En la presente investigación, se analiza un caso en el que se pone de manifiesto el incumplimiento de las instituciones públicas en sus obligaciones sociales y medioambientales, así como el no cumplimiento de su compromiso de transparencia informativa con los ciudadanos. Si atendemos a que la responsabilidad social corporativa (RSC) es centro de preocupación de las empresas de nuestro siglo en lo que se refiere al tipo de obligaciones que tienen con el resto de personas e instituciones, mucho mayor debe ser el interés de los organismos públicos al servicio de la ciudadanía, del medio ambiente y del patrimonio histórico, puesto que se supone que son aspectos inherentes a su idiosincrasia. Si bien sorprende toda la batería de acciones irresponsables desencadenadas por el vertido de sedimentos del puerto en una playa colindante al mismo y reconocida como espacio protegible -parece que ser responsable es más una imposición que parte de su esencia institucional-, nos sorprende, aún más si cabe, la ausencia informativa por parte de las autoridades cuando se les pide explicaciones por estas actuaciones (contra)públicas. El significado de “Responsabilidad” (RAE, 2001:1959) implica la cualidad de responsable, cuya raíz etimológica proviene del latín ‘responsum’, del verbo ‘respondere’. Por tanto, atendiendo a esta definición, el estudio de este caso deja en evidencia la doble falta de responsabilidad de los organismos públicos competentes. Desde la óptica de las relaciones públicas, el profesional de la comunicación busca el consenso entre la organización y los públicos. Según Grunig (Grunig, Grunig y Dozier, 2002:96-97) “La comunicación sirve al objeto de lograr el consenso o negociación de intereses contribuyendo a reconciliar los intereses encontrados de organización y públicos”. En el caso que nos ocupa, no debería ser difícil la tarea del comunicador del organismo público, puesto que si en su naturaleza está servir al ciudadano, que es quien lo ha elegido, los intereses deben ser más coincidentes que divergentes. En este caso, el modelo conductual empleado para comunicarse con los ciudadanos no responde a los modelos bidireccionales de las relaciones públicas que tienen como fin el entendimiento mutuo. Con el asimétrico bidireccional se persigue la responsabilidad social y en el simétrico, la responsabilidad es un aspecto implícito en el modelo. Sin embargo, lejos de nuestro pensamiento el modelo utilizado para responder a los ciudadanos ante esta situación ha sido el agente de prensa/publicity, caracterizado por evitar la información inoportuna, información que puede perjudicar a los propios emisores y que no responde a satisfacer las necesidades económicas, sociales, culturales o políticas de quien demanda la información, que, por otro lado, supone vulnerar el bienestar en la sociedad como parte de la responsabilidad social, política, económica, cultural o medioambiental de los organismos al servicio de la ciudadanía.

Traditional visual servoing systems have been widely studied in the last years. These systems control the position of the camera attached to the robot end-effector guiding it from any position to the desired one. These controllers can be improved by using the event-based control paradigm. The system proposed in this paper is based on the idea of activating the visual controller only when something significant has occurred in the system (e.g. when any visual feature can be loosen because it is going outside the frame). Different event triggers have been defined in the image space in order to activate or deactivate the visual controller. The tests implemented to validate the proposal have proved that this new scheme avoids visual features to go out of the image whereas the system complexity is reduced considerably. Events can be used in the future to change different parameters of the visual servoing systems.

Image Based Visual Servoing (IBVS) is a robotic control scheme based on vision. This scheme uses only the visual information obtained from a camera to guide a robot from any robot pose to a desired one. However, IBVS requires the estimation of different parameters that cannot be obtained directly from the image. These parameters range from the intrinsic camera parameters (which can be obtained from a previous camera calibration), to the measured distance on the optical axis between the camera and visual features, it is the depth. This paper presents a comparative study of the performance of D-IBVS estimating the depth from three different ways using a low cost RGB-D sensor like Kinect. The visual servoing system has been developed over ROS (Robot Operating System), which is a meta-operating system for robots. The experiments prove that the computation of the depth value for each visual feature improves the system performance.

