Afinal, ficamos a saber que a austeridade, tantas vezes chumbada no Tribunal Constitucional, era uma estratégia para investir na Investigação, Ciência e Inovação europeias! É uma boa altura para aumentar, de modo justo e proporcional, todos os orçamentos de todas as universidades e politécnicos portugueses, os quais têm relações privilegiadas com África, Brasil e parte da Ásia, uma evidente mais-valia para a União Europeia! Abstract: After all, we learn that the austerity so often sinker in the Constitutional Court, was a strategy to invest in Research, Science and European Innovation! It is a good time to increase, fair and proportionate manner, all the budgets of all Portuguese universities and polytechnics, which have a special relationship with Africa, Brazil and parts of Asia, an asset apparent to the European Union!

Automation & control remote laboratory: evaluating a cooperative methodology

This paper presents a study carried out in order to evaluate the students' perception in the development and use of remote Control and Automation education kits developed by two Universities. Three projects, based on real world environments, were implemented, being local and remotely operated. Students implemented the kits using the theoretical and practical knowledge, being the teachers a catalyst in the learning process. When kits were operational, end-user students got acquainted to the kits in the course curricula units. It is the author's believe that successful results were achieved not only in the learning progress on the Automation and Control fields (hard skills) but also on the development of the students soft skills, leading to encouraging and rewarding goals, motivating their future decisions and promoting synergies in their work. The design of learning experimental kits by students, under teacher supervision, for future use in course curricula by enduser students is an advantageous and rewarding experience.

Mechatronic system for ABO human blood typing

In medical emergency situations, when a patient needs a blood transfusion, the universal blood type O− is administered. This procedure may lead to the depletion of stock reserves of O− blood. Nowadays, there is no commercial equipment capable of determining the patient's blood type in situ, in a fast and reliable process. Human blood typing is usually performed through the manual test, which involves a macroscopic observation and interpretation of the results by an analyst. This test, despite of having a fast response time, may lead to human errors, which sometimes can be fatal to the patient. This paper presents the development of an automatic mechatronic prototype for determining human blood typing (ABO and Rh systems) through image processing techniques. The prototype design takes into account the characteristics of reliability of analysis, portability, and response time allowing the system to be used in emergency situations. The developed prototype performs blood and reagents mixture acquires the resultant image and processes the data (based on image processing techniques) to determine the sample blood type. It was tested in a laboratory, using cataloged samples of blood types, provided by the Portuguese Institute of Blood and Transplantation. Hereafter, it is expected to test and validate the prototype in clinical environments.

Tribunal Constitucional Internacional – auto de ciência

Resumo: a criação dum Tribunal Constitucional Internacional, no nosso entender, é uma exigência da própria Declaração Universal dos Direitos do Homem de 1948. Neste texto são apresentados uma série de argumentos velhos e novos para a importância da existência do Tribunal Constitucional Internacional a nível mundial. Trata-se dum Tribunal que é indispensável à defesa dos Direitos do Homem, contra qualquer tipo de ditadura ou fanatismo económico, social, político, cultural ou mental. § Abstract: the creation of an International Constitutional Court, in our view, is a requirement of own Universal Declaration of Human Rights of 1948. In this paper are given a lot of old and new arguments for the importance of the existence of the International Constitutional Court worldwide. It is of a Court that is indispensable to the defense of human rights, against all forms of dictatorship or economic fanaticism, social, political, cultural or mental.

A Justiça portuguesa também não pode ser uma competição entre a cor-de-laranja e o rosa, vermelho, azul ou qualquer outra cor, como amarelo, cinzento, castanho, entre outras. A Justiça portuguesa deve fazer-se sentir e respeitar. Não é mentira se dissermos que temos entre os melhores Magistrados do mundo, entre os melhores Advogados e Solicitadores do mundo, entre os melhores Funcionários Judiciais, Conservadores, Notários e outros Auxiliares de Justiça, entre os melhores polícias e investigadores do mundo. Bem hajas, Portugal, pois és capaz de muito mais e melhor. § There is the fact there are lies and there are statistics. Many other measures could be tell, but these are some of the key ideas for a government program aimed at a humanistic Justice, in which the human being organized or individual, is the heart of the matter. The Portuguese Justice can not be a competition between the pink-orange and pink, red, blue or any other color, such as yellow, gray, brown, and others. The Portuguese Justice must be felt and respect. It's not a lie if we say we have among the best Magistrates of the world, among the best Lawyers and Solicitors of the world, among the best Judicial Officers, Conservatives, notaries and other auxiliaries of Justice, police and among the best researchers in the world. Well wilt, Portugal, for you are capable of much more and better.
