Fisioterapia e reabilitação em Portugal : o financiamento como factor crítico do desempenho

RESUMO - Num contexto em que a prestação de cuidados de Fisioterapia e Reabilitação é identificada como apresentando uma desigualdade e desajustamento da oferta regional superior à dos restantes cuidados de saúde, assim como uma falta de adequação dos preços praticados, perante as condições de oferta e procura actualmente existentes, o presente trabalho tem por objectivo investigar, no domínio do Desempenho, a influência do Financiamento na definição da prestação destes cuidados, tendo como pressuposto genérico que as decisões estratégicas e a reestruturação produtiva das organizações de saúde são condicionadas pelo sistema de preços. Considera-se que o actual sistema de Financiamento/Pagamento provoca um constrangimento na qualidade da resposta destes cuidados a dois níveis: um primeiro nível, ao colocar o pagamento no âmbito dos Meios Complementares de Diagnóstico e Terapêutica (MCDTs) a contratar pelo Serviço Nacional de Saúde, com isso determinando a configuração organizativa do sistema; um segundo nível de constrangimento que incide sobre as estruturas das organizações prestadoras, pela modelação que induz, nomeadamente a nível da sua produção. Na impossibilidade de tratar as duas dimensões do problema, pela falta de indicadores de desempenho deste sector, analisou-se, relativamente ao segundo nível de constrangimento, a produção de fisioterapia de três organizações que, potencialmente, teriam o mesmo o mesmo perfil de oferta por se enquadrarem num mesmo perfil de procura. Os resultados reflectem o pressuposto genérico do trabalho e abrem espaço para colocar como futura hipótese de investigação a razão da(s) causa(s) que poderão estar subjacentes à discrepância encontrada na média de tratamentos por sessão (duas vezes e meia) na produção das duas organizações que foi possível comparar.------------------- ABSTRACT - In a context where the provision of Physical Therapy and Rehabilitation care is identified as having a regional mismatch of supply and inequality above all the others health cares, and a lack of adequacy of prices in the current conditions of supply and demand, the present work has, as main purpose, to investigate, in the field of Performance, the Payment’s influence in shaping the provision of such health care. The general assumption tracking this analysis is that the strategic decisions on productive structure of health care organizations are influenced by the price systems. It is considered that the current Finance / Payment system causes two levels of constraints on the quality of such health care: a first constraint, as it putts its payment under the Supplementary Means of Diagnosis and Therapy (MCDTs), witch ends up establishing the organizational setup of the system; a second level of constraint by modelling the internal structure of these organizations. The lack of indicators characterizing the performance of this sector, addressed the present study to the second dimension, in witch was analysed the physical therapy production in three organizations that, potentially, would have the same profile of supply responding to similar characteristics of demand. Scientist women perceptions of their work conditions and career development

This article reports preliminary findings about Portuguese scientist women’s perceptions of gender issues in their institutions. Empirical data have been collected by means of an electronic open questionnaire sent to the AMONET (Portuguese Association of Women in Science) members. Basically, the study aims to examine the degree of satisfaction with their profession, the difficulties they meet in everyday professional life, and whether they feel or have felt gender discrimination in their institutions. Findings show that all respondents feel happy or very happy with their profession. However, discrimination is mentioned by a significant percentage, even if such discrimination assumes, quite often, an elusive way, suggesting that higher institutions still discriminate against women. Findings, articulated with literature, also lead to discussion about power and leadership, both in the hands of male academics, in the majority of the institutions, as well as the clarification of different perceptions of ambition both by women and man.

A avaliação das barreiras na actividade profissional da pessoa com deficiência visual em Portugal: validação e adaptação do WES (work experience survey)

Resumo: Este estudo tem como finalidade validar e adaptar o WES (Work Experience Survey), de forma a avaliar e caracterizar a percepção que as pessoas DV portuguesas possuem sobre as barreiras ao emprego e as suas formas de resolução e/ou minimização. Da revisão da literatura, constatou-se a inexistência, a nível nacional, de estudos que versassem sobre as barreiras no acesso e manutenção de emprego e estratégias de superação. Este motivo foi o ponto a partir do qual se elaborou a adaptação e validação do questionário WES e a partir do qual alcançamos resultados e conclusões que nos remetem para evidências que a seguir se descrevem. Os dados recolhidos demonstram que esta faixa da população: tem baixos níveis de escolaridade; necessita de aperfeiçoar as suas competências para se tornar mais competitiva no mercado de trabalho; tem dificuldades na acessibilidade ao meio físico, devido às condições de acessibilidade oferecidas; enfrenta problemas no desempenho laboral, devido à falta de tecnologias de apoio e de meios de superação das barreiras no local de trabalho; e sente-se discriminada no acesso e manutenção do emprego, e progressão na carreira. A exploração das razões do insucesso escolar e do perfil de competências adequado, exigíveis para o emprego; o desenvolvimento de planos de promoção da carreira; a divulgação das competências e capacidades dos trabalhadores DV e a averiguação na aplicação da legislação referente à acessibilidade são algumas sugestões apresentadas.

The clothing industry as a globalized sector: implications for work organisation, quality of work and job content

The clothing sector in several countries is still seen, in many aspects as a traditional sector with some average characteristics, nevertheless is a very important sector in terms of labour market. Globalization and de-localization are having a strong impact in the organisation of work and in occupational careers. Very few companies are able to keep a position in the market without changes in organisation of work and workers, founding different ways to face this reality according to size, capital and position. We could find two main paths: one where companies outsource production to another territory, close and/ or dismissal the workers; other path, where companies up skilled their capacities. The 2nd International Conference on "Foresight Studies on Work in the Knowledge Society" was organised by IET, the Research Centre on Enterprise and Work Innovation, at the Faculty of Sciences and Technology of "Universidade Nova de Lisboa" (FCT-UNL), and took place on January 26 and 27 of 2009 with the support of the European project WORKS-Work Organisation Re-structuring in the Knowledge Society (financed by the European Commission, and co-ordinated by HIVA Leuven)

Os primeiros trabalhos sobre Computer-Supported Cooperative Work surgiram na segunda metade da década de 80, estabelecendo-se um campo de investigação interdisciplinar com enfoque no papel do computador e das tecnologias da comunicação no apoio do trabalho em grupo (Ishii et al., 1994). Ao abordar esta área de investigação torna-se claro que é necessário ter em conta a diversidade dos grupos e das tarefas que estes devem de utilizar, entre outros factores importantes. As implicações desta diversidade são discutidas ao nível concepção de interfaces de groupware, em que um maior envolvimento dos utilizadores nas fases iniciais parece ser necessário, e ao nível dos Sistemas de Apoio à Decisão em Grupo.
