Unilateral migration policies impose externalities on other countries. In order to try to internalize these externalities, countries sign bilateral migration agreements. One element of these agreements is the emphasis on enforcing migration policies: immigrant-receiving countries agree to allow more immigrants from their emigrant-sending partner if they cooperate in enforcing their migration policy at the border. I present a simple theoretical model that justifies this behavior in a two-country setting with welfare maximizing governments. These governments establish migration quotas that need to be enforced at a cost. I prove that uncoordinated migration policies are inefficient. Both countries can improve welfare by exchanging a more "generous" migration quota for expenditure on enforcement policy. Contrary to what could be expected, this result does not depend on the enforcement technology that both countries employ.

At present, Spain faces one of the key moments in planning the future design of the infrastructure network. As a consequence of the critical role played by haulage in intra-European trade, the most important investments are those that guarantee that road haulage traffic can move freely at the borders. That is why it is necessary to make serious evaluations of the economic and social profitability of these investments. Normally the most significant social benefit of investment projects in transport infrastructure is time saving, which in turn changes traffic intensity. In this article we analyse the changes in the user excess caused by public investment in transport infrastructure planned by the Spanish government and which will be located on the border between Spain and France. In particular, we study the increase in network user surplus for HGV traffic in the Spanish and French border zones in the Pyrenees.

We investigate the transition to synchronization in the Kuramoto model with bimodal distributions of the natural frequencies. Previous studies have concluded that the model exhibits a hysteretic phase transition if the bimodal distribution is close to a unimodal one, due to the shallowness the central dip. Here we show that proximity to the unimodal-bimodal border does not necessarily imply hysteresis when the width, but not the depth, of the central dip tends to zero. We draw this conclusion from a detailed study of the Kuramoto model with a suitable family of bimodal distributions.

Aquest article tracta el tema del “ne bis in idem” com a garantia processal penal del sistema interamericà de protecció dels drets humans. Tot fent referència als casos portats a la Cort Inteamericana de Drets Humans, s’hi presenten algunes consideracions que s’han tingut en compte a l’hora de flexibilitzar-ne el principi. Aquesta garantia es compara amb el sistema del “double jeopardy” de la common law. Així mateix, es compara també amb altres sistemes de protecció dels drets humans, com l’europeu, el del Tribunal Penal Internacional i el del Pacte de Drets Civils i Polítics de les Nacions Unides. Per concloure, es destaca la importància de l’harmonització de les garanties del procés penal en relació amb la discussió de conflictes jurisdiccionals. En noviembre de 2001, sólo dos meses después de los atentados a las Torres Gemelas, se aprobó una ley que obligaba a cualquier compañía aérea que operase vuelos de pasajeros con destino u origen a EE UU a proporcionar a la Oficina de Aduanas y Protección Fronteriza (Bureau of Customs and Border Protection) el acceso electrónico a los datos contenidos en el registro de nombres de pasajeros, conocidos por sus sigla en inglés PNR (Passenger Name Record). Tras varios acuerdos entre la Unión Europea y EE UU, y otros suscritos con Canadá y Australia, se ha avanzado hacia ciertos mínimos que deben respetarse en el proceso de transferencia internacional de datos personales desde Europa a terceros Estados con fines de represión y prevención penal de ilícitos terroristas. No obstante, a día de hoy son muchas las dudas que surgen tras el análisis detallado de los mismos. Este trabajo repasa críticamente dichos acuerdos, así como el proyecto de creación de un PNR para Europa, poniendo el acento en los aspectos más sensibles desde el punto de vista de la protección de datos personales, y de la configuración de la libertad en el marco de unas medidas proporcionales de seguridad que puedan ser útiles de cara a su renovación con más garantías y la posible suscripción de más acuerdos con dicha finalidad.

Gairebé 182 milions d'ciutadans de la Unió Europea (= 37,5% de la població total) viuen en aproximadament 130 regions frontereres i transfrontereres. Aquestes regions contribueixen significativament al procés d'integració europea. Aquesta importància es documenta pel paquet dels Fons Estructurals 2007-2013, que ha estat presentat per la Comissió Europea i que va ser aprovat recentment pel Parlament Europeu. Considerant que la UE ha gastat uns 4875 € milions per a la cooperació transfronterera, transnacional i interregional en el marc de la iniciativa Interreg per al període 2000-2006, la cooperació territorial europea es convertirà en un dels tres objectius dels fons estructurals i rebrà € 7750000000 (5,57 milions d'euros per a la cooperació transfronterera només) per al període 2007-2013 (Comissió Europea, 2006a, 2006b). A part d'això, un nou conjunt de normes per a l'establiment d'una "agrupació europea de cooperació territorial" (AECT) ha estat adoptat i que facilitarà la cooperació transboundray, transnacional i interregional a la UE. Aquest treball s'ocuparà de les estructures de la institucionalització, la presa de decisions i l'execució i les polítiques de la "Gran Regió" / "Großregion" (d'ara endavant: GR o Gran Regió).

