Environmental management is a complex task. The amount and heterogeneity of the data needed for an environmental decision making tool is overwhelming without adequate database systems and innovative methodologies. As far as data management, data interaction and data processing is concerned we here propose the use of a Geographical Information System (GIS) whilst for the decision making we suggest a Multi-Agent System (MAS) architecture. With the adoption of a GIS we hope to provide a complementary coexistence between heterogeneous data sets, a correct data structure, a good storage capacity and a friendly user’s interface. By choosing a distributed architecture such as a Multi-Agent System, where each agent is a semi-autonomous Expert System with the necessary skills to cooperate with the others in order to solve a given task, we hope to ensure a dynamic problem decomposition and to achieve a better performance compared with standard monolithical architectures. Finally, and in view of the partial, imprecise, and ever changing character of information available for decision making, Belief Revision capabilities are added to the system. Our aim is to present and discuss an intelligent environmental management system capable of suggesting the more appropriate land-use actions based on the existing spatial and non-spatial constraints.

To assure enduring success, firms need to generate economic value with respect for the environment and social value. They also need to be aware of the needs and expectations of relevant stakeholders and incorporate them in their business strategies and programs. These challenges imply that engineers should take into consideration societal, health and safety,environmental and commercial issues in their professional activity. This investigation accesses the influence of firms’ environmental management programs and community involvement programs on their own employees and in the community, with a focus on small and medium companies. Based on a quantitative research, the findings suggest that firms that invest both in environmental management programs and in community involvement programs have a higher involvement of their own employees with the community, while at the same time receiving more feedback (positive, but also negative) from the community, stressing the need to pay special attention to their communication policies.

The treatment efficiency of laboratory wastewaters was evaluated and ecotoxicity tests with Chlorella vulgaris were performed on them to assess the safety of their environmental discharge. For chemical oxygen demand wastewaters, chromium (VI), mercury (II) and silver were efficiently removedby chemical treatments.Areduction of ecotoxicitywas achieved; nevertheless, an EC50 (effective concentration that causes a 50% inhibition in the algae growth) of 1.5% (v/v) indicated still high level of ecotoxicity. For chloride determination wastewaters, an efficient reduction of chromium and silver was achieved after treatment. Regarding the reduction of ecotoxicity observed, EC50 increased from 0.059% to 0.5%, only a 0.02% concentration in the aquatic environment would guarantee no effects. Wastewaters containing phenanthroline/iron (II) complex were treated by chemical oxidation. Treatmentwas satisfactory concerning chemical parameters, although an increase in ecotoxicitywas observed (EC50 reduced from 0.31% to 0.21%). The wastes from the kinetic study of persulphate and iodide reaction were treated with sodium bisulphite until colour was removed. Although they did not reveal significant ecotoxicity, only over 1% of the untreated waste produced observable effects over algae. Therefore, ecotoxicity tests could be considered a useful tool not only in laboratory effluents treatment, as shown, but also in hazardous wastewaters management.

The environmental management domain is vast and encompasses many identifiable activities: impact assessment, planning, project evaluation, etc. In particular, this paper focusses on the modelling of the project evaluation activity. The environmental decision support system under development aims to provide assistance to project developers in the selection of adequate locations, guaranteeing the compliance with the applicable regulations and the existing development plans as well as satisfying the specified project requirements. The inherent multidisciplinarity features of this activity lead to the adoption of the Multi-Agent paradigm, and, in particular, to the modelling of the involved agencies as a community of cooperative autonomous agents, where each agency contributes with its share of problem solving to the final system’s recommendation. To achieve this behaviour the many conclusions of the individual agencies have to be justifiably accommodated: not only they may differ, but can be interdependent, complementary, irreconcilable, or simply, independent. We propose different solutions (involving both local and global consistency) to support the adequate merge of the distinct perspectives that inevitably arise during this type of decision making.

The inherent multidisciplinary features of the involved expertises in the field of environmental management, the need to define clear policies that allow the synthesis of divergent perspectives, its systematic application, and the reduction of the costs and time that result from this integration, are the main reasons that motivate the proposal of this project. This paper is organised in two parts: in the first part we present and discuss the developed - Distributed Belief Revision Test-bed - DiBeRT; in the second part we analyse its application to the environmental decision support domain, with special emphasis on the interface with a GIS.