Purpose: To evaluate in keratoconus eyes the intrasubject repeatability of anterior and posterior corneal curvature and of other anterior segment anatomic measurements obtained with a new topography system combining Scheimpflug-photography and Placido-disk technology. Setting: Vissum Corporation, Alicante, Spain. Design: Evaluation of technology. Methods: All keratoconus eyes had a comprehensive ophthalmologic examination including analysis with the Sirius system. Three consecutive measurements were obtained to assess the intrasubject repeatability of the following parameters: anterior and posterior corneal curvature and shape factor, white-to-white (WTW) corneal diameter, central and minimum corneal thickness, and anterior chamber depth (ACD). The within-subject standard deviation (Sw) and intraclass correlation coefficient (ICC) were calculated. Results: This study comprised 61 eyes of 61 patients ranging in age from 14 to 64 years. For anterior and posterior corneal curvatures and power vector components, the Sw was 0.29 mm or less in all cases. The ICC was above 0.990 in all cases except the flattest curvature of the posterior corneal surface at 3.0 mm, which was 0.840 (moderate agreement), and the posterior power vector J0, which was 0.665 (poor agreement), 0.752, and 0.758 (moderate agreement) for 3.0 mm, 5.0 mm, and 7.0 mm, respectively. In shape factor measurements, the Sw was 0.12 or less in all cases and the ICC ranged between 0.989 and 0.999. Pachymetry, ACD, and WTW had ICC values very close to 1. Conclusion: The new topography system provided repeatable measurements of corneal shape and other anatomic parameters in eyes with keratoconus.

Purpose: The aim of this study is to determine the reliability of corneal thickness measurements derived from SOCT Copernicus HR (Fourier domain OCT). Methods: Thirty healthy eyes of 30 subjects were evaluated. One eye of each patient was chosen randomly. Images were obtained of the central (up to 2.0 mm from the corneal apex) and paracentral (2.0 to 4.0 mm) cornea. We assessed corneal thickness (central and paracentral) and epithelium thickness. The intra-observer repeatability data were analysed using the intra-class correlation coefficient (ICC) for a range of 95 per cent within-subject standard deviation (SW) and the within-subject coefficient of variation (CW). The level of agreement by Bland–Altman analysis was also represented for the study of the reproducibility between observers and agreement between methods of measurement (automatic versus manual). Results: The mean value of the central corneal thickness (CCT) was 542.4 ± 30.1 μm (SD). There was a high intra-observer agreement, finding the best result in the central sector with an intra-class correlation coefficient of 0.99, 95 per cent CI (0.989 to 0.997) and the worst, in the minimum corneal thickness, with an intra-class correlation coefficient of 0.672, 95 per cent CI (0.417 to 0.829). Reproducibility between observers was very high. The best result was found in the central sector thickness obtained both manually and automatically with an intra-class correlation coefficient of 0.990 in both cases and the worst result in the maximum corneal thickness with an intra-class correlation coefficient of 0.827. The agreement between measurement methods was also very high with intra-class correlation coefficient greater than 0.91. On the other hand the repeatability and reproducibility for epithelial measurements was poor. Conclusion: Pachymetric mapping with SOCT Copernicus HR was found to be highly repeatable and reproducible. We found that the device lacks an appropriate ergonomic design as proper focusing of the laser beam onto the cornea for anterior segment scanning required that patients were positioned slightly farther away from the machine head-rest than in the setup for retinal imaging.

This paper describes a study and analysis of surface normal-base descriptors for 3D object recognition. Specifically, we evaluate the behaviour of descriptors in the recognition process using virtual models of objects created from CAD software. Later, we test them in real scenes using synthetic objects created with a 3D printer from the virtual models. In both cases, the same virtual models are used on the matching process to find similarity. The difference between both experiments is in the type of views used in the tests. Our analysis evaluates three subjects: the effectiveness of 3D descriptors depending on the viewpoint of camera, the geometry complexity of the model and the runtime used to do the recognition process and the success rate to recognize a view of object among the models saved in the database.

From the late seventeenth to early nineteenth centuries, many religious temples have been built in the province of Alicante (south east of Spain) with brick domes as their main characteristic feature. Often, the limited data available about these remarkable constructions make rehabilitation interventions become into real research projects, with a high value for their historic conservation over time. The aim of this paper is to show a detailed refurbishment analysis of a religious temple built in 1778, showing the need of preservation of historic buildings as a part of the architectural heritage by establishing a common pattern of materials, geometry and constructive systems, specifically in their domes. In most cases, there was not an architectural project for the construction, that is why the analysis of any documentary and archival sources available is essential to find different ways to proceed on the use and maintenance of these religious buildings.

The new Spanish legislation in Energy Saving, similar to European regulation, provides new technical requirements to adequate technical solutions used in integral rehabilitation of existing buildings. The aim of this paper is to present, analyze and discuss the main thermal insulation constructive solutions best suited to a Mediterranean climate, and conclude on their suitability under the legislation in Energy Saving. The proposed methodology is based on the most usual constructive solutions in integral rehabilitation of buildings by analyzing their outstanding design features, by studying its construction details and then by applying the software provided by the Spanish legislation of energy efficiency in buildings. The results of the study evaluate and classify several solutions for façade rehabilitation according to energy efficiency criteria and their suitability for this type of weather, verifying the necessity of using software applications in energy saving for the proper design of constructive solutions in building rehabilitation.