The study presents sets out to formulate the necessary requirements for putting in place a strategy aimed at the sustainable development of the Pyreness-Mediterranean Euroregion. This is a cross-border regional cooperation project promoted by the former President of the Generalitat, Honorable Mr. Pasqual Maragall, which, in addition to Catalonia, includes Aragon, the Balearic Islands, Languedoc-Roussillon and Midi-Pyrénées. In the EU there are more than 70 Euroregions, bearing this or other names, which have been in existence for varying lenghts of time, having been set up by regions or local entities, or both

Coffee and cocoa represent the main sources of income for small farmers in the Northern Amazon Region of Ecuador. The provinces of Orellana and Sucumbios, as border areas, have benefited from investments made by many public and private institutions. Many of the projects carried out in the area have been aimed at energising the production of coffee and cocoa, strengthening the producers’ associations and providing commercialisation infrastructure. Improving the quality of life of this population threatened by poverty and high migration flows mainly from Colombia is a significant challenge. This paper presents research highlighting the importance of associative commercialisation to raising income from coffee and cocoa. The research draws on primary information obtained during field work, and from official information from the Ministry of Agriculture. The study presents an overview of current organisational structures, initiatives of associative commercialisation, stockpiling of infrastructure and ownership regimes, as well as estimates for both ‘robusta’ coffee and national cocoa production and income. The analysis of the main constraints presents different alternatives for the implementation of public land policies. These policies are aimed at mitigating the problems associated with the organisational structure of the producers, with processes of commercialisation and with environmental aspects, among others.

We study the price convergence of goods and services in the euro area in 2001-2002. To measure the degree of convergence, we compare the prices of around 220 items in 32 European cities. The width of the border is the price di¤erence attributed to the fact that the two cities are in different countries. We find that the 2001 European borders are negative, which suggests that the markets were very integrated before the euro changeover. Moreover, we do not identify an integration effect attributable to the introduction of the euro. We then explore the determinants of the European borders. We find that different languages, wealth and population differences tend to split the markets. Historical inflation, though, tends to lead to price convergence.

The boundaries of Solius (Santa Cristina d'Aro, Baix Empordà) from 916 to 1057. Basing its study on seven documentsfrom the years 916 to 1057, the place names are described and located on two maps marking the boundaries of the district of Solius (Santa Cristina d'Aro, Baix Empordà). There is an attempt to show, among these facts, that there actually existed three different districts of Solius, which we call here Solius Whole, Solius Maritime and Solius Continental; there is also reference made to the names of the different owners as well as the border relations with the neighbouring villages

La multi-metodología autobiográfica es una aproximación cualitativa que combina distintas técnicas para estudiar la construcción narrativa de la identidad. El objetivo de este artículo es ofrecer una revisión de dicho enfoque a partir de una expansión de los distintos instrumentos cualitativos utilizados. Más concretamente, la multi-metodología autobiográfica extendida (MAE) consta de cuatro grupos de técnicas: entrevistas en profundidad (historia de vida, entrevista de fondos de conocimiento y la entrevista de Durand), el retrato o dibujo identitario revisado (dibujo identitario, auto-definición, tarea identitaria de las diez definiciones), el análisis de los artefactos-rutinas-formas de vida (diario de una semana, detección de artefactos, rutinas a través de fotografías, rutinas educativas a través de fotografías ) y la utilización de distintos “mapas psicológicos o psicogeográficos” (cronograma, genograma, ecomapa, geomapa y mapa relacional). Después de definir la identidad, los fondos de conocimiento y las formas de vida como posibles objetos de estudio en ciencias sociales, el artículo describe e ilustra las distintas técnicas que componen la metodología propuesta. Se concluye recomendando la triangulación de técnicas cualitativas narrativas basadas en el lenguaje, el caso de las tradicionales entrevistas en profundidad, con determinados procedimientos visuales, a partir de la utilización de fotografías o representaciones gráficas

We report here on the preparation of La2/3Sr1/3MnO3 magnetoresistive thick films on polycrystalline Al2O3 substrates by using the screen printing technique. It is shown that films can be obtained using high temperature sintering. While there is a reacted layer, this improves adhesion and is not too troublesome if the films are made thick enough. It is shown that PbO-B2O3-SiO2 glass additives allow sintering at lower temperatures and can be used to improve the mechanical stress of the films. However, it is found that glass concentrations large enough to significantly improve the film adherence result in a weak low field magnetoresistance probably because grains are coated with high resistivity material. Strategies to overcome these difficulties are discussed.
