The problematic of dividends paid out by firms has deserved the attention of several studies, theoretical and empirical, on corporate finance. This article intends to contribute to the theme by determining the factors that influence a firm’s dividends` policy. In this sense, it investigates the effect of a set of factors on the dividends paid out by issuing non financial firms belonging to Euronext Lisbon. Results suggest the existence of firm specific characteristics influencing its dividends policy. A firm’s Cash-flow and its stocks` market price seem to have a positive impact on the dividends paid out to stockholders. In issuing non financial firms that belong to the PSI 20 Index results additionally show the existence of a negative effect of net profits on dividend’s payment.

Findings: It exists a lack of consistency in managing the profits obtained. We can also suggest that should be given a greater interest to the management of their own intangible assets, as brand management, for example. Practical implications: By making known to leaders and managers of this type of institutions that exists a link between participation in international championships and increase of their profitability may encourage them to better managing these cash inputs in order to decrease the dependence of Governmental financing. We also found that the management of their own intangible assets, as brand management, for example, could probably add more positive financial results.

New Public Management (NPM) led to great pressures for to introduce and adapt businesslike accounting in the public sector (Hood, 1995; Lapsley, 2008; Lapsley et al., 2009), specially the transition from cash basis to accrual-based accounting. In consequence, since the last 20 years we assist to a movement towards internationally standardized of public sector accounting that led to the publication of 32 International Public Sector Accounting Standards (IPSAS) for all public sector entities from national central governments to local governments (IFAC, 2008). These standards are accrual-basis and they emphasize the balance sheet approach, the fair value measurement and the revenue-expense approach (Hints, 2007). The main innovations are associated with the use of the balance sheet approach and the fair value measurement because, traditionally, public accounting systems are mainly focused on the revenue-expense approach and on historical cost valuation (Oulasvirta, 2014).
