This article outlines the initial draft of a PhD project which investigates refurbishment or rehabilitation projects in two German cities. The study focuses on obstacles, restraints and deficits as well as factors of success, which can be identified during the execution of the refurbishments. Moreover the study examines the process of the refurbishment itself, the general conditions under which the refurbishments are being executed as well as the implementation of sustainability criteria. First the article gives a short summary of the theoretical considerations of the study. In this respect it shortly outlines the global conditions of urban development and conducting challenges for cities in the 21st century, guiding principles of a sustainable urban development as well as goals of sustainable refurbishments. Finally the article shortly describes the case studies and presents the initial results of the empirical work.

RESUMO - Introdução: A Inteligência Emocional (IE) é considerada um factor preditivo de sucesso, mais significativo do que outros tipos de inteligência e o seu estudo tem recebido cada vez maior relevância com o objectivo de aumentar os níveis de desempenho em gestão (Goleman, 2009). O desenvolvimento da IE no âmbito da formação em gestão apresenta resultados contraditórios sendo necessário confirmar o potencial de desenvolvimento da IE em programas de formação específicos. Objectivos: Confirmar a importância da IE para a gestão da saúde e perceber o seu potencial de desenvolvimento em programas de formação específicos; analisar o módulo opcional de Emoção, Liderança e Coaching na Gestão em Saúde; e construir uma proposta de modelo que avalie se a participação nessa Unidade Curricular permite aumentar os níveis de IE. Metodologia: Realizou-se uma revisão da literatura, que permitiu ter acesso aos conceitos e teorias e, posteriormente, o estudo de caso do módulo opcional que permitiu compará-lo com outras teorias existentes. Finalmente, construiu-se uma proposta de modelo de avaliação da IE, com um desenho quasi-experimental. Conclusões: A IE é um factor essencial para o sucesso, principalmente na Gestão da Saúde, pelas características do mercado e das organizações. Os instrumentos de avaliação da IE com recurso à medição de competências são os que apresentam menos limitações. O peso do módulo opcional no Curso de Mestrado em Gestão da Saúde, é pouco significativo (3,33% dos ECTS) e apenas 36,6% dos alunos o frequentaram. A estrutura do módulo está alinhada com as directrizes de outras teorias, mas a sua curta duração poderá constituir uma limitação. Sugere-se a criação de apoio tutorial individualizado e prolongado. O modelo de avaliação proposto representa a primeira tentativa de avaliação do desenvolvimento da IE na formação em Gestão da Saúde em Portugal e a sua aplicação permitiria a o aprimoramento do potencial de desenvolvimento das competências dos gestores. ---------------------------------- ABSTRACT - Introduction: Emotional Intelligence (EI) is the most predictive factor of success when compared with other types of intelligence. Since it is believed to increase performance levels, EI study has been given more relevance (Goleman, 2009). EI development studies show contradictory results, becoming necessary to prove the benefits of the development programs. Purposes: This study aimed to confirm the importance of the EI in health care management; to perceive the EI development potential of specific programs; to analyze the optional curricular unit of Emotion, Coaching and Leadership in Health Management; and to build a model that proposes to evaluate the student’s EI development. Methods: After the Literature Revision, the Case Study of the Curricular Unit allowed to compare it with other existing theories. The Model of EI evaluation consists on a quasi-experimental study. Conclusions: EI is an essential factor for success, mainly in Health Care Management, because of its market and organizations characteristics. The ability instruments of EI evaluation are those which show the least limitations. The Curricular Unit represents only 3,33% of the ECTS provided by this Health Management Master. Only 36.6% of master’s students chose to participate in this curricular unit. The structure of the curricular unit is lined up with the guide-lines of other theories. However, being a 6 weeks program, it could represent a limitation. It is suggested to create an individual and longitudinal tutorial support. The EI evaluation model proposed represents the first attempt to evaluate de EI development in Health Management programs in Portugal. Its application could increase the manager’s development efficacy.

