The Concept of Europe

Saberemos o que é a Europa? Talvez cada um de nós tenha a sua própria concepção que também guia as nossas actividades práticas. Mas estamos um pouco no escuro quando se trata de nos orientarmos no que é, apesar de tudo, um campo complexo. Poderíamos mesmo dizer que há muitas concepções de Europa - Irei discutir algumas e estas diferem bastante umas das outras. Para muitos de nós, teremos que admiti-lo, a Europa e a União Europeia são realidades cujos contornos estão longe de ser claros. A nossa confusão acerca da União Europeia é, em parte, alimentada por uma falta de clareza acerca do próprio conceito de Europa . Como e quando emergiu este conceito? É claro que este não é um conceito ou uma ideia única e que não existe uma resposta adequada e satisfatória para tal pergunta.

The East Atlantic Bluefin Tuna Fisheries: Stock Collapse or Recovery?

A discrete time, multi-gear, and age structured bio-economic model is developed for the East Atlantic bluefin tuna fisheries, a paradigmatic example of the difficulties faced in managing highly migratory fish stocks. The model is used to analyse alternative management strategies for the Regional Fisheries Management Organisation (RFMO) managing this fishery, and to investigate some of the policy implications. For the various scenarios, the optimal stock level varies between 500–800,000 tonnes, which compares with a stock level of 150,000 tonnes in 1995. In other words, there is a very strong case for rebuilding the stock. Moreover, the sustainability of the stock is threatened unless a recovery programme is implemented; indeed, the alternative may be stock collapse. Second, to rebuild the stock, Draconian measures are called for: either outright moratoria over fairly lengthy periods, or possibly a more gradual approach to steady state given by a Total Allowable Catch (TAC) at a low level for an extended period of time. Third, the cost of inefficient gear structure is very high indeed.

For Gunder Frank the past five centuries saw an ephemeral rise of the West, exploring and exploiting the pre-existent markets of China and India. He saw these making a comeback.

The undergraduate level (1st study cycle) as a fundamental platform/ standard for the development of Urban and Regional Planning in higher education programs

The ongoing reforms, which were introduced under the Bologna Process and have already been extended outside of Europe , are a unique opportunity for reinforcing and structuring a common platform of understanding among members, based on the full time undergraduate courses in ( Urbanismo) Urban and Regional Planning. The training programs at this 1st cycle level, will obviously continue with the 2nd and 3rd cycles (Bachelor's Degree, Master's Degree and PhD Degree or 3+2+3 years). The training programs at this full time 1st cycle level, can also becomes the framework of understanding for the development of research in the urban fields at national and international levels.
