Topics regarding access to european information institutions: European Union so close and yet so far
Resumo:
From the 1990s, the Parliament, the Council and the European Commission adopted a new approach to disclosure of their working papers. Legal instruments to regulate and allow a fairly broad access to internal working documents of these institutions were created. European institutions also exploited the potential of Information and Communication Technologies, developing new instruments to register the documents produced and make them accessible to the public. The commitment to transparency sought to shows a more credible European government, and reduces the democratic deficit. However, the data analysis regarding access to EU institutions documents shows that general public is still far from direct contact with European bodies.

Pela importância que os edifícios têm na utilização de energia, a avaliação do seu desempenho energético é de grande relevância, uma vez que, em grande parte, passa por estes a concretização das metas europeias definidas para 2020, no que concerne à diminuição da utilização de energia. Tendo em conta que os edifícios representam 40% do consumo de energia total, e estando o sector em expansão, esta realidade obriga a uma procura de soluções integradas de arquitetura e engenharia que promovam a sustentabilidade dos edifícios. Foi efetuado um estudo num edifício constituído por dois corpos, um mais antigo que funciona como centro de dia e um mais recente que funciona como lar, localizados no concelho de Matosinhos, onde se identificaram os pontos de maior consumo energético, para os quais foram sugeridas alterações no sentido de baixar os custos com a factura energética. Nesta dissertação foi utilizado um software de simulação dinâmica para avaliação do comportamento térmico do edifício nas condições atuais e, posteriormente, foram simulados outros cenários com alterações ao nível da envolvente térmica dos edifícios e dos seus sistemas técnicos, que permitiram identificar algumas medidas de melhoria de eficiência energética. As medidas de melhoria sugeridas implicam uma redução energética, ao nível do consumo de água quente sanitária, consumo de gás natural e electricidade. De entre essas medidas, e com um payback inferior a 8 anos e meio, destacam-se a instalação de redutores de caudal, a substituição da caldeira e da bomba de recirculação, a instalação de painéis solares térmicos e a redução da quantidade de lâmpadas.

O estudo do rastreio do cancro da mama funciona não só como um benefício, mas também como um método que pode causar controvérsias nas mulheres consideradas saudáveis antes de se submeterem ao rastreio. Assim, a necessidade do utente adquirir conhecimento sobre as vantagens e desvantagens do rastreio do cancro da mama é fundamental para decidir se, se submete ou não, a este rastreio. A decisão do paciente é crucial na decisão final e as consequências já devem ser do seu conhecimento. Com este estudo, pretendeu-se o desenvolvimento de um Sistema de Informação (SI) na Web, que funcione como auxiliar no processo de tomada de decisão para a realização do rastreio do cancro da mama. A decisão do componente do SI é fundamental, com o objetivo de auxiliar os utilizadores no processo de tomada de decisão para a realização do rastreio do cancro da mama. O desenvolvimento da plataforma “Decidir”, apresenta-se numa aplicação crucial no domínio médico da decisão do rastreio do cancro da mama, onde referências às suas controvérsias e benefícios são fundamentais para um melhor cuidado de saúde. Para esse efeito foram implementadas duas ferramentas para ajudar na decisão de realizar ou não o rastreio do cancro da mama. A primeira ferramenta resulta na decisão pessoal de cada indivíduo (paciente/profissionais de saúde), que pode ser variável, conforme um conjunto de proposições relevantes no aspeto pessoal e clínico para a tomada de decisão do rastreio nesta área.

This paper presents the development of a fish-like robot called Bro-Fish. Bro-Fish aims to be an educational toy dedicated to teaching mechanics, programming and the physics of floating objects to youngsters. The underlying intention is to awaken the interest of children for technology, especially biomimetic (biologically inspired) approaches, in order to promote sustainability and raise the level of ecological awareness. The main focus of this project was to create a robot with carangiform locomotion and controllable swimming, providing the opportunity to customize parts and experiment with the physics of floating objects. Therefore, the locomotion principles of fishes and mechanisms developed in related projects were analysed. Inspired by this background knowledge, a prototype was designed and implemented. The main achievement is the new tail mechanism that propels the robot. The tail resembles the undulation motion of fish bodies and is actuated in an innovative way, triggered by an elegant movement of a rotating helicoidal. First experimental tests revealed the potential of the proposed methodology to effectively generate forward propulsion.

