Portugal is a small economy, with an open domestic market that needs competitive exporters to prosper. Trade fairs are an international promotion tool that can be used by firms when considering export development and expansion. This study identifies and evaluates the critical factors that influenced the decision making process of Portuguese SME’s (Small and Medium-Sized Enterprises) managers to participate (or not) in international trade fairs. The results indicate that the firm’s critical decisions factors to select an international trade fair were value for money and the stand (location, typology and size)

Long-term international assignments’ increase requires more attention being paid for the preparation of these foreign assignments, especially on the recruitment and selection process of expatriates. This article explores how the recruitment and selection process of expatriates is developed in Portuguese companies, examining the main criteria on recruitment and selection of expatriates’ decision to send international assignments. The paper is based on qualitative case studies of companies located in Portugal. The data were collected through semi-structured interviews of 42 expatriates and 18 organisational representatives as well from nine Portuguese companies. The findings show that the most important criteria are: (1) trust from managers, (2) years in service, (3) previous technical and language competences, (4) organisational knowledge and, (5) availability. Based on the findings, the article discusses in detail the main theoretical and managerial implications. Suggestions for further research are also presented.

This chapter examines the cross-cultural influence of training on the adjustment of international assignees. We focus on the pre-departure training (PDT) before an international assignment. It is an important topic because in the globalized world of today more and more expatriations are needed. The absence of PDT may generate the failure of the expatriation experience. Companies may neglect PDT due to cost reduction practices and ignorance of the need for it. Data were collected through semi-structured interviews to 42 Portuguese international assignees and 18 organizational representatives from nine Portuguese companies. The results suggest that companies should develop PDT programs, particularly when the cultural distance to the host country is bigger and when there is no previous experience of expatriation to that country in the company. The study is original because it details in depth the methods of PDT, its problems, and consequences. Some limitations linked to the research design and detailed in the conclusion should be overcome in future studies.

We study the effects of environmental and trade policies in an international duopoly serving two countries, with pollution abatement. This analysis is done in both mixed and privatized markets. The model has two stages: First, governments choose environmental taxes and import tariffs, simultaneously; then, the firms compete in the market by choosing output levels for the domestic market and to export and also abatement levels.

O contexto, o tempo é de mudança. Ainda que o não fosse, falar de gestão de recursos humanos, falar de pessoas, é falar em mudança (ou mudanças). A economia mundial é que dita o presente e o futuro das organizações, privadas ou públicas, com ou sem fins lucrativos, pequenas, médias e grandes. Quando, em 2011, foi chumbado o quarto projeto do Programa de Estabilidade e Crescimento, vivia-se em Portugal um período crítico, ao qual não era alheia a conjuntura internacional de recessão económica. No domínio da Administração Pública, procurava-se redesenhar as organizações, imprimir-lhes uma gestão mais privatística, de otimização de recursos e controlo de custos. Hoje, sabe-se que aquela rejeição do programa político governamental teria outras consequências, as que atualmente os portugueses vêm sentindo. É um período de mudanças radicais, sem precedentes. Como lideram ou como administram os responsáveis pelas organizações, no contexto atual? Quais as qualidades de liderança que imperam em situações de crise e de austeridade? Como reagem líderes e liderados em períodos de recessão ou adversidade? E, sobretudo, como falham uns e são bem-sucedidos outros? Desde logo, há que reconhecer a importância e valorizar o capital humano: atrair, reter e desenvolver. Neste trabalho, procuramos responder aos crescentes interesse e preocupação em redesenhar, reformar e melhorar a gestão na administração pública. Daí o interesse pela motivação e a sua relação com o estilo de liderança adotado nas organizações deste setor, fator determinante para o comprometimento, a eficácia e a produtividade no trabalho. Mais concretamente, o objetivo deste estudo é compreender a relação entre o sistema de gestão que predomina nas entidades responsáveis pela recolha e gestão de resíduos do concelho da Maia e a motivação dos seus colaboradores, assim como a satisfação dos mesmos com a sua chefia. A metodologia de investigação utilizada orienta-se para a abordagem quantitativa, recorrendo-se a técnicas e instrumentos de natureza quantitativa, tais como o questionário de escala de resposta tipo Likert, por considerarmos ser a mais ajustada às pretensões desta investigação.

Despite the abundant literature in knowledge management, few empirical studies have explored knowledge management in connection with international assignees. This phenomenon has a special relevance in the Portuguese context, since (a) there are no empirical studies concerning this issue that involves international Portuguese companies; (b) the national business reality is incipient as far as internationalisation is concerned, and; (c) the organisational and national culture presents characteristics that are distinctive from the most highly studied contexts (e.g., Asia, USA, Scandinavian countries, Spain, France, The Netherlands, Germany, England and Russia). We examine the role of expatriates in transfer and knowledge sharing within the Portuguese companies with operations abroad. We focus specifically on expatriates’ role on knowledge sharing connected to international Portuguese companies and our findings take into account organizational representatives’ and expatriates’ perspectives. Using a comparative case study approach, we examine how three main dimensions influence the role of expatriates in knowledge sharing among headquarters and their subsidiaries (types of international assignment, reasons for using expatriation and international assignment characteristics). Data were collected using semi‐structured interviews to 30 Portuguese repatriates and 14 organizational representatives from seven Portuguese companies. The findings suggest that the reasons that lead Portuguese companies to expatriating employees are connected to: (1) business expansion needs; (2) control of international operations and; (3) transfer and knowledge sharing. Our study also shows that Portuguese companies use international assignments in order to positively respond to the increasingly decaying domestic market in the economic areas in which they operate. Evidence also reveals that expatriation is seen as a strategy to fulfill main organizational objectives through their expatriates (e.g., business internationalization, improvement of the coordination and control level of the units/subsidiaries abroad, replication of aspects of the home base, development and incorporation of new organizational techniques and processes). We also conclude that Portuguese companies have developed an International Human Resources Management strategy, based on an ethnocentric approach, typically associated with companies in early stages of internationalization, i.e., the authority and decision making are centered in the home base. Expatriates have a central role in transmitting culture and technical knowledge from company’s headquarters to the company’s branches. Based on the findings, the article will discuss in detail the main theoretical and managerial implications. Suggestions for further research will also be presented.

