir de l’exemple concret de la construcció d’una mostra de convenis col•lectius. El document incideix especialment en la necessitat de fonamentar teòricament les operacions estadístiques que es porten a terme mitjançant els models d’anàlisi adequats i els marcs teòrics considerats més pertinents. D’aquesta forma es donen exemples, que poden servir de models per a la construcció d’altres mostres, de com enllaçar els nivells empíric i conceptual a l’hora de construir mostres aleatòries estratificades. El principal objectiu del treball és apuntar el requeriment de trencar pràcticament amb la tradicional divisió entre treball conceptual i treball empíric que roman totalment inqüestionada en el camp de la teoria del mostratge i de la metodologia sociològica, ja que mai es fonamenten (ni tampoc ningú ho demana) les operacions tècniques més bàsiques que realitza l’estadístic o el sociòleg.

Purpose - This paper focuses on analyzing the effect that public reforms have on the efficiency of state-owned enterprises in regulated environments. Design/methodology/approach - The research is focused in the postal sector where public and private companies must obey a legal framework related to provide a universal service. The analysis is carried out using a panel of 7 European postal operators for the period 1997-2003. The activity analyzed was the letter mail division; we take as key variable the unit cost of a letter and use a translog cost function where as independent variables we include traffic levels, labor cost per employee, quality and availability of the service as well as the type of ownership (public or private). Additionally, in a second stage the geographical differences among countries are considered. Findings - Results indicate that postal operators that experienced organizational changes without being privatized, such as the Spanish and Greek operators, do not have higher unit costs than privatized postal operators like the one of Germany and the Netherlands. Moreover, we find that in all cases the operator of Ireland appear to be the most efficient. In this case restructuring process has been carried out giving an important leadership role to workers. This suggests us that labor culture could be a key variable to study when analyzing reform processes in public enterprises. Originality/value - Our findings show that in a regulated environment like in the postal sector, public and private companies can obtain similar efficiency levels in term of unit costs.

The paper is divided into four sections. The first offers a critical assessment of explanations of both rationalist and constructivist approaches currently dominating European studies and assesses the notion of path dependence. The second and third sections analyse the role of both material interests and polity ideas in EU enlargement to Turkey, and conclude that explanations exclusively based on either strategic calculations or values and identities have significant shortcomings. The fourth section examines the institutional path of Turkey's candidacy to show how the course of action begun at Helsinki restricted the range of possible and legitimate options three years later in Copenhagen.

Atès que la presència de l'esport a Internet cada cop és més recurrent, aquest treball es centra en l'impacte d'Internet en les relacions existents entre alguns dels actors més importants a la indústria de l'esport a Europa: - Organitzacions esportives, que són productors del producte esportiu base; - Mitjans de comunicació, que comuniquen temes esportius; - Organitzacions comercials, que promocionen els seus productes a través de l'esport i els mitjans de comunicació (tot incloent els patrocinadors esportius); - Fans / consumidors del producte base de l' esport. Amb l'anàlisi de l'estructura i continguts d'una mostra de 27 llocs web d'aquestes organitzacions, i després de considerar els conceptes i teories sobre la comunicació a Internet, l'emergència del comerç electrònic i l'e-marketing, i com poden relacionar-se amb la indústria esportiva i la transmissió de missatges esportius, s'estableixen les conclusions sobre quin és l'impacte d'Internet a la indústria esportiva, quan som propers a l'inici de la convergència entre la televisió digital i Internet.

