This paper addresses a gap in the literature concerning the management of Intellectual Capital (IC) in a port, which is a network of independent organizations that act together in the provision of a set of services. As far as the authors are aware, this type of empirical context has been unexplored when regarding knowledge management or IC creation/destruction. Indeed, most research in IC still focus on individual firms, despite the more recent interest placed on the analysis of macro-level units such as regions or nations. In this study, we conceptualise the port as meta-organisation, which has the generic goal of economic development, both for itself and for the region where it is located. It provides us with a unique environment due to its complexity as an “organisation” composed by several organisations, connected by interdependency relationships and, typically, with no formal hierarchy. Accordingly, actors’ interests are not always aligned and in some situations their individual interests can be misaligned with the collective goals of the port. Moreover, besides having their own interests, port actors also have different sources of influence and different levels of power, which can impact on the port’s Collective Intellectual Capital (CIC). Consequently, the management of the port’s CIC can be crucial in order for its goals to be met. With this paper we intend to discuss how the network coordinator (the port authority) manages those complex relations of interest and power in order to develop collaboration and mitigate conflict, thus creating collective intellectual assets or avoiding intellectual liabilities that may emerge for the whole port. The fact that we are studying complex and dynamic processes, about which there is a lack of understanding, in a complex and atypical organisation, leads us to consider the case study as an appropriate method of research. Evidence presented in this study results from preliminary interviews and also from document analysis. Findings suggest that alignment of interests and actions, at both dyadic and networking levels, is critical to develop a context of collaboration/cooperation within the port community and, accordingly, the port coordinator should make use of different types of power in order to ensure that port’s goals are achieved.

A revision of several paths for the Quality journey is presented: from Quality Gurus and Total Quality Management (TQM) models to the ISO 9000 International Standards Series. Since ISO 9001:2008 is now in the revision process to the expected ISO 9001:2015 version, an analysis is made of he proposed changes and the underlying reasons and the impacts foreseen on the more than 1.3 Million certified organizations. This revision should be a step towards TQM and reflect the changes of an increasingly complex, demanding and dynamic environment, while assuring that complying organizations are able to provide conformity products and services that satisfy their customers. Major benefits are expected such as less emphasis on documentation and new/reinforced approaches: consideration of Organizational Context and (relevant) Stakeholders, Risk Based thinking and Knowledge Management.

Despite the abundant literature in knowledge management, few empirical studies have explored knowledge management in connection with international assignees. This phenomenon has a special relevance in the Portuguese context, since (a) there are no empirical studies concerning this issue that involves international Portuguese companies; (b) the national business reality is incipient as far as internationalisation is concerned, and; (c) the organisational and national culture presents characteristics that are distinctive from the most highly studied contexts (e.g., Asia, USA, Scandinavian countries, Spain, France, The Netherlands, Germany, England and Russia). We examine the role of expatriates in transfer and knowledge sharing within the Portuguese companies with operations abroad. We focus specifically on expatriates’ role on knowledge sharing connected to international Portuguese companies and our findings take into account organizational representatives’ and expatriates’ perspectives. Using a comparative case study approach, we examine how three main dimensions influence the role of expatriates in knowledge sharing among headquarters and their subsidiaries (types of international assignment, reasons for using expatriation and international assignment characteristics). Data were collected using semi‐structured interviews to 30 Portuguese repatriates and 14 organizational representatives from seven Portuguese companies. The findings suggest that the reasons that lead Portuguese companies to expatriating employees are connected to: (1) business expansion needs; (2) control of international operations and; (3) transfer and knowledge sharing. Our study also shows that Portuguese companies use international assignments in order to positively respond to the increasingly decaying domestic market in the economic areas in which they operate. Evidence also reveals that expatriation is seen as a strategy to fulfill main organizational objectives through their expatriates (e.g., business internationalization, improvement of the coordination and control level of the units/subsidiaries abroad, replication of aspects of the home base, development and incorporation of new organizational techniques and processes). We also conclude that Portuguese companies have developed an International Human Resources Management strategy, based on an ethnocentric approach, typically associated with companies in early stages of internationalization, i.e., the authority and decision making are centered in the home base. Expatriates have a central role in transmitting culture and technical knowledge from company’s headquarters to the company’s branches. Based on the findings, the article will discuss in detail the main theoretical and managerial implications. Suggestions for further research will also be presented.