This study explores (1) the reasons that lead Portuguese companies to use expatriates and (2) the motivations that led the repatriates to accepting an international assignment. Semistructured interviews were carried out on 44 individuals (14 responsible for organizational management of the expatriates and 30 repatriates), in seven international companies based in Portugal, and analysis of the thematic content was conducted for data processing. Results suggest that the reasons that lead Portuguese companies to expatriating employees are connected to business needs and the control of international operations, while individual motivations are linked to personal and professional ambition, the will to serve the company and organizational pressure. We concluded that Portuguese companies, like most European companies, seem to develop a strategy of International Human Resources Management (IHRM) according to an ethnocentric approach, characteristic to companies in early stages of internationalization. Similarly, the main motivations of Portuguese repatriates are identical to those of other expatriates, though the will to serve the company seems to be more valued by Portuguese repatriates than by expatriates from other countries.

Competition between public and private firms exists in a range of industries like telecommunications, electricity, natural gas, airlines industries, as weel as services including hospitals, banking and education. Some authors studied mixed oligopolies under Cournot competition (firms move simultaneously) and some others considered Stackelberg models (firms move sequentially). Tomaru [1] analyzed, in a Cournot model, how decision-making upon cost-reducing R&D investment by a domestic public firm is affected by privatization when competing in the domestic market with a foreign firm. He shows that privatization of the domestic public firm lowers productive efficiency and deteriorates domestic social welfare. In this paper, we examine the same question but in a Stackelberg formulation instead of Cournot. The model is a three-stage game. In the first stage, the domestic firm chooses the amount of cost-reducing R&D investment. Then, the firms compete à la Stackelberg. Two cases are considered: (i) The domestic firm is the leader; (ii) The foreign firm is the leader. We show that the results obtained in [1] for Cournot competition are robust in the sence that they are also true when firms move sequentially.

We study the effects of entry of a foreign firm on domestic welfare in the presence of licensing, when the entrant is technologically inferior to the incumbent. We show that foreign entry increases domestic welfare for intermediate (respectively, sufficiently large) technological differences between the firms under licensing with fixed fee (respectively, output royalty).

Nowadays, data centers are large energy consumers and the trend for next years is expected to increase further, considering the growth in the order of cloud services. A large portion of this power consumption is due to the control of physical parameters of the data center (such as temperature and humidity). However, these physical parameters are tightly coupled with computations, and even more so in upcoming data centers, where the location of workloads can vary substantially due, for example, to workloads being moved in the cloud infrastructure hosted in the data center. Therefore, managing the physical and compute infrastructure of a large data center is an embodiment of a Cyber-Physical System (CPS). In this paper, we describe a data collection and distribution architecture that enables gathering physical parameters of a large data center at a very high temporal and spatial resolution of the sensor measurements. We think this is an important characteristic to enable more accurate heat-flow models of the data center and with them, find opportunities to optimize energy consumptions. Having a high-resolution picture of the data center conditions, also enables minimizing local hot-spots, perform more accurate predictive maintenance (failures in all infrastructure equipments can be more promptly detected) and more accurate billing. We detail this architecture and define the structure of the underlying messaging system that is used to collect and distribute the data. Finally, we show the results of a preliminary study of a typical data center radio environment.

We consider two Cournot firms, one located in the home country and the other in the foreign country, producing substitute goods for consumption in a third country. We suppose that neither the home government nor the foreign firm know the costs of the home firm, while the foreign firm cost is common knowledge. We determine the separating sequential equilibrium outputs.

We consider two firms, located in different countries, selling the same homogeneous good in both countries. In each country there is a non negative tariff on imports of the good produced in the other country. We suppose that each firm has two different technologies, and uses one of them according to a certain probability distribution. The use of either one or the other technology affects the unitary production cost. We analyse the effect of the production costs uncertainty on the profits of the firms and also on the welfare of the governments.

This paper explores the relationship between the expatriates’ knowledge acquisition (KA) and their career development after an international assignment (IA). The purpose of this paper is to examine the role of expatriates in KA and transfer within International Portuguese multinational corporations. Furthermore, with this empirical study we try to analyse how the knowledge that is acquired and transferred translates into a basis for career development after the IA. This phenomenon has a special relevance in the Portuguese context, because this country is known a growing process of globalization in recent years. Furthermore, (a) there are no empirical studies concerning knowledge transfer and career development of repatriates from Portuguese companies; (b) little is known about the repatriates’ contributions to their home company after IA. This paper is one of the first to focus specifically on the repatriates’ role in KA and transfer from the host company to their Portuguese home company. A qualitative research methodology is used, specifically through an exploratory case study approach, which examines how knowledge management (KM) acquisition or transferring during IA are important for the repatriates’ career development in the Portuguese home company. Data were collected through semi-structured interviews to 42 Portuguese international assignees and 18 organizational representatives from nine Portuguese companies. Preliminary results show that KA and transfer made by Portuguese expatriates contributes directly to their career development. Moreover, evidence reveals that not all repatriates were promoted after their IA; rather some repatriates were even demoted after their IA. Furthermore, the results obtained suggest that the type of knowledge which acquired or transferred plays a central role in the career development after repatriation. According to these results, the paper discusses the major theoretical and practical implications. Suggestions for future research are also presented.