As a consequence of the terrorist attacks of 9/11 and the US-led war against Iraq, WMD and their proliferation have become a central element of the EU security agenda. In December 2003, the European Council adopted even a EU Strategy against Proliferation of WMD. The approach adopted in this Strategy can be largely described as a ‘cooperative security provider’ approach and is based on effective multilateralism, the promotion of a stable international and regional environment and the cooperation with key partners. The principal objective of this paper is to examine in how far the EU has actually implemented the ‘cooperative security provider’ approach in the area which the Non-proliferation Strategy identifies as one of its priorities – the Mediterranean. Focusing on the concept of security interdependence, the paper analyses first the various WMD dangers with which the EU is confronted in the Mediterranean area. Afterwards, it examines how the EU has responded to these hazards in the framework of the Barcelona process and, in particular, the new European Neighbourhood Policy. It is argued that despite its relatively powerful rhetoric, the EU has largely failed, for a wide range of reasons, to apply effectively its non-proliferation approach in the Mediterranean area and, thus, to become a successful security provider.

The European Neighbourhood Policy’s birth has taken place in parallel with the renewed momentum of the European Security and Defence Policy, which has launched 14 operations since 2003. Both policies’ instruments have converged in the neighbouring area covered by ENP: Georgia, in the East and the Palestinian Territories in the South. In both cases, the Security Sector Reform strategies have been the main focus for ESDP and an important objective for ENP. In this paper, two objectives are pursued: first, to assess the EU’s involvement in both cases in SSR terms; and second, to analyse whether the convergence of ESDP operations with a broader EU neighbourhood policy implies that the former has become an instrument for the a EU external action.

The aim of this article is to analyse those situations in which learning and socialisation take place within the context of the Common Foreign and Security Policy (CFSP), in particular, at the level of experts in the Council Working Groups. Learning can explain the institutional development of CFSP and changes in the foreign policies of the Member States. Some scope conditions for learning and channels of institutionalisation are identified. Socialisation, resulting from learning within a group, is perceived as a strategic action by reflective actors. National diplomats, once they arrive in Brussels, learn the new code of conduct of their Working Groups. They are embedded in two environments and faced with two logics: the European one in the Council and the national one in the Ministries of Foreign Affairs (MFA). The empirical evidence supports the argument that neither rational nor sociological approaches alone can account for these processes.

El presente working paper es la versión española del capítulo escrito por la autora sobre la política europea de España para un anuario alemán sobre construcción europea (W. Weidenfeld y W. Wessels (Hrsg.). Jahrbuch der Europäischen Integration 2005/06, Institut fur Europäische Politik. Europa Union Verlag, en prensa). La autora escribe dicho capítulo para el Jahrbuch regularmente desde el año 1990. Producto de dichos textos es el libro de la autora que lleva por título La política europea de España, Barcelona, Ariel, 1999. En dicho libro se recogen aspectos conceptuales y de análisis en profundidad que sirven de marco al presente texto, cuyas características responden al objetivo de la publicación (alemana) en la que apareció: un anuario de seguimiento de la construcción europea de carácter coyuntural.

The paper analyses how the EU foreign policy towards Georgia changed after the Rose Revolution, reaching greater levels of involvement and assistance. It is argued that the pro-western and reformist new government in Georgia triggered a new orientation in the EU foreign policy towards the country based on a logic of appropriateness, that is EU´s values, in addition to energy interests. Comparative analysis in the Southern-Caucasus and other Eastern-European countries shows how reformist and pro-EU governments receive more EU support and assistance. This does not mean that material interest do not play an important role. However, the EU seems to be coherent with its values when regarding the European neighbourhood.

This paper resorts to the contribution of the science philosopher Gerald Holton to map some of the IR arguments and debates in an unconventional and more insightful way. From this starting point, it is sustained that the formerly all-pervading neorealism-neoinstitutionalism debate has lost its appeal and is attracting less and less interest among scholars. It does not structure the approach of the theoretically-oriented authors any more; at least, not with the habitual intensity. More specifically, we defend that the neo-neo rapprochement, even if it could have demonstrated that international cooperation is possible and relevant in a Realist world, it has also impoverished theoretical debate by hiding some of the most significant issues that preoccupied classical transnationalists. Hence, some authors appear to be trying to rescue some of these arguments in an analytical and systematic fashion, opening up a theoretical querelle that may be the next one to pay attention to.