O pretexto da implementação de um Sistema de Gestão da Qualidade numa empresa de produção de fundos copados, constitui pretexto para provocar uma análise mais profunda e fundamentada do tema e objetivo para este projeto. Entender um conceito tão subjetivo como o de qualidade afigura-se como necessidade primária para o início da reflexão. Percorremos em seguida a história do conceito desde a Europa Medieval até à revolução na qualidade que acabaria por acontecer no Japão após a II Guerra Mundial. A qualidade como a entendemos hoje deve-se ainda a contributos de personalidades que identificaram vários métodos que surgiram ao longo do tempo e que foram melhorando o conceito, de entre as quais se referem três: William Deming, Joseph Moses Juran e Philip B. Crosby. Em seguida reflete-se acerca do impacto real da implementação da ISO 9000, recorrendo ao estudo de Olivier Boiral, que fornece uma aproximação bastante real dos benefícios da implementação de sistemas de gestão da qualidade. Ainda no segundo capítulo analisamos a importância do processo de certificação, concluindo que a tarefa extra de uma organização externa certificar o SGQ constitui indubitavelmente uma forma de manter o sistema rigoroso e disciplinado. No terceiro capítulo, “ISO 9001:2008 VERSUS ISO 9001:2015”, analisamos em detalhe as principais alterações da futura norma ISO 9001:2015 relativamente à iISO 9001:2008: introdução do “pensamento baseado no risco”; enfase dado à abordagem por processos; enfase dado à “gestão da mudança”; “gestão do conhecimento”; “direção estratégica”, integrando os sistemas de gestão e da qualidade; a determinação de que todas as normas que integram um sistema de gestão seguirão um novo formato, chamado “high-level structure” como definido no Anexo SL; e enfase ainda dado à consideração do feedback de todos os processos e stakeholders envolvidos. Seguidamente, no capítulo “Apresentação da “Empresa Lda””, apresenta-se a empresa alvo deste caso de estudo, uma indústria metalomecânica que fabrica fundos copados para o mercado nacional e internacional. Analisadas as principais alterações entre a atual e a futura norma, no capítulo “SGQ Proposto Assente na Futura Norma ISO 9001:2015” propõem-se alterações ao sistema já implementado anteriormente com base na aceitação da futura ISO 9001:2015 e alterações que esta prevê. Os processos e procedimentos que representem mais tempo e custo serão 6 identificados, assim como aqueles que poderão ser mais rapidamente adaptados para que o SGQ seja assim otimizado e mais adaptado aos recursos disponíveis. Para esta reflexão e desenvolvimento de uma nova estratégia recorre-se a vários instrumentos: estabelecem-se objetivos, efectua-se a análise SWOT, uma análise FMEA, a Análise de Gestão do Conhecimento e finalmente a Análise das Partes Interessadas. Em conjunto com as propostas de ações referidas nas análises anteriores descrevem-se de seguida as propostas de ação de intervenção nos fluxogramas. Os processos e procedimentos que aqui se destacam são aqueles que se consideram poderem constituir impacto eficaz e que vão ao encontro daquilo que é proposto na nova norma ISO 9001:2015, tendo em conta as principais alterações vistas anteriormente.

É de conhecimento do meio, que os Sistemas de Gestão Técnica Centralizada (SGTC) são uma mais-valia para a redução de utilização de energia associados principalmente aos sistemas de Aquecimento, Ventilação e Ar Condicionado (AVAC) apesar das potencialidades serem abrangentes a outras áreas. No entanto, existe alguma lacuna quanto à quantificação dessa mais-valia, facto importante sobretudo para a alteração de mentalidades dos promotores e proprietários dos edifícios, que por falta de prova, normalmente apenas associam o SGTC a um investimento num serviço desnecessário. As potencialidades dos SGTC são muitas, a título de exemplo, redução na utilização de fontes de energia, gestão da manutenção de sistemas e equipamentos, análise de eficiências de equipamentos, entre muitas outras, sendo nesta dissertação estudado com mais profundidade a questão associada à diferença dos custos de exploração resultantes da utilização de energia num edifício por parte dos sistemas de AVAC, isto é, quais serão os ganhos na utilização da energia, associados ao sistema AVAC, que podem ser obtidos com a implementação de um SGTC. Para o efeito, utilizou-se os sistemas e equipamentos existentes no edifício ECOTERMOLAB, pertencente ao Instituto de Soldadura e Qualidade (ISQ), com o objetivo de verificar as diferenças de utilização de energia resultantes do funcionamento do edifício em normal atividade, isto é, o edifício com todos os seus sistemas operacionais, incluindo o SGTC, e o edifício em funcionamento sem o auxílio do SGTC, ou seja, todos os sistemas associados ao sistema AVAC em funcionamento em modo manual e sem recurso a variação de caudal na rede aeráulica e hidráulica. Em termos anuais, o ECOTERMOLAB consome, aproximadamente, cerca de 38,1 MWh de energia elétrica e 39,2 MWh de gás natural, o que representa uma utilização de energia primária de 14,4 tep/ano. Esta energia, representa um encargo financeiro anual de, aproximadamente, 9500€/ano, correspondente a 7000€/ano de energia elétrica e 2500€/ano de gás natural. Após a análise desenvolvida neste trabalho, conclui-se que o funcionamento do edifício sem controlo do sistema de AVAC por SGTC representaria em termos anuais a um aumento de, aproximadamente, 25,2 MWh e 6,2 MWh de energia elétrica e de gás natural, respetivamente. Em termos de energia primária, a diferença entre soluções origina um acréscimo na utilização de energia de 7,8 tep/ano o que representa um aumento de emissão de CO2 na ordem das 9,4 ton/ano. A avaliação económica, recaiu sobre a determinação de indicadores para avaliação da viabilidade de implementação de um SGTC, nomeadamente, o período de retorno simples, o valor atual líquido e a taxa interna de rentabilidade. Todos estes indicadores se revelaram positivos, apresentando um período de retorno ligeiramente superior a oito anos, um valor atual líquido positivo (8864,1€) e uma taxa interna de rentabilidade superior à taxa de custo de capital (11,2%).

