Nas últimas décadas assistimos a transformações económicas, tecnológicas, políticas e sociais, que influenciaram diretamente o modo de pensar e agir nas organizações. O conceito de competências, com uma valorização crescente, surge como uma alternativa à abordagem da gestão de recursos humanos por funções, respondendo aos desafios atuais do mercado: necessidade de flexibilidade, de adaptação a mudanças contínuas, exigências crescentes do mercado e competitividade das organizações nesse mercado. A área da saúde, e concretamente a profissão de Enfermagem também tem evoluído, surgindo em 2009, uma nova forma de operacionalizar a carreira destes profissionais. No que diz respeito aos enfermeiros com funções de gestão, o conteúdo funcional está descrito, contudo, não existe uma definição clara das competências requeridas para estes profissionais. Este trabalho de investigação, de cariz exploratório, utilizando uma metodologia qualitativa, pretendeu propor uma estratégia de definição de um modelo de competências para os enfermeiros com funções de gestão em Portugal. Para isso, definimos categorias de competências, através da análise da literatura e da legislação. Seguiu-se a realização de entrevistas a um painel de doze peritos, e uma análise de conteúdo dos dados (categorização do tipo misto). Procedemos a uma comparação da recolha empírica de competências com as da recolha teórica, e definimos uma lista de 10 competências para as funções de gestão dos enfermeiros: Competências Técnicas de Gestão; Competências Interpessoais; Comunicação; Gestão de Recursos Humanos; Pensamento Crítico; Conhecimento de Políticas de Saúde; Competências Técnicas de Enfermagem; Organização e Planeamento; Trabalho de Equipa; Preocupação pela Qualidade. De forma a complementar o estudo, pretendemos identificar a perceção das lacunas de competências nos enfermeiros com funções de gestão, e identificar os processos de desenvolvimento de competências considerados mais relevantes para estes profissionais. As lacunas identificadas nas competências dos atuais enfermeiros com funções de gestão, face às mais valorizadas, são reduzidas e dispersas, pelo que consideramos pouco significativas. A forma de desenvolvimento de competências mais valorizado pelo painel de peritos foi a formação (académica e em contexto profissional). Foi também realçada a importância do empenho individual neste processo, assim como a avaliação de competências antes dos enfermeiros assumirem funções de gestão.Consideramos que esta investigação traz contributos quer para a literatura da Gestão por Competências, quer para a literatura da definição de competências das funções dos enfermeiros com funções de gestão, quer para a profissão de enfermagem, (nomeadamente, para as funções de gestão dos enfermeiros), quer para o próprio SNS, já que faz algumas propostas e sugestões para a evolução das práticas de gestão de pessoas.

This paper presents a complete, quadratic programming formulation of the standard thermal unit commitment problem in power generation planning, together with a novel iterative optimisation algorithm for its solution. The algorithm, based on a mixed-integer formulation of the problem, considers piecewise linear approximations of the quadratic fuel cost function that are dynamically updated in an iterative way, converging to the optimum; this avoids the requirement of resorting to quadratic programming, making the solution process much quicker. From extensive computational tests on a broad set of benchmark instances of this problem, the algorithm was found to be flexible and capable of easily incorporating different problem constraints. Indeed, it is able to tackle ramp constraints, which although very important in practice were rarely considered in previous publications. Most importantly, optimal solutions were obtained for several well-known benchmark instances, including instances of practical relevance, that are not yet known to have been solved to optimality. Computational experiments and their results showed that the method proposed is both simple and extremely effective.

CYCLOTech is a high-tech Project, related with an innovative method for direct production of a radioactive pharmaceutical, used in excess of 85% of 35 Million Nuclear Medicine procedures done yearly, worldwide, representing globally more than 3 Billion Euros. The CYCLOTech team has developed an innovative proprietary methodology based on the use of Cyclotron Centers, formally identified as the Clients (actually, there are around 450 of this Centers in function worldwide), to directly produce and deliver the radiopharmaceutical to the final users, at the Hospitals and other Health Institutions (estimating at around 25.000, worldwide). The investment still need to finish Research and Technological Development (RTD), Industrial, Regulatory and Intellectual Property Rights (IPR) issues and allow the introduction in the Market is 4,35 M€, with a Payback of 3 years, with an Investment Return Rate (IRR) of 81,7% and a Net Present Value (NPV) of 60.620.525€ (in 2020).

