Roland Paris is one of those authors whose work is always enjoyable, as he exploits so well the gap between the policy world and academia. His best work reveals a high level of policy insight often before many of his colleagues in academia have caught up. His secret is an ability to analyse the shifting understandings at policy level and to then articulate them in academic terms as if critiquing current policies. This enables his work to be both popular with policy-makers and with their erstwhile critics in academia. His 2004 monograph, At War’s End, captured the shift from peacekeeping intervention and ‘early exit’ to the extended remits of international statebuilding (‘Institutionalization before Liberalization’). It provided a wonderful rationalisation of policy shifts that had already occurred in the late 1990s, starting with the extension of international mandates in Bosnia, from 1996 onwards, and further developed with the Kosovo protectorate in 1999. However, this shift was skilfully reposed as a critique of existing policy-understandings.

This paper examines the Producer Responsibility Obligations (Packaging Waste) Regulations introduced by the UK Government in 1997. The impact that these Regulations will have on the levels of freight transport activity associated with the collection and redistribution of packaging waste to recovery/recycling facilities is calculated. Findings indicate that the Regulations will lead to a 14% increase in freight vehicle kilometres attributable to packaging waste. The extent to which greater use of reusable containers could help to reduce packaging waste-related transport activity is also modelled. Details arc given of how businesses are responding to the Regulations and how some companies are adapting their logistics systems to incorporate the recovery and recycling of packaging waste as well as replacing disposal packaging with reusable containers. Interviews and case-study material carried out as part of the research are used to support this discussion.

This article challenges those perspectives which assert first, that the Security Council’s engagement with the Responsibility to Protect (R2P) during the Arab Spring evidences a generally positive trend, and second, that the response to the Arab Spring, particularly Syria, highlights the need for veto restraint. With respect to the first point, the evidence presented in this article suggests that the manner in which R2P has been employed by the Security Council during this period evidences three key trends: first, a willingness to invoke R2P only in the context of Pillar I; second, a pronounced lack of consensus surrounding Pillar III; and third, the persistent prioritisation of national interests over humanitarian concerns. With respect to veto restraint, this article argues that there is no evidence that this idea will have any significant impact on decision-making at the Security Council; the Council’s response to the Arab Spring suggests that national interests continue to trump humanitarian need.
