Spatial analysis and social network analysis typically take into consideration social processes in specific contexts of geographical or network space. The research in political science increasingly strives to model heterogeneity and spatial dependence. To better understand and geographically model the relationship between non-political events, streaming data from social networks, and political climate was the primary objective of the current study. Geographic information systems (GIS) are useful tools in the organization and analysis of streaming data from social networks. In this study, geographical and statistical analysis were combined in order to define the temporal and spatial nature of the data eminating from the popular social network Twitter during the 2014 FIFA World Cup. The study spans the entire globe because Twitters geotagging function, the fundamental data that makes this study possible, is not limited to a geographic area. By examining the public reactions to an inherenlty non-political event, this study serves to illuminate broader questions about social behavior and spatial dependence. From a practical perspective, the analyses demonstrate how the discussion of political topics flutuate according to football matches. Tableau and Rapidminer, in addition to a set basic statistical methods, were applied to find patterns in the social behavior in space and time in different geographic regions. It was found some insight into the relationship between an ostensibly non-political event the World Cup - and public opinion transmitted by social media. The methodology could serve as a prototype for future studies and guide policy makers in governmental and non-governmental organizations in gauging the public opinion in certain geographic locations.

The basic motivation of this work was the integration of biophysical models within the interval constraints framework for decision support. Comparing the major features of biophysical models with the expressive power of the existing interval constraints framework, it was clear that the most important inadequacy was related with the representation of differential equations. System dynamics is often modelled through differential equations but there was no way of expressing a differential equation as a constraint and integrate it within the constraints framework. Consequently, the goal of this work is focussed on the integration of ordinary differential equations within the interval constraints framework, which for this purpose is extended with the new formalism of Constraint Satisfaction Differential Problems. Such framework allows the specification of ordinary differential equations, together with related information, by means of constraints, and provides efficient propagation techniques for pruning the domains of their variables. This enabled the integration of all such information in a single constraint whose variables may subsequently be used in other constraints of the model. The specific method used for pruning its variable domains can then be combined with the pruning methods associated with the other constraints in an overall propagation algorithm for reducing the bounds of all model variables. The application of the constraint propagation algorithm for pruning the variable domains, that is, the enforcement of local-consistency, turned out to be insufficient to support decision in practical problems that include differential equations. The domain pruning achieved is not, in general, sufficient to allow safe decisions and the main reason derives from the non-linearity of the differential equations. Consequently, a complementary goal of this work proposes a new strong consistency criterion, Global Hull-consistency, particularly suited to decision support with differential models, by presenting an adequate trade-of between domain pruning and computational effort. Several alternative algorithms are proposed for enforcing Global Hull-consistency and, due to their complexity, an effort was made to provide implementations able to supply any-time pruning results. Since the consistency criterion is dependent on the existence of canonical solutions, it is proposed a local search approach that can be integrated with constraint propagation in continuous domains and, in particular, with the enforcing algorithms for anticipating the finding of canonical solutions. The last goal of this work is the validation of the approach as an important contribution for the integration of biophysical models within decision support. Consequently, a prototype application that integrated all the proposed extensions to the interval constraints framework is developed and used for solving problems in different biophysical domains.

RESUMO - Os sistemas de sade deparam-se, actualmente, com novos paradigmas, ao nvel da qualidade da prestao de cuidados de sade, bem como no que se refere necessidade de controlo dos custos com o sector da sade, obrigando as organizaes a adaptarem-se por forma a fornecerem a resposta mais adequada s crescentes necessidades dos indivduos. O reconhecimento desta realidade tem levado os governos de muitos pases a definir polticas orientadas para problemas de sade especficos e a adoptar estratgias de interveno que privilegiam uma abordagem integrada com o objectivo de melhorarem progressivamente o nvel de sade das populaes, a qualidade dos cuidados prestados e a eficincia na utilizao de recursos. Em Portugal, a aplicao dos princpios que estiveram na base dos modelos de gesto da doena, deu origem ao modelo experimental de Gesto Integrada da Doena, que incorpora a gesto clnica da doena, centrada no doente, com especial enfoque na sua autogesto e na clarificao das melhores prticas profissionais, visando a sua uniformizao; a reorganizao do modelo de prestao de cuidados, com a criao de Centros de Elevada Diferenciao e Centros de Tratamento, com especiais preocupaes no que concerne orientao do doente no sistema para que os cuidados lhe seja ministrados no nvel mais adequado; um modelo de financiamento especfico, indexado aos resultados, que reflicta a adopo das melhores prticas; um sistema de informao que permita a monitorizao e avaliao constante deste processo. O desenvolvimento deste modelo organizacional tem-se revelado como uma estratgia inovadora e como uma ferramenta de elevado potencial para a melhoria da prestao de cuidados de sade e para a promoo de uma maior efectividade e eficincia, tal como poder, ainda, constituirse como um veculo, importante e permanente, de informao de apoio deciso em Sade. Este modelo visa, no fundo, promover uma aco concertada no sentido da obteno de uma interveno precisa, atravs da mobilizao de recursos adequados, que permitam uma melhoria do estado de sade, da qualidade de vida e do bem-estar global dos doentes. Esta abordagem passa pela colaborao e coordenao dos diferentes nveis de prestao de cuidados, no sentido de oferecerem cuidados integrados de sade, com nveis de qualidade elevados em termos de preveno, diagnstico, tratamento, reabilitao e acompanhamento. ------------------------ --ABSTRACT The health systems are faced with new paradigms, on one hand in the healthcare services delivered to the populations, and on the other hand, in the need to control costs in the health sector, forcing organizations to adapt and provide the most appropriate response to the individuals growing needs. The magnitude of this problem, in terms of public health, requires the adoption of a directed, targeted, planned and integrated action, based on clear and well defined strategies in order to obtain health gains, improving the quality of care and streamlining the costs. In Portugal, the application of those principles forming the basis of the disease management models, led to the Integrated Disease Management model which, apart from the clinical management of the disease, also incorporates the healthcare delivery structure reorganization, a specific financing model based on an information system that allows the process monitoring and evaluation. The development of Integrated Disease Management models is a central strategy and a tool for improving healthcare delivery, more effectively and efficiently, and can even be an important and permanent vehicle of information for health decision support. Therefore, it is important to promote a concerted action towards achieving a precise intervention, mobilizing the resources, improving the health status, quality of life and the overall patients wellbeing.
