RESUMO - Este trabalho de projecto visa responder questo de saber como gerir uma unidade de tica num servio pblico central de sade pblica, de forma racional e informada, definindo os seus objectivos estratgicos (Baranger, citando Drucker, 1990) utilizando como caso de estudo o Gabinete de Assuntos Jurdicos, tica e Responsabilidade, adiante designado por Gabinete, da DirecoGeral da Sade. Para o efeito, fezse, em primeiro lugar, uma abordagem terica descritiva das bases filosficas da tica realando a sua aplicao prtica na determinao das caractersticas dos sistemas de sade. Em seguida, analisase a utilizao do conceito de tica no mbito da Sade Pblica, no contexto da biotica, verificandose elementos distintivos que parecem justificar a autonomizao do conceito de tica em Sade Pblica. Para tal, foram consultadas as principais fontes de princpios ticos em sade, tais como a Declarao Universal dos Direitos do Homem, a Declarao de Helsnquia, bem como a Constituio da Repblica Portuguesa e os Cdigos Deontolgicos das profisses de sade. Nesta fase do trabalho pesquisada, nas perspectivas nacional e internacional, a existncia de unidades de tica, congneres ou de mbito similar, bem como respectivas reas e nveis de interveno, tendose nesse sentido auscultado as entidades idneas dos EstadosMembros da Unio Europeia. Na segunda parte do trabalho de projecto, desenvolveuse o planeamento estratgico atravs da aplicao da metodologia balanced scorecard, apresentandose uma proposta de objectivos estratgicos e iniciativas a serem desenvolvidas pelo gabinete de tica sub judice, para um horizonte temporal fixado em trs anos. Da utilizao desta metodologia resultaram doze objectivos estratgicos, dos quais se destacam: fomentar a discusso tica; promover a igualdade dos utentes do SNS; e identificar prioridades de actuao. Entre as iniciativas a desenvolver salientase o desenho de um questionrio, a aplicar s comisses de tica do sistema de sade com o objectivo de identificar prioridades de actuao do Gabinete. O trabalho finalizase com as concluses, recomendaes e linhas de investigao que se considera deverem ser desenvolvidas, num futuro prximo, para o aprofundamento da matria alvo deste estudo. ------------------ABSTRACT - This researchproject aims to answer the question of how to manage a unit of ethics within the directorategeneral of public health in a "rational and informed way, defining their strategic goals (Baranger, quoting Drucker, 1990) using as case study the Office of Legal Affairs, Ethics and Responsibility, hereinafter referred as the Office, of the DirectorateGeneral of Health. For this purpose, the first part of the study, includes a framework description of the main philosophical basis of ethics, emphasizing that its practical application determines the characteristics of health systems; the use of the concept of ethics of Public Health in the context of bioethics was analyzed, and distinctive elements were found that seem to justify the autonomy of the concept of 'Ethics of Public Health'. The main sources of this part were the fundamental ethical principles in health, such as the Universal Declaration of Human Rights, the Helsinki Declaration, and also the Constitution of the Portuguese Republic and the Codes of Ethics of the health professions. At this stage of the study a description is also made, at both a national and international perspective, on the existence of similar units of ethics or with similar scope, and their areas and levels of intervention. For the international dimension the appropriate bodies of the Member States the European Union were consulted. In the second part of the researchproject, a strategic planning for the Office was designed, using the balanced scorecard methodology, and a proposal of the strategic objectives and initiatives to be developed within a time schedule of three years are presented. The use of this method resulted in twelve strategic objectives, among which we note the following: 'to promote the ethical discussion'; 'to promote equality of users of the NHS'; and to identify priorities for action. The design of a questionnaire to be answered by the ethics committees for health of the Portuguese health system, in order to identify priorities for the Offices activities is also presented in the study. The work ends with the conclusions and recommendations, as well as a suggestion of lines for future research to further investigate the subject of this study.

This thesis provides an alternative framework to analyze power and ethics practiced in everyday conversations, which constitute processes of organizing. Drawing upon narrative frameworks, the analyses of messages posted on an online message board demonstrate peoples imaginative capacity to create relevant stories, in respect of their precise grasp of factual understandings, contextual relevance and evaluative/moral appropriateness, by appropriating others words. Based on the empirical analyses, the thesis indicates that studies on power and ethics in organizations can be re-oriented towards appreciating irremediable power imbalances by offering alternative ways of members denoting experiences of power.
