Não há disciplina em qualquer ramo da ciência, seja esta natural, social, humana, descritiva, experimental ou teórica, qualitativa ou quantitativa, que não tenha sido afectada a vários níveis da instrumentalidade, conceptualização, construção de modelos, escolha de metáforas heurísticas ou ontológicas, e sentidO da investigação, em alguns casos muito profunda e decisivamente, pela influência crescente da constelação informacional computacional. A investigação baseada em simulações por computador é uma “terceira espécie de ciência”, que se soma aos tipos teórico e físico-experimental de trabalho científico. A ciber-ciência é um lugar natural para simular ciência, ou meta-ciberciência, mas todo o conhecimento científico cai no domínio da meta-ciberciência ou da filosofia da ciência computacional. A meta-ciência simula a ciência(o estudo computacional da produção do conhecimento científico); a ciber-ciência é por definição simulatória; a ciber-ciência simula a Natureza; a Natureza, segundo alguns físicos, é ela mesma uma simulação. Receber a categoria da informação nas ciências da vida e nas ciências humanas e sociais, da maneira específica como tem vindo a ocorrer, traz um considerável lastro metafísico: os humanos como máquinas, ultrapassáveis por máquinas inteligentes ou “espirituais”. A informação emerge como a alavanca de Arquimedes para as nossas intervenções n o domínio da vida e do espírito, de máquinas informacionais naturais, com evidentes implicações para a ciência política.

Pedro Feytor Pinto headed the Department of Information Services (SEIT) in the government of Marcello Caetano who replaced Antonio Oliveira Salazar in 1968 as the head of the Portuguese government. Feytor Pinto has just released a book entitled Na Sombra do Poder (In the Shadow of Power)[Lisboa, D. Quixote, 2011, pp. 402]. Not wishing to classify it as history or memoirs, yet hoping that historians may find it useful, the author chooses to narrate events as he experienced them from his vantage point in the shadow of Power, during the years ending with the Carnation Revolt of 25 April 1974, which put an end to half a century of dictatorship, known as Estado Novo.

RESUMO: O presente trabalho enfoca a gestão da escola, um assunto ainda pouco discutido na realidade educativa cabo-verdiana, mas necessário, principalmente a partir do momento que a legislação se propõe a democratização da gestão da escola. Partindo da importância atribuída pela Ministério de Educação à participação da família e dos demais segmentos da comunidade educativa, expressada e enfatizada no decreto-lei que regula a organização e o funcionamentos dos estabelecimentos do ensino secundário, conjugado com o referencial teórico que sustenta que não basta decretar para que a gestão da escola se torne democrática, questionamos em que medida a gestão democrática, entendida como espaço de partilha de poder e de negociação, vem sendo construída e/ou conquistada, nas escolas secundárias. Perante esta problemática, o presente trabalho tem como finalidade investigar em que medida a gestão democrática proposta no Decreto-Lei nº20/2002 de 19 de Agosto, vem sendo construída ou conquistada no ensino secundário. Encontramos em Barroso, Lima, Patermam, Bordenave, Romão e Gadotti, entre outros, a sustentação teórica para as análises realizadas. Desta forma, a presente investigação insere-se numa abordagem descritivo-analítica. Nessa perspectiva, e em função da metodologia utilizada, estabeleceu-se como campo de pesquisa uma escola secundária pública, onde foram auscultados, por meio de entrevista e questionário, membros do conselho directivo, membros da associação de estudantes, pessoal docente e pais ou encarregados de educação. A realização da pesquisa permitiu perceber que, no contexto analisado, o processo da implementação da gestão democrática carece ainda de um amadurecimento profundo, pois os actores educativos são capazes de verbalizar um discurso articulado sobre o tema, mas não chamam a si a responsabilidade de promover ou criar incentivos efectivos à participação de toda a comunidade educativa no processo decisório e na construção de um projecto educativo comum. ABSTRACT: This work focuses on the democratic self-management of the school, a subject not much discussed in the educational reality of Cabo Verde, although its relevance, especially since the time that the legislation proposes the democratization of the school management. The importance given by the Ministry of Education to the participation of the families and other segments of the educational community is expressed and emphasized in the ordinance that regulates the organization and operation of secondary schools. This fact in conjunction with the theoretical underpinning that it is not enough to enact in order that the school management become democratic, we question the extent in which democratic management, understood as a space of power sharing and negotiation, has been constructed and / or conquered, in secondary schools. Facing that problem, this study aims to investigate in which extent the school democratic management, as proposed by the Decree-Law No. 20/2002 of the 19th August, is being built or conquered in secondary education. The theoretical underpinning for the analysis performed is based in the works of Barroso, Lima, Patermam, Bordenave, Romão and Gadotti, among others. Thus, the present research has a descriptive and analytical approach. From this perspective, and according with the adopted methodology, it was chosen a public high school as the research field, where members of the Board, members of the students association, staff and parents were listened through interviews and surveys. The research allowed us to realize that, in the context examined, the implementation process of a democratic school management still needs to mature. In fact, the educational actors are already able to verbalize an articulate discourse on the subject, but they do not call themselves to take the responsibility of promoting or create incentives for the effective participation of the whole school community in the decision making process or in the building a common educational project.

The institutions that work with the preservation and diffusion of cultural heritage - be them archive, libraries, museums, art galleries or cultural centres - present a certain discourse about reality. To understand this discourse, composed by sound and silence, by fullness and emptiness, by presence and absence, by remembrance and forgetting, an operation is implied, not only with the enunciation of speech and its gaps, but also the comprehension of that which causes to speak, of who is speaking and of the point whence one speaks. Preservation and destruction, or, in another way, conservation and loss, walk hand in hand in the arteries of life. As suggested by Nietzsche (1999, p.273), it is impossible to live without loss, it is entirely impossible to live avoiding destruction to play its game and drive the dynamics of life on. However, by means of a kind of tautological argument, one often justifies preservation by the imminence of loss and memory by the threat of forgetting. Thus, one ceases to consider that the game and the rules of the game between forgetting and memory are not fed by themselves and that preservation and destruction are not opposed in a deadly duel, but instead they complement one another and are always at the service of subjects that build themselves and are built through social practices. To indicate that memories and forgettings can be sown and cultivated corroborates the importance of working towards the denaturalisation of these concepts and towards the understanding that they result from a construction process also involving other forces, such as: power. Power is a sower, a promoter of memories and forgettings.

This paper discusses two key elements in the field of museums: a summary of the concept of the community museum, on the one hand, and, on the other, a proposal as to how this concept is put into practice, especially in the early stages of the creation of the museum, when the social basis for the project is being established. We will discuss how the community museum combines and integrates complex processes aimed at strengthening the community as a collective subject, asserting its identity, improving its quality of life and building alliances between communities. In the second part, which has a methodological focus, we will discuss how the museum is born out of community aspirations to strengthen its identity and integrity, the initial process of consensus-building, the roles of different agents, both internal and external to the community, as well as some factors that foster or prevent community appropriation. To conclude we will emphasize the potential of community museum networks as a strategy to generate a broader field of action, in which communities can exercise greater autonomy, by collectively developing and appropriating projects of regional and even international scope.