Local Tourist Systems (LTS) can be analyzed according to an investigation structure that derives from industrial economics on industrial districts, local productive systems or learning regions. LTS concept is a useful analytical tool that can seize the resorts diversity and organization. Resorts can be conceived both as clusters or industrial districts, either with a perfect agreement between productive sphere and local community or a mere industrial juxtaposition without any economic or social connection. On the other hand tourist clusters analysis has cross referred almost exclusively to socio-economic criteria. Environmental issues were almost disregarded. Approaches swing from the “greening” of products and practices to initiatives focused on an integrated approach, linking environment and tourist development. This paper tries to discuss how to favor – inside a tourist destination - the creation of clusters grounded on sustainable tourism. The case studies (the 5 Alentejo Natural Reserves: Estuário do Sado; Lagoas de Santo André e da Sancha; Vale do Guadiana; Sudoeste Alentejano e Costa Vicentina; Serra de S. Information technologies (ITs), and sports resources and services aid the potential to transform governmental organizations, and play an important role in contributing to sustainable communities development, respectively. Spatial data is a crucial source to support sports planning and management. Low-cost mobile geospatial tools bring productive and accurate data collection, and their use combining a handy and customized graphical user interface (GUI) (forms, mapping, media support) is still in an early stage. Recognizing the benefits — efficiency, effectiveness, proximity to citizens — that Mozambican Minister of Youth and Sports (MJD) can achieve with information resulted from the employment of a low-cost data collection platform, this project presents the development of a mobile mapping application (app) — m-SportGIS — under Open Source (OS) technologies and a customized evolutionary software methodology. The app development embraced the combination of mobile web technologies and Application Programming Interfaces (APIs) (e.g. Sencha Touch (ST), Apache Cordova, OpenLayers) to deploy a native-to-the-device (Android operating system) product, taking advantage of device’s capabilities (e.g. File system, Geolocation, Camera). In addition to an integrated Web Map Service (WMS), was created a local and customized Tile Map Service (TMS) to serve up cached data, regarding the IT infrastructures limitations in several Mozambican regions. m-SportGIS is currently being exploited by Mozambican Government staff to inventory all kind of sports facilities, which resulted and stored data feeds a WebGIS platform to manage Mozambican sports resources.

The emergence of the so-called “European Paradox” shows that R&D investment is not maximally effective and that increasing the scale of public R&D expenditures is not sufficient to generate employment and sustained economic growth. Increasing Governmental R&D Investment is far from being a “panacea” for stagnant growth. It is worth noting that Government R&D Investment does not have a statistically significant impact on employment, indicating the need to assess the trade-offs of policies that could lead to significant increases in government expenditure. Surprisingly, Governmental R&D Employment does not contribute to “mass-market” employment, despite its quite important role in reducing Youth-Unemployment. Despite the negative side-effects of Governmental R&D Employment on both GVA and GDP, University R&D Employment appears to have a quite important role in reducing Unemployment, especially Youth-Unemployment, while it also does not have a downside in terms of economic growth. Technological Capacity enhancement is the most effective instrument for reducing Unemployment and is a policy without any downside regarding sustainable economical development. In terms of wider policy implications, the results reinforce the idea that European Commission Research and Innovation policies must be restructured, shifting from a transnational framework to a more localised, measurable and operational approach.

Portugal had only very few foresight exercises on the automobile sector, and the most recent one was a survey held in a project on work organisation systems in the automobile industry, its recent historical paths and the special strategies of location of companies (the WorTiS project). This involved several teams with different disciplinary backgrounds and from two Portuguese universities. The provisional main results of the first round of a Delphi survey held in Portugal on the automotive sector were already published, but a further analysis was not yet done. This foresight survey was done under the WorTiS project, developed in 2004 by IET – Research Centre on Enterprise and Work Innovation (at FCT-UNL), and financed by the Portuguese Ministry of Science and Technology. Some of this experience on foresight analysis is also been transferred to other projects, namely the WORKS project on work organisation restructuring in the knowledge society that received the support from EC and still is running. The majority of experts considered having an average of less knowledge in almost all the scenario topics presented. This means that information on the automotive industry is not spread enough among academics or experts in related fields (regional scientists, innovation economists, engineers, sociologists). Some have a good knowledge but in very specialised fields. Others have expertise on foresight, or macroeconomics, or management sciences, but feel insecure on issues related with futures of automobile sector. Nevertheless, we considered specially the topics where the experts considered themselves to have some knowledge. There were no “irrelevant” topics considered as such by the expert panel. There are also no topics that are not considered a need for co-operation. The lack of technological infrastructures was not considered as a hindered factor for the accomplishment of any scenario. The experts’ panel considered no other international competence besides US, Japan or Germany in these topics. Special focus will be made in this paper on the topic 2. Public policy and automobile industries, and more specifically on the technological and/or research policies issues, where one can specify the automobile’s role in transport policies with further implications like environment, safety, energy, mobility.