To assure enduring success, firms need to generate economic value with respect for the environment and social value. They also need to be aware of the needs and expectations of relevant stakeholders and incorporate them in their business strategies and programs. These challenges imply that engineers should take into consideration societal, health and safety,environmental and commercial issues in their professional activity. This investigation accesses the influence of firms’ environmental management programs and community involvement programs on their own employees and in the community, with a focus on small and medium companies. Based on a quantitative research, the findings suggest that firms that invest both in environmental management programs and in community involvement programs have a higher involvement of their own employees with the community, while at the same time receiving more feedback (positive, but also negative) from the community, stressing the need to pay special attention to their communication policies.

Purpose: The purpose of this article is to discuss the impact of Supplier orientation and the resulting Supply Chain Management (SCM) approach, on the organizational performance of ISO 9001 Quality Management Systems certified organizations. Methodology/Approach: Following a literature review, a full structural conceptual model was proposed. An online survey was administered to managers of Portuguese organizations with certified ISO 9001 Quality Management Systems. Descriptive Statistics and Structural Model Equations were used to validate the proposed conceptual model. Findings: There are positive relationships between Organization Strategy and Supplier Orientation, between Supplier Orientation and Stakeholders Satisfaction, and between Stakeholders Satisfaction and Organizational Performance Orientation, supporting ISO 9001:2015. These findings provide insights that supplier orientation, mediated by stakeholder satisfaction, is an essential tool for organizational competitive sustainable advantage. Research Limitation/implication: The analysis was based on managers of ISO 9001 certified organizations perceptions, so additional studies with actual data and longitudinal studies should be useful for further validation. Originality/Value of paper: The importance of the overall organizational ecosystem is highlighted with potential impact on the more than 1 Million ISO 9001 organizations certified worldwide and in their suppliers.

This paper explores the relationship between the expatriates’ knowledge acquisition (KA) and their career development after an international assignment (IA). The purpose of this paper is to examine the role of expatriates in KA and transfer within International Portuguese multinational corporations. Furthermore, with this empirical study we try to analyse how the knowledge that is acquired and transferred translates into a basis for career development after the IA. This phenomenon has a special relevance in the Portuguese context, because this country is known a growing process of globalization in recent years. Furthermore, (a) there are no empirical studies concerning knowledge transfer and career development of repatriates from Portuguese companies; (b) little is known about the repatriates’ contributions to their home company after IA. This paper is one of the first to focus specifically on the repatriates’ role in KA and transfer from the host company to their Portuguese home company. A qualitative research methodology is used, specifically through an exploratory case study approach, which examines how knowledge management (KM) acquisition or transferring during IA are important for the repatriates’ career development in the Portuguese home company. Data were collected through semi-structured interviews to 42 Portuguese international assignees and 18 organizational representatives from nine Portuguese companies. Preliminary results show that KA and transfer made by Portuguese expatriates contributes directly to their career development. Moreover, evidence reveals that not all repatriates were promoted after their IA; rather some repatriates were even demoted after their IA. Furthermore, the results obtained suggest that the type of knowledge which acquired or transferred plays a central role in the career development after repatriation. According to these results, the paper discusses the major theoretical and practical implications. Suggestions for future research are also presented.