The availability of small inexpensive sensor elements enables the employment of large wired or wireless sensor networks for feeding control systems. Unfortunately, the need to transmit a large number of sensor measurements over a network negatively affects the timing parameters of the control loop. This paper presents a solution to this problem by representing sensor measurements with an approximate representation-an interpolation of sensor measurements as a function of space coordinates. A priority-based medium access control (MAC) protocol is used to select the sensor messages with high information content. Thus, the information from a large number of sensor measurements is conveyed within a few messages. This approach greatly reduces the time for obtaining a snapshot of the environment state and therefore supports the real-time requirements of feedback control loops.

This paper proposes a Genetic Algorithm (GA) for the design of combinational logic circuits. The fitness function evaluation is calculated using Fractional Calculus. This approach extends the classical fitness function by including a fractional-order dynamical evaluation. The experiments reveal superior results when comparing with the classical method.

Fragmentation on dynamically reconfigurable FPGAs is a major obstacle to the efficient management of the logic space in reconfigurable systems. When resource allocation decisions have to be made at run-time a rearrangement may be necessary to release enough contiguous resources to implement incoming functions. The feasibility of run-time relocation depends on the processing time required to set up rearrangements. Moreover, the performance of the relocated functions should not be affected by this process or otherwise the whole system performance, and even its operation, may be at risk. Relocation should take into account not only specific functional issues, but also the FPGA architecture, since these two aspects are normally intertwined. A simple and fast method to assess performance degradation of a function during relocation and to speed up the defragmentation process, based on previous function labelling and on the application of the Euclidian distance concept, is proposed in this paper.

According to the hedonic price method, a price of a good is related with the characteristics or the services it provides. Within this framework, the aim of this study it is to examine the effect on room rates of different characteristics of hotels in and around the city of Porto, such as star category, size, room and service quality, hotel facilities and location. It was estimated a hedonic price function, using data for 51 hotels. The results enable to identify the attributes that are important to consumers and hoteliers and to which extent. This information can be used by hotel managers to define a price strategy and helpful in new investment decisions.

An intensive use of dispersed energy resources is expected for future power systems, including distributed generation, especially based on renewable sources, and electric vehicles. The system operation methods and tool must be adapted to the increased complexity, especially the optimal resource scheduling problem. Therefore, the use of metaheuristics is required to obtain good solutions in a reasonable amount of time. This paper proposes two new heuristics, called naive electric vehicles charge and discharge allocation and generation tournament based on cost, developed to obtain an initial solution to be used in the energy resource scheduling methodology based on simulated annealing previously developed by the authors. The case study considers two scenarios with 1000 and 2000 electric vehicles connected in a distribution network. The proposed heuristics are compared with a deterministic approach and presenting a very small error concerning the objective function with a low execution time for the scenario with 2000 vehicles.

Optimization methods have been used in many areas of knowledge, such as Engineering, Statistics, Chemistry, among others, to solve optimization problems. In many cases it is not possible to use derivative methods, due to the characteristics of the problem to be solved and/or its constraints, for example if the involved functions are non-smooth and/or their derivatives are not know. To solve this type of problems a Java based API has been implemented, which includes only derivative-free optimization methods, and that can be used to solve both constrained and unconstrained problems. For solving constrained problems, the classic Penalty and Barrier functions were included in the API. In this paper a new approach to Penalty and Barrier functions, based on Fuzzy Logic, is proposed. Two penalty functions, that impose a progressive penalization to solutions that violate the constraints, are discussed. The implemented functions impose a low penalization when the violation of the constraints is low and a heavy penalty when the violation is high. Numerical results, obtained using twenty-eight test problems, comparing the proposed Fuzzy Logic based functions to six of the classic Penalty and Barrier functions are presented. Considering the achieved results, it can be concluded that the proposed penalty functions besides being very robust also have a very good performance.
