This paper analyzes Knowledge Management (KM) as a political activity, made by the great political leaders of the world. We try to inspect if at the macro political level KM is made, and how. The research is interesting because given that we live in a Knowledge society, in the Information Era, it is more or less obvious that the political leaders should also do KM. However we don’t know of any previous study on KM and world leaders and this paper wants to be a first step to fill that gap. As a methodology we use literature review: given this one is a first preliminary study we use data we found in the Internet and other databases like EBSCO. We divide the analysis in two main parts: theoretical ideas first, and an application second. The second part is it self divided in two segments: the past and the present times. We find that rather not surprisingly, KM always was and is pervasive in the activity of the world leaders, and has become more and more diverse has power itself became to be more and more disseminated in the world. The study has the limitation of relying on insights and texts and not on interviews. But we believe it is very interesting to make this kind of analysis and such studies may help improving the democracies in the world.

The purpose of this paper is to present a framework that increases knowledge sharing and collaboration in Higher Education Institutions. The paper discusses the concept of knowledge management in higher education institutions, presenting a systematization of knowledge practices and tools to linking people (students, teachers, researchers, secretariat staff, external entities)and promoting the knowledge sharing across several key processes and services in a higher education institution, such as: the research processes, learning processes, student and alumni services, administrative services and processes, and strategic planning and management. The framework purposed in this paper aims to improve knowledge practices and processes which facilitate an environment and a culture of knowledge collaboration,sharing and discovery that should characterize an institution of higher education.
Topics regarding access to european information institutions: European Union so close and yet so far

From the 1990s, the Parliament, the Council and the European Commission adopted a new approach to disclosure of their working papers. Legal instruments to regulate and allow a fairly broad access to internal working documents of these institutions were created. European institutions also exploited the potential of Information and Communication Technologies, developing new instruments to register the documents produced and make them accessible to the public. The commitment to transparency sought to shows a more credible European government, and reduces the democratic deficit. However, the data analysis regarding access to EU institutions documents shows that general public is still far from direct contact with European bodies.

This paper intends to present the legal background that support dissemination and access to documents from European institutions, namely the Parliament, the Council and the European Commission. Currently, this legal framework is accomplished with a set of Internet tools that are analyzed regarding official documents types and options searches available. Some statistical data on access to European information published in annual reports from the institutions are also evaluated. The relationship between shadow and light in transparency to access administrative documents and marketing issues of a political communication are underlined. Neo-institutional approach, reputational concept in public organizations and systemic perspective are used as theoretical background.

No panorama socioeconómico atual, a contenção de despesas e o corte no financiamento de serviços secundários consumidores de recursos conduzem à reformulação de processos e métodos das instituições públicas, que procuram manter a qualidade de vida dos seus cidadãos através de programas que se mostrem mais eficientes e económicos. O crescimento sustentado das tecnologias móveis, em conjunção com o aparecimento de novos paradigmas de interação pessoa-máquina com recurso a sensores e sistemas conscientes do contexto, criaram oportunidades de negócio na área do desenvolvimento de aplicações com vertente cívica para indivíduos e empresas, sensibilizando-os para a disponibilização de serviços orientados ao cidadão. Estas oportunidades de negócio incitaram a equipa do projeto a desenvolver uma plataforma de notificação de problemas urbanos baseada no seu sistema de informação geográfico para entidades municipais. O objetivo principal desta investigação foca a idealização, conceção e implementação de uma solução completa de notificação de problemas urbanos de caráter não urgente, distinta da concorrência pela facilidade com que os cidadãos são capazes de reportar situações que condicionam o seu dia-a-dia. Para alcançar esta distinção da restante oferta, foram realizados diversos estudos para determinar características inovadoras a implementar, assim como todas as funcionalidades base expectáveis neste tipo de sistemas. Esses estudos determinaram a implementação de técnicas de demarcação manual das zonas problemáticas e reconhecimento automático do tipo de problema reportado nas imagens, ambas desenvolvidas no âmbito deste projeto. Para a correta implementação dos módulos de demarcação e reconhecimento de imagem, foram feitos levantamentos do estado da arte destas áreas, fundamentando a escolha de métodos e tecnologias a integrar no projeto. Neste contexto, serão apresentadas em detalhe as várias fases que constituíram o processo de desenvolvimento da plataforma, desde a fase de estudo e comparação de ferramentas, metodologias, e técnicas para cada um dos conceitos abordados, passando pela proposta de um modelo de resolução, até à descrição pormenorizada dos algoritmos implementados. Por último, é realizada uma avaliação de desempenho ao par algoritmo/classificador desenvolvido, através da definição de métricas que estimam o sucesso ou insucesso do classificador de objetos. A avaliação é feita com base num conjunto de imagens de teste, recolhidas manualmente em plataformas públicas de notificação de problemas, confrontando os resultados obtidos pelo algoritmo com os resultados esperados.

We consider a quantity-setting duopoly model, and we study the decision to move first or second, by assuming that. the firms produce homogeneous goods and that. there is some demand uncertainty. The competitive phase consists of two periods, and in either period, the firms can make a production decision that is irreversible. As far as the firms are allowed to choose (non-cooperatively) the period they make the decision, we study the circumstances that favour sequential rather than simultaneous decisions.

This paper considers a Cournot competition between a nonprofit firm and a for-profit firm in a homogeneous goods market, with uncertain demand. Given an asymmetric tax schedule, we compute explicitly the Bayesian-Nash equilibrium. Furthermore, we analize the effects of the tax rate and the degree of altruistic preference on market equilibrium outcomes.

In this paper, we consider a Stackelberg duopoly competition with differentiated goods, linear and symmetric demand and with unknown costs. In our model, the two firms play a non-cooperative game with two stages: in a first stage, firm F 1 chooses the quantity, q 1, that is going to produce; in the second stage, firm F 2 observes the quantity q 1 produced by firm F 1 and chooses its own quantity q 2. Firms choose their output levels in order to maximise their profits. We suppose that each firm has two different technologies, and uses one of them following a certain probability distribution. The use of either one or the other technology affects the unitary production cost. We show that there is exactly one perfect Bayesian equilibrium for this game. We analyse the variations of the expected profits with the parameters of the model, namely with the parameters of the probability distributions, and with the parameters of the demand and differentiation.

We consider a dynamic setting-price duopoly model in which a dominant (leader) firm moves first and a subordinate (follower) firm moves second. We suppose that each firm has two different technologies, and uses one of them according to a certain probability distribution. The use of either one or the other technology affects the unitary production cost. We analyse the effect of the production costs uncertainty on the profits of the firms, for different values of the intercept demand parameters.

We present a new R&D investment in a Cournot Duopoly model and we analyze the different possible types of Nash R&D investments. We observe that the new production costs region can be decomposed in three economical regions, depending on the Nash R&D investment, showing the relevance of the use of patents in new technologies.
