There is a growing literature on the symbolic and cultural meanings of tourism and the ways in which cities are increasingly competing for tourists through the promotion of cultural assets and different forms of spectacle in the `tourist bubble'. To date, research on the role and impact of tourism in cities has largely been confined to those in Western, post-industrial economies. This paper examines the growth of cultural tourism in the central area of Havana, Cuba, and explores the range of unique, devolved, state-owned enterprises that are attempting to use tourism as a funding mechanism to achieve improvements in the social and cultural fabric of the city for the benefit of residents. The paper concludes with an assessment of the implications of this example for our understanding of how the pressures for restructuring and commodification can be moderated at the city level. Rail freight activity in Britain has increased by almost 50% in the last ten years, with the movement of deep sea ISO containers between ports and inland terminals being a significant growth sector, with considerable further growth potential. High cube ISO containers have become more prevalent, posing a considerable challenge for rail freight operators since much of the rail network has insufficient loading gauge clearance to carry them on standard wagons. This paper investigates the extent to which rail currently handles high cube container movements to/from ports through the analysis of a representative survey of container trains in 2007. The incidence of high cube containers carried by services on gauge-cleared and non-gauge-cleared routes is identified to assess the extent to which a lack of gauge enhancement affects the movement by rail of high cube containers and to identify the impacts of the lack of gauge clearance on operating efficiency. The paper concludes with an evaluation of the likely consequences of the gauge enhancement schemes for which funding is now committed, assessing the extent to which they will reduce or remove the barriers associated with carrying high cube containers between ports and their hinterlands.

Estimates of airline delay costs as a function of delay magnitude are combined with fuel and (future) emissions charges to make cost-benefit trade-offs in the pre-departure and airborne phases. Hypothetical scenarios for the distribution of flow management slots are explored in terms of their cost and target-setting implications. The general superiority of passenger-centric metrics is of significance for delay measurement, although flight delays are still the only commonly-reported type of metric in both the US and Europe. There is a particular need for further research into reactionary (network) effects, especially with regard to passenger metrics and flow management delay.

Over the last few decades, China has seen a steep rise in diverse eco city and low carbon city policies. Recently, attention has begun to focus on the perceived shortcomings in the practical delivery of related initiatives, with several publications suggesting a gap between ambitious policy goals and the emerging realities of the newly built environment. To probe this further, in this article we examine – based on the policy network approach – how the gap between high-level national policies and local practice implementation can be explained in the current Chinese context. We develop a four-pronged typology of eco city projects based on differential involvement of key (policy) actor groups, followed by a mapping of what are salient policy network relations among these actors in each type. Our analysis suggests that, within the overall framework of national policy, a core axis in the network relations is that between local government and land developers. In some cases, central government agencies– often with buy-in from international architecture, engineering and consulting firms – seek to influence local government planning through various incentives aimed at rendering sustainability a serious consideration. However, this is mostly done in a top-down manner, which overemphasizes a rational, technocratic planning mode while underemphasizing interrelationships among actors. This makes the emergence of a substantial implementation gap in eco city practice an almost predictable outcome. Consequently, we argue that special attention be paid in particular to the close interdependency between the interests of local government actors and those of land and real estate developers. Factoring in this aspect of the policy network is essential if eco city implementation is to gain proper traction on the ground.

This paper investigates the inherent radio frequency analog challenges associated with near field communication systems. Furthermore, the paper presents a digital based sigma-delta modulator for near field communication transmitter implementations. The proposed digital transmitter architecture is designed to best support data intensive applications requiring higher data rates and complex modulation schemes. An NFC transmitter based on a single-bit sigma-delta DAC is introduced, and then the multi-bit extension with necessary simulation results are presented to confirm the suitability of the architecture for near field communication high speed applications.