Using low cost portable devices that enable a single analytical step for screening environmental contaminants is today a demanding issue. This concept is here tried out by recycling screen-printed electrodes that were to be disposed of and by choosing as sensory element a low cost material offering specific response for an environmental contaminant. Microcystins (MCs) were used as target analyte, for being dangerous toxins produced by cyanobacteria released into water bodies. The sensory element was a plastic antibody designed by surface imprinting with carefully selected monomers to ensure a specific response. These were designed on the wall of carbon nanotubes, taking advantage of their exceptional electrical properties. The stereochemical ability of the sensory material to detect MCs was checked by preparing blank materials where the imprinting stage was made without the template molecule. The novel sensory material for MCs was introduced in a polymeric matrix and evaluated against potentiometric measurements. Nernstian response was observed from 7.24 × 10−10 to 1.28 × 10−9 M in buffer solution (10 mM HEPES, 150 mM NaCl, pH 6.6), with average slopes of −62 mVdecade−1 and detection capabilities below 1 nM. The blank materials were unable to provide a linear response against log(concentration), showing only a slight potential change towards more positive potentials with increasing concentrations (while that ofthe plastic antibodies moved to more negative values), with a maximum rate of +33 mVdecade−1. The sensors presented good selectivity towards sulphate, iron and ammonium ions, and also chloroform and tetrachloroethylene (TCE) and fast response (<20 s). This concept was successfully tested on the analysis of spiked environmental water samples. The sensors were further applied onto recycled chips, comprehending one site for the reference electrode and two sites for different selective membranes, in a biparametric approach for “in situ” analysis.

The seismic assessment of the local failure modes in existing masonry buildings is currently based on the identification of the so-called local mechanisms, often associated with the out-of-plane wall behavior, whose stability is evaluated by static force-based approaches and, more recently, by some displacement-based proposals. Local mechanisms consist of kinematic chains of masonry portions, often regarded as rigid bodies, with geometric nonlinearity and concentrated nonlinearity in predefined contact regions (unilateral no-tension behavior, possible sliding with friction). In this work, the dynamic behavior of local mechanisms is simulated through multi-body dynamics, to obtain the nonlinear response with efficient time history analyses that directly take into account the characteristics of the ground motion. The amplification/filtering effects of the structure are considered within the input motion. The proposed approach is validated with experimental results of two full-scale shaking-table tests on stone masonry buildings: a sacco-stone masonry façade tested at Laboratório Nacional de Engenharia Civil and a two-storey double-leaf masonry building tested at European Centre for Training and Research in Earthquake Engineering (EUCENTRE).

Os Municípios, num contexto de reformas administrativas iniciadas pela filosofia da Nova Gestão Pública, vivem atualmente com um grau de exigência elevado onde questões como, a boa gestão dos escassos recursos, a prestação de serviços de qualidade aos munícipes e um maior escrutínio por parte destes, impõem pressão junto dos responsáveis e dos órgãos executivos desses municípios, para a mudança dos serviços e da gestão numa perspetiva de melhoria da qualidade. O presente relatório de estágio tem por objetivo perceber qual a relevância, que o serviço de qualidade e auditoria interna desempenha, na gestão de um município. A escolha do estudo de caso incidiu sobre, a Câmara Municipal da Maia, local de realização do estágio. Neste contexto, após a revisão da literatura, será realizado um estudo em que, será criado um modelo de análise que irá testar, a implementação da gestão da qualidade, a monitorização de indicadores de desempenho e o contributo da auditoria interna, na gestão da Camara Municipal da Maia, no sentido de se chegar a uma conclusão final. Assim, será analisada de forma detalhada, a posição do órgão executivo, mediante a realização de uma entrevista para recolha de dados qualitativos, que posteriormente serão tratados. Na parte final deste relatório, iremos discutir os resultados obtidos e concluir sobre qual o papel e a importância que o serviço de qualidade e auditoria interna desempenha, na gestão da Câmara Municipal da Maia. Como limitação principal deste estudo refere-se o facto de as matérias a tratar serem todas de natureza sensível e com caráter sigiloso, o que inviabiliza a divulgação de alguns dados relevantes.

