Since 1989, five parliamentary elections have been the stage for the foundation and demise of political parties aspiring to govern the new democratic Polish state. The demise of the AWS before the 2001 elections after ten years of attempts to create a centre-right core party resulted in a new splintering of the right-wing, and the centre-right became again devoid of a pivotal formation. While Eurosceptic parties in average gain 8 percent of the vote, in the 2001 Polish parliamentary elections Eurosceptic parties gained around 20 percent of the vote. In Poland right-wing parties show an unusual propensity for Euroscepticism. The persistence and increased importance of nationalism in Poland, which has prevented the development of a strong Christian democratic party, effectively explains the levels of Euroscepticism on the right. After the autumn 2005 parliamentary elections the national conservative party, Law and Justice, formed a governing coalition with the national Catholic League of Polish Families, creating one of the first Eurosceptic governments. Although this work does not intend to provide a theorisation of party systems development, it shows that the context of European integration fostered nationalists’ divisiveness of, and provoked the splitting of the right the unusual propensity of parties for Euroscepticism makes Poland a paradigmatic case of the kind of conflicts over European integration emerging in Central and Eastern European party systems.

RESUMO - Independentemente do modelo jurídico adoptado para os hospitais é necessário introduzir políticas de gestão estratégicas e adoptar instrumentos que permitam uma melhoria efectiva dos processos de gestão organizacional. A implementação de um modelo de contratualização interna que se traduza na transposição dos compromissos assumidos externamente para o interior da organização e, consequentemente, a sua desagregação pelos diferentes níveis de gestão, permite alcançar um alinhamento cada vez maior entre os objectivos contratualizados externamente e a missão das instituições de saúde. No presente estudo pretendeu-se identificar o estado de arte relativamente à contratualização interna numa amostra representativa das unidades hospitalares portuguesas, tendo-se concluído pela identificação de acções a desenvolver para servir de suporte à sua efectiva adopção.--------------------------ABSTRACT – Despite legal framework applied on hospitals, it is essential to develop and launch a set of management and strategic policies, as well as to adopt instruments that can grant an effective improvement to organizational management processes. Digital Microfluidics (DMF) is a second generation technique, derived from the conventional microfluidics that instead of using continuous liquid fluxes, it uses only individual droplets driven by external electric signals. In this thesis a new DMF control/sensing system for visualization, droplet control (movement, dispensing, merging and splitting) and real time impedance measurement have been developed. The software for the proposed system was implemented in MATLAB with a graphical user interface. An Arduino was used as control board and dedicated circuits for voltage switching and contacts were designed and implemented in printed circuit boards. A high resolution camera was integrated for visualization. In our new approach, the DMF chips are driven by a dual-tone signal where the sum of two independent ac signals (one for droplet operations and the other for impedance sensing) is applied to the electrodes, and afterwards independently evaluated by a lock-in amplifier. With this new approach we were able to choose the appropriated amplitudes and frequencies for the different proposes (actuation and sensing). The measurements made were used to evaluate the real time droplet impedance enabling the knowledge of its position and velocity. This new approach opens new possibilities for impedance sensing and feedback control in DMF devices.

Digital microfluidics (DMF) is a field which has emerged in the last decade as a re-liable and versatile tool for sensing applications based on liquid reactions. DMF allows the discrete displacement of droplets, over an array of electrodes, by the application of voltage, and also the dispensing from a reservoir, mixing, merging and splitting fluidic operations. The main drawback of these devices is due to the need of high driving volt-ages for droplet operations. In this work, alternative dielectric layers combinations were studied aiming the reduction of these driving voltages. DMF chips were designed, pro-duced and optimized according to the theory of electrowetting-on-dielectric, adopting different combinations of parylene-C and tantalum pentoxide (Ta2O5) as dielectric ma-terials, and Teflon as hydrophobic layer. With both devices’ configurations, i.e., Parylene as single dielectric, and multilayer chips combining Parylene and Ta2O5, it was possible to perform all the fluidic opera-tions in the microliter down to hundreds of nanoliters range. Multilayer chips presented significant reduction on driving voltages for droplet op-erations in silicone oil filler medium: from 70 V (parylene only) down to 30 V (parylene/Ta2O5) for dispensing; and from 50 V (parylene only) down to 15 V (parylene/Ta2O5) for movement. Peroxidase colorimetric reactions were successfully performed as proof-of-concept, using multilayer configuration devices.

