The Independence of Brazil was proclaimed in September 1822 after two years during which constituent deputies elected on both sides of the Atlantic and gathered in Lisbon endeavoured to achieve unification with the former Portuguese metropoli. Due to the failure of these attempts a Constituent Assembly settled in independent Brazil in July 1823. Those two parlamentary experiences - the first to take place in the Portuguese dominions - were strongly influenced by the decisions adopted in Cadiz (1810-1814), and in Madrid (1820-1823), and by the independentist processes developed at the time in Spanish America. This work aims at observing that influence on the decisions adopted in Lisbon and Rio de Janeiro vis-a-vis the autonomical reivindications of several Brazilian provinces.

This article examines the relation between President Janio Quadros and the National Congress during the early 1960`s. Based on the analysis of the discourse of these figures, it proposes that Quadros maneuvered to diminish the legitimacy of the Congress in the public opinion, thus disrespecting its constitutional competencies. Consequently, it shows that not only did the Congress structure political mechanisms in an attempt to recover its credibility with society, but also that this dispute and its results had important effects on President Joao Goulart`s administration and even on the 1964 military coup.

Oncoplastic Breast Surgery (OPBS) is becoming an integral part of breast cancer management, but few surgeons have received formal training in these techniques. An International Symposium has recently debated the key issues which impact on training and specialisation in OPBS, as well as patient access to these procedures. The Symposium concluded that increasing the availability of OPBS is a major challenge, which demands much closer collaboration and cooperation between breast and plastic surgeons, backed up by new training schemes, new curricula and new guidelines.
