Proposta de optimização do modelo feed-in português: Comparação dos modelos português, espanhol e alemão

Portugal, no intuito de alcançar as metas ambientais (nacionais e internacionais) a que se propôs, e de reduzir a dependência das importações de energia, tem aumentado o investimento em electricidade produzida a partir de energias renováveis (FER-E). Apesar do consenso em torno da sua utilização, as energias renováveis deparam-se com barreiras de várias ordens que dificultam a sua difusão no mercado. A actuação do Estado neste enquadramento passa por criar modelos de promoção da FER-E que atendam a que o custo energético é suportado pela sociedade. A maioria dos países da União Europeia, incluindo Portugal, aplica as tarifas feed-in (FIT) como instrumento central de suporte à FER-E, inserido num modelo de apoio que contempla outros parâmetros de design considerado críticos para o seu sucesso. A presente dissertação tem como objectivo a apresentação de uma proposta de optimização do actual modelo feed-in português, inspirada nos modelos espanhol e alemão. Pretende-se chegar a uma solução que permita conciliar os incentivos dos investidores com soluções sustentáveis de longo prazo, procurando garantir uma maximização do excedente social, e um aumento da equidade.

Research in Architecture: Looking Backward and Forward: Forty-Year Experience in Architectural Research at the Faculty of Architecture STU

The introduction of my contribution contains a brief information on the Faculty of Architecture of the Slovak University of Technology in Bratislava (FA STU) and the architectural research performed at this institution. Schemes and priorities of our research in architecture have changed several times since the very beginning in early 50’s. The most significant change occurred after “the velvet revolution” in 1989. Since 1990 there have been several sources to support research at universities. The significant part of my contribution is rooted in my own research experience since the time I had joined FA STU in 1975 as a young architect and researcher. The period of the 80’s is characterized by the first unintentional attempts to do “research by design” and my “scientific” achievements as by-products of my design work. Some of them resulted in the following issues: conception of mezzo-space, theory of the complex perception of architectural space and definition of basic principles of ecologically conscious architecture. Nowadays I continue my research by design within the application of so called solar envelope in urban scale with my students.

Integrated educational opportunities in the Universal Museum: five ways forward

Whatever the other characteristics of the universal museum, education must be one of its core functions. That is, education both of regular visitors and those who are not but who are members of the local, regional or national communities served by the museum. In this sense, universal refers to making the museum accessible to all: accessible physically and intellectually. This relates to what I mean by education. It is far broader than what takes place between teachers and pupils in a formal setting. Education is also about providing environments where people will be inspired or provoked to know, to question. To reflect about themselves and the wider human and natural world. A universal museum should be a great facilitator of these learning processes. In this paper I shall focus on five ways in which there can be integration of educational opportunities in the universal museum. For examples to illustrate these themes I shall draw on practices in a small sample of museums in Europe and the USA.
