This paper presents the results of an exploratory study on knowledge management in Portuguese organizations. The study was based on a survey sent to one hundred of the main Portuguese organizations, in order to know their current practices relating knowledge management systems (KMS) usage and intellectual capital (IC) measurement. With this study, we attempted to understand what are the main tools used to support KM processes and activities in the organizations, and what metrics are pointed by organizations to measure their knowledge assets.

The dominant discourse in education and training policies, at the turn of the millennium, was on lifelong learning (LLL) in the context of a knowledge-based society. As Green points (2002, pp. 611-612) several factors contribute to this global trend: The demographic change: In most advanced countries, the average age of the population is increasing, as people live longer; The effects of globalisation: Including both economic restructuring and cultural change which have impacts on the world of education; Global economic restructuring: Which causes, for example, a more intense demand for a higher order of skills; the intensified economic competition, forcing a wave of restructuring and creating enormous pressure to train and retrain the workforce In parallel, the “significance of the international division of labour cannot be underestimated for higher education”, as pointed out by Jarvis (1999, p. 250). This author goes on to argue that globalisation has exacerbated differentiation in the labour market, with the First World converting faster to a knowledge economy and a service society, while a great deal of the actual manufacturing is done elsewhere.

In this paper we present VERITAS, a tool that focus time maintenance, that is one of the most important processes in the engineering of the time during the development of KBS. The verification and validation (V&V) process is part of a wider process denominated knowledge maintenance, in which an enterprise systematically gathers, organizes, shares, and analyzes knowledge to accomplish its goals and mission. The V&V process states if the software requirements specifications have been correctly and completely fulfilled. The methodologies proposed in software engineering have showed to be inadequate for Knowledge Based Systems (KBS) validation and verification, since KBS present some particular characteristics. VERITAS is an automatic tool developed for KBS verification which is able to detect a large number of knowledge anomalies. It addresses many relevant aspects considered in real applications, like the usage of rule triggering selection mechanisms and temporal reasoning.

Electrical activity is extremely broad and distinct, requiring by one hand, a deep knowledge on rules, regulations, materials, equipments, technical solutions and technologies and assistance in several areas, as electrical equipment, telecommunications, security and efficiency and rational use of energy, on the other hand, also requires other skills, depending on the specific projects to be implemented, being this knowledge a characteristic that belongs to the professionals with relevant experience, in terms of complexity and specific projects that were made.

The Information and Communication Technology (ICT) provide new strategies for disseminating information and new communication models in order to change attitudes and human behaviour concerning to education. Nowadays the internet is crucial as a means of communication and information sharing. To education or tutorship will be required to use ICT, supported on the internet, to establish the communication of teacher-student and student-student, disseminating the content of the subjects, and as a way of teaching and learning process. This paper presents an intelligent tutor that aims to be a tool to support teaching and learning in the field of the electrical engineering project.

The present paper results of an ongoing research project were it is expected to develop an information system to monitoring a cultural-touristic route. The route to monitor is the Romanesque Route of Tâmega. This Route is composed of 58 monuments located in the region of Tâmega in the North of Portugal. Due to the particular location of this region, that is between coastal zone, but not yet in the inland, it has a weak political influence, and it is reflected in the low levels of development at several levels, observed. The Romanesque Route was implemented in a part of this region in 1998, and enlarged to the all-region in 2010. In order to evaluate the socio-ecomonic impact of this route in the region a research project is being developed. The main goal of this paper is to open a discussion on the elements that must be taken into consideration to evaluate the economic and social impact of a touristic cultural route within a region and this one in particular.

A number of characteristics are boosting the eagerness of extending Ethernet to also cover factory-floor distributed real-time applications. Full-duplex links, non-blocking and priority-based switching, bandwidth availability, just to mention a few, are characteristics upon which that eagerness is building up. But, will Ethernet technologies really manage to replace traditional Fieldbus networks? To this question, Fieldbus fundamentalists often argue that the two technologies are not comparable. In fact, Ethernet technology, by itself, does not include features above the lower layers of the OSI communication model. Where are the higher layers that permit building real industrial applications? And, taking for free that they are available, what is the impact of those protocols, mechanisms and application models on the overall performance of Ethernetbased distributed factory-floor applications? In this paper we provide some contributions that may pave the way towards providing some reasonable answers to these issues.

The continuous improvement of Ethernet technologies is boosting the eagerness of extending their use to cover factory-floor distributed real time applications. Indeed, it is remarkable the considerable amount of research work that has been devoted to the timing analysis of Ethernet-based technologies in the past few years. It happens, however, that the majority of those works are restricted to the analysis of sub-sets of the overall computing and communication system, thus without addressing timeliness in a holistic fashion. To this end, we address an approach, based on simulation, aiming at extracting temporal properties of commercial-off-the-shelf (COTS) Ethernet-based factory-floor distributed systems. This framework is applied to a specific COTS technology, Ethernet/IP. We reason about the modeling and simulation of Ethernet/IP-based systems, and on the use of statistical analysis techniques to provide useful results on timeliness. The approach is part of a wider framework related to the research project INDEPTH NDustrial-Ethernet ProTocols under Holistic analysis.

The current economic crisis has rushed even more the economists’ concerns to identify new directions for the sustainable development of the society. In this context, the human capital is crystallised as the key variable of the creative economy and of the knowledge-based society. As such, we have directed the research underlying this paper to identifying the most eloquent indicators of human capital to meet the demands of the knowledge-based society and sustainable development as well as towards achieving a comprehensive analysis of the human capital in the EU countries, respectively of a comparative analysis: Romania - Portugal. To carry out this paper, the methodology used is based on the interdisciplinary triangulation involving approaches from the perspective of human resource management, economy and economic statistics. The research techniques used consist of the content analysis and investigation of secondary data of international organisations accredited in the field of this research, such as: the United Nation Development Programme - Human Development Reports, World Bank - World Development Reports, International Labour Organisation, Eurostat, European Commission’s Eurobarometer surveys and reports on human capital. The research results emphasise both similarities and differences between the two countries under the comparative analysis and the main directions in which one has to invest for the development of human capital.

Designing electric installation projects, demands not only academic knowledge, but also other types of knowledge not easily acquired through traditional instructional methodologies. A lot of additional empirical knowledge is missing and so the academic instruction must be completed with different kinds of knowledge, such as real-life practical examples and simulations. On the other hand, the practical knowledge detained by the most experienced designers is not formalized in such a way that is easily transmitted. In order to overcome these difficulties present in the engineers formation, we are developing an Intelligent Tutoring System (ITS), for training and support concerning the development of electrical installation projects to be used by electrical engineers, technicians and students.

Artificial intelligence techniques are being widely used to face the new reality and to provide solutions that can make power systems undergo all the changes while assuring high quality power. In this way, the agents that act in the power industry are gaining access to a generation of more intelligent applications, making use of a wide set of AI techniques. Knowledge-based systems and decision-support systems have been applied in the power and energy industry. This article is intended to offer an updated overview of the application of artificial intelligence in power systems. This article paper is organized in a way so that readers can easily understand the problems and the adequacy of the proposed solutions. Because of space constraints, this approach can be neither complete nor sufficiently deep to satisfy all readers’ needs. As this is amultidisciplinary area, able to attract both software and computer engineering and power system people, this article tries to give an insight into themost important concepts involved in these applications. Complementary material can be found in the reference list, providing deeper and more specific approaches.