Distance learning - where students take courses (attend classes, get activities and other sort of learning materials) while being physically separated from their instructors, for larger part of the course duration - is far from being a “new event”. Since the middle of the nineteenth century, this has been done through Radio, Mail and TV, taking advantage of the full educational potential that these media resources had to offer at the time. However, in recent times we have, at our complete disposal, the “magic wonder” of communication and globalization - the Internet. Taking advantage of a whole new set of educational opportunities, with a more or less unselfish “look” to economic interests, focusing its concern on a larger and collective “welfare”, contributing to the development of a more “equitable” world, with regard to educational opportunities, the Massive Open Online Courses (MOOCs) were born and have become an important feature of the higher education in recent years. Many people have been talking about MOOCs as a potential educational revolution, which has arrived from North America, still growing and spreading, referring to its benefits and/or disadvantages. The Polytechnic Institute of Porto, also known as IPP, is a Higher Education Portuguese institution providing undergraduate and graduate studies, which has a solid history of online education and innovation through the use of technology, and it has been particularly interested and focused on MOOC developments, based on an open educational policy in order to try to implement some differentiated learning strategies to its actual students and as a way to attract future ones. Therefore, in July 2014, IPP launched the first Math MOOC on its own platform. This paper describes the requirements, the resulting design and implementation of a mathematics MOOC, which was essentially addressed to three target populations: - pre-college students or individuals wishing to update their Math skills or that need to prepare for the National Exam of Mathematics; - Higher Education students who have not attended in High School, this subject, and who feel the need to acquire basic knowledge about some of the topics covered; - High School Teachers who may use these resources with their students allowing them to develop teaching methodologies like "Flipped Classroom” (available at http://www.opened.ipp.pt/). The MOOC was developed in partnership with several professors from several schools from IPP, gathering different math competences and backgrounds to create and put to work different activities such video lectures and quizzes. We will also try to briefly discuss the advertising strategy being developed to promote this MOOC, since it is not offered through a main MOOC portal, such as Coursera or Udacity.

Scientific literature has strengthened the perpetuation of inequality factors in the labour market based on gender, despite the on-going endeavour of various political bodies and legal norms against the vertical and horizontal segregation of women. National and European statistical data shows the relevance and timeless features of theories of market segmentation associated with the labour market dating back to the 70’s of the 20th century. Hence, the European Community considers as a priority in the Europe 2020 strategy, the definition of “policies to promote gender equality […] to increase labour force participation thus adding to growth and social cohesion”. If we consider that on the one hand, social economy is fairly recognised to be equated with market actors and the State for its economic and social role in tackling the current crisis, and on the other hand, that the ideals of the sector, systematised in the “Framework Law of Social Economy” (Law no. 30/2013 8th of May), particularly in article 5 proposing “the respect for the values […] of equality and non-discrimination […], justice and equity […]”, we aim to reflect on indicators that uncover a vertical and horizontal segregation in the labour market. Departing from a mixed methodological approach (extensive and intensive), subject to the topic of "Social Entrepreneurship in Portugal" in social economy organisations, we detect very high rates of employment feminisation, with a ratio of 1 man (23%) for every 3 women (77%). Women are mainly earmarked for technical and operational activities, arising from the privileged intervention areas, namely education, training, health, elderly, families, poverty, ultimately being underrepresented in statutory boards and, as such, far removed from deliberations and strategic resolutions. This is particularly visible in the existing hierarchy of functions and management practices of the responsibility of male members. Thus, it seems easily verified that the sector is travelling away from the ideals of justice and social equity, which can crystallise the "non-place" of women in the definition of a strategic direction of social economy and in the most invisible/private “place” of the organisational setting.
