This paper presents empirical evidence on how telecommunications infrastructure is related to economic growth in a panel dataset covering 44 African countries for the period from 1990 to 2010. A dynamic panel data approach model is employed, which suggests that telecommunications contribute in a major way to the economic development of the continent, after controlling for a number of other factors. Furthermore, the findings also show that investment in telecommunications is subject to increasing returns, demonstrating that an increase in telecommunications investment produces further growth. Therefore, telecommunications investment and services should be encouraged in the region.

In this study we analyse the emerging patterns of regional collaboration for innovation projects in China, using official government statistics of 30 Chinese regions. We propose the use of Ordinal Multidimensional Scaling and Cluster analysis as a robust method to study regional innovation systems. Our results show that regional collaborations amongst organisations can be categorised by means of eight dimensions: public versus private organisational mindset; public versus private resources; innovation capacity versus available infrastructures; innovation input (allocated resources) versus innovation output; knowledge production versus knowledge dissemination; and collaborative capacity versus collaboration output. Collaborations which are aimed to generate innovation fell into 4 categories, those related to highly specialised public research institutions, public universities, private firms and governmental intervention. By comparing the representative cases of regions in terms of these four innovation actors, we propose policy measures for improving regional innovation collaboration within China.

This paper introduces the concept of â˜dual transitionâ in relation to the notion of â˜smartnessâ in city-regional governance. This consists of two intersecting dimensions, a broader change in political-economic and societal circumstances which surround city-regions, and a more detailed, local change towards â˜smartnessâ in policy practices. Although â˜smartâ seems to have become a somewhat ubiquitous adjective in urban policy, it seeks to project policies that seek to go beyond a one-dimensional â˜growth agendaâ by addressing also the multifaceted quest for social, economic and environmental sustainability. The underlying shift in discourse, rationality and suggested policy responses in both dimensions may be captured by the concept of â˜transitionâ in relation to policies and governance. Originally developed in conjunction with broad political-economic regime change, such as post-authoritarian democratisation, the idea of â˜transitionâ has also been applied to the more specific concept of sustainability as â˜sustainability transitionâ.