This thesis is one of the first reports of digital microfluidics on paper and the first in which the chip’s circuit was screen printed unto the paper. The use of the screen printing technique, being a low cost and fast method for electrodes deposition, makes the all chip processing much more aligned with the low cost choice of paper as a substrate. Functioning chips were developed that were capable of working at as low as 50 V, performing all the digital microfluidics operations: movement, dispensing, merging and splitting of the droplets. Silver ink electrodes were screen printed unto paper substrates, covered by Parylene-C (through vapor deposition) as dielectric and Teflon AF 1600 (through spin coating) as hydrophobic layer. The morphology of different paper substrates, silver inks (with different annealing conditions) and Parylene deposition conditions were studied by optical microscopy, AFM, SEM and 3D profilometry. Resolution tests for the printing process and electrical characterization of the silver electrodes were also made. As a showcase of the applications potential of these chips as a biosensing device, a colorimetric peroxidase detection test was successfully done on chip, using 200 nL to 350 nL droplets dispensed from 1 μL drops.

O envelhecimento do património edificado que constitui a maioria dos centros históricos e urbanos, não só em Portugal, como em toda a Europa, é uma realidade. Parcela significativa destes edifícios é constituída por paredes de alvenaria de pedra em mau estado de conservação. A necessidade crescente de intervenção no sentido de optimizar as respectivas condições de segurança destes edifícios é por isso prioritária. Uma das técnicas mais comuns, usadas na consolidação de alvenarias antigas e elementos arquitectónicos danificados, é a injecção de grouts. A utilização desta técnica tem como finalidade, não só o preenchimento de vazios existentes, de modo a aumentar a compacidade e resistência mecânica do núcleo da estrutura, mas também a criação de uma boa ligação com os panos exteriores, permitindo que a alvenaria recupere o seu comportamento monolítico. No entanto, é necessário ter em consideração, antes de qualquer intervenção de reabilitação, a compatibilidade entre os materiais originais e os materiais utilizados na intervenção. Deste modo, optou-se pela utilização de um ligante, cuja as propriedades mecânicas, físicas e químicas mais se assemelham aos materiais originais em alvenarias antigas, caso da cal hidráulica. Outro aspecto de grande importância a ter em conta, na injecção de grouts, é o poder de penetração da mistura. Assim, a necessidade de avaliação da eficiência da injecção em diferentes meios porosos conduziu à criação de modelos com diferentes composições que simulassem, com a maior fiabilidade possível, meios porosos encontrados no pano interior de alvenarias antigas. O presente trabalho incide principalmente na realização de ensaios de injecção, tendo como objectivo a análise da influência da variabilidade do meio poroso ao longo da altura de injecção de grout. Foram ainda realizados, de modo a avaliar a qualidade destas injecções, ensaios de velocidade de propagação de ultra-sons, assim como, a utilização da técnica de tomografia ultra-sónica. A combinação deste ensaio e técnica de análise não-destrutivas revelou-se de grande utilidade na avaliação da morfologia interna dos modelos criados. De forma a conhecer as resistências mecânicas e as respectivas relações com a qualidade de injecção dos meios porosos, realizaram-se ensaios de resistência à tracção por compressão diametral (também designados por Splitting Tensile Strength Test). Por fim, na última parte deste trabalho, de modo a simular os testes de injecção realizados anteriormente em laboratório, foi usado um modelo analítico tendo como ponto de partida a teoria de fluxo laminar viscoso através de meios porosos, com base na lei de Darcy.