As instituições de ensino procuram ser impulsionadoras de boas práticas ambientais demonstrando com isso o seu compromisso com o meio ambiente e com as gerações futuras. Os Sistemas de Gestão Ambiental (SGA), nomeadamente as exigências da ISO 14001:2004 podem ser uma oportunidade para as instituições gerirem correctamente todos os seus recursos, assim como eliminarem os riscos e custos desnecessários, ao mesmo tempo que reforçam os seus valores quanto à protecção do meio ambiente, prevenção da poluição, cumprimento legal e as necessidades socioeconómicas. Pretendeu-se com este estudo determinar quais os factores que condicionam a abordagem de uma política ambiental nos estabelecimentos de ensino, relacionando-as com as diferentes características das escolas com as suas abordagens ambientais, assim como determinar quais os factores que influenciam a postura ambiental das escolas. Os resultados foram recolhidos através de um inquérito por questionário, direccionado para os estabelecimentos de ensino pré-escolar, 1º, 2º, 3º ciclos e secundário da Área Metropolitana do Porto. Através da análise das respostas de 405 escolas, conclui-se que aqueles com melhores desempenhos ambientais e melhores condições para implementar um SGA são os estabelecimentos de ensino com a tipologia EB2,3/ES, públicos, pertencentes aos concelhos de Gondomar, Mais e Sto Tirso, localizados nas zonas urbanas e com edifícios escolares recentes em excelentes ou bons estados de conservação. De um modo geral todos os estabelecimentos de ensino demonstram um desempenho ambiental considerado bom e acima do considerado satisfatório para a implementação de um SGA.

This paper presents the study of the remediation of sandy soils containing six of the most common contaminants (benzene, toluene, ethylbenzene, xylene, trichloroethylene and perchloroethylene) using soil vapour extraction (SVE). The influence of soil water content on the process efficiency was evaluated considering the soil type and the contaminant. For artificially contaminated soils with negligible clay contents and natural organic matter it was concluded that: (i) all the remediation processes presented efficiencies above 92%; (ii) an increase of the soil water content led to a more time-consuming remediation; (iii) longer remediation periods were observed for contaminants with lower vapour pressures and lower water solubilities due to mass transfer limitations. Based on these results an easy and relatively fast procedure was developed for the prediction of the remediation times of real soils; 83% of the remediation times were predicted with relative deviations below 14%.

O presente trabalho centra-se na gestão de resíduos produzidos no sistema de drenagem e tratamento de águas residuais do município de Vila Nova de Gaia. A entidade onde decorreu o trabalho é uma empresa responsável pela distribuição de água e pela drenagem e tratamento de águas residuais. A empresa está certificada pela norma NP EN ISO 14001, desde 2001, sendo então um dos objectivos o enquadramento da gestão dos resíduos em estudo na referida norma, acompanhando os requisitos da mesma com vista ao seu total cumprimento. Outros dos objectivos foi estudar qual a opção de tratamento mais adequada a aplicar ao resíduo no seu local de armazenamento temporário com vista a minorar os seus impactes ambientais. De acordo com a caracterização analítica do resíduo e com os aspetos legais aplicáveis, foram também analisados os destinos finais possíveis e ambientalmente adequados ao resíduo. A medida proposta para a minimização de impactes no local de armazenamento temporário do resíduo foi a estabilização com cal nos leitos de secagem, disponíveis numa antiga ETAR de loteamento. O doseamento de cal a aplicar ao resíduo será de 10 kg de cal apagada comercial (Ca (OH)2) por uma tonelada de resíduo fresco com um período mínimo de secagem de 2 meses. Outra das medidas de minimização de impactes selecionada foi a implantação de uma cortina arbórea ao redor da instalação. Sendo o resíduo em estudo muito heterogéneo, constituído principalmente por areias, terras e gradados, a valorização foi equacionada mas não foram encontrados alternativas viáveis. O destino final considerado como mais adequado tendo em conta todas as características do resíduo e eluato, analisadas de acordo com o previsto no Decreto-Lei n.º 183/2009 de 10 de Agosto, foi o aterro para resíduos não perigosos. Foi também objecto do estudo a identificação e análise de todos os aspectos ambientais relacionados com a gestão de resíduos e a avaliação da sua significância. Dos aspectos ambientais identificados como significativos, destacam-se aqueles que ocorrem presentemente, os resíduos armazenados (gradados/limpeza de redes), e os que podem ocorrer em situações de emergência, fuga/derrame de óleos/combustíveis e cheiros/odores. De forma a minimizar os aspectos ambientais identificados, e de acordo com a norma NP EN ISO 14001, foram propostas ações que constam de um programa de gestão elaborado para este trabalho, onde se definem os objectivos, metas e prazos. As principais medidas propostas no programa de gestão foram: Estabilização com cal (inicial e reforço se necessário); melhoria do espaço envolvente; análise de questões de saúde ocupacional/segurança; adjudicação de prestação de serviços da recolha por operador licenciado; implantação da cortina arbórea; registo no SIRAPA; criação de planos de emergência ambiental e de segurança.

ISO 14001 is an International Standard of worldwide acceptance based on the concept that better environmental performance can be achieved when environmental aspects are systematically identified and managed giving a major contribution to Sustainability, through pollution prevention, improved environmental performance and complying with applicable laws. This paper aims to discuss the Sustainability approach through the use of Environmental Management Standards (EMS), the results achieved by organizations that implement and certify those EMS and a special focus on the current process of ISO 14001:2015 revision and the logic behind it.
